RULEBOOK FOR

WASATCH BALL ROLLER HOCKEY


LEAGUE
Updated 1/1/24

Introduction

The concept of Wasatch Ball Roller Hockey is to provide a fun, simple and fast
paced game of Roller Hockey. Every team is guaranteed 7 regular season
games and at least 2 post season (playoff) games. WRHL currently has two
skill divisions, Gold and Silver. If there is a substantial number of teams in the
silver division, teams will be split into 2 separate brackets for playoffs. Games
are played 4v4 plus goalkeepers. WRHL plays with a Ball that is liquid-filled to
minimize bouncing, instead of a puck. The ball is a G-Force Water Ball. The
ball is the approximate size of a tennis ball. WRHL currently plays in a
SLCounty Recreation Center, therefore this is a Non-Checking league. Games
are played either Wed/Thur or Wed/Fri. See main website page for updates
on days played and team prices.

1. The Roller Hockey Rink
a. Rink Surface
■ WRHL currently plays at Taylorsville Recreation Center on the Multi-Purpose
Court. The rink is a painted sports court. For an idea of what the court is like, the
facility allows indoor soccer, pickleball, lacrosse, figure roller skating, and batting
cages on this court.
b. Dimensions
■ The rink is 70 feet wide and 126 feet long.
■ The Defensive Circle (dark semi-circle) is marked by black tape that surrounds
each goal.
■ The Goalkeeper’s Crease is a rectangular box marked by red tape in front of each
goal.
■ The 5 different Face-offs spots on the rink are marked with red circles, 1 at the
center of the rink and 2 in each offensive half.
■ The 9 different Free Hit spots on the rink are marked with red dots, 1 at the
center of the rink and 4 in each offensive half.
■ Refer to image on Page 20.
c. Locker rooms/Bench Area
■ The facility has men’s, women’s, and family locker rooms with closure scheduled
for 15 minutes before the facility closes. The rink has bench areas for both teams.
It is highly recommended that you take all your gear to your team’s bench
during the game so that spectators have room to sit. WRHL and the SLCo Facility
are not responsible for your lost or stolen personal items.

2. The Ball
■ WRHL plays with a Ball that is liquid-filled to minimize bouncing, instead of a
puck. The ball is a G-Force Water Ball. The ball is the approximate size of a tennis
ball.

3. The Players
a. Age
■ Our adult league is 14 years of age and older.
b. Forfeit/Substitute Policy
■ No subs (or non-rostered players) are allowed for playoffs.
■ Teams that arrive with LESS THAN 3 rostered players, will forfeit the game (a
Pickup game may take place with any players that have signed a waiver/roster).
■ Teams that arrive with 3 rostered players may pick up a single substitute player;
playing with 4 players max. Game will not count as a forfeit.
■ Teams that arrive with 4+ rostered players may not pick up a substitute player.

■ Players who are listed on 2 or more Silver rosters, will not be allowed to sub on
any other Silver team.
■ At any point in the game, a team will forfeit the game if any of the scenarios
listed in Rule 12.j. occur.
■ If a team forfeits, all player points (goals and assists) will count for the opposing
team. The team that forfeits does not have their player points counted towards
season stats. Game will be recorded as a 1-0 Win or X-0 (the amount of goals
scored for, during the scrimmage).
■ Exceptions to the allowance of subs may be approved by league administrators
before each game.
c. Number of players on the rink
■ Maximum of 5 players are allowed on the court for each team. (4 skaters plus 1
goalkeeper OR 5 skaters without a goalkeeper)
■ Exception to the rule relates to rule regarding an Empty Net during a Delayed
Calling of a Foul or an Infraction. (see Rule 3.f. below)
d. Number of Players on a Roster
■ Number of players on a team’s roster is limited to 10 players.
e. Substitution Procedure
■ See Rule 12.a. Too Many Players on the Rink, below.
f. Empty Net
■ End of game situation
● The goalkeeper may come to the bench to sub for a skater to allow their team
to play with an extra skater.
■ During a Delayed Calling of a Foul or an Infraction (See Rule 12.c. below)
● During the Delayed Calling of a Foul or an Infraction, the team with
possession of the ball may add an extra player to the rink floor WITHOUT the
goalkeeper coming off the rink floor. The team will temporarily be allowed to
play with 5 skaters and 1 goalkeeper on the rink floor. If the goalkeeper of the
team with 5 skaters touches the ball or interferes with the play in any manner,
the Referees will whistle play to be stopped and the previous Delayed Calling
of a Foul or an Infraction will be called.
g. Team Captain
■ The team Captain has no special status or privileges, however the Captain has a
degree of responsibility for the behavior of the team. The Captain is responsible
to have their team’s players sign the waiver/roster.

4. Player’s Equipment
■ Skates: Inline or Quads, required for everyone
■ Helmet: required for everyone, under the age of 18 MUST have a full face shield or
cage
■ Hockey Stick: Carbon Fiber or Wood, required for everyone
■ Shin Guards: required for Players under 18
■ Gloves: required for Players under 18
■ Mouth Guard: not required, recommended for players under 18
■ Hockey Pants: not required, recommended for players under 18
■ Shoulder Pads: not required, recommended for players under 18
■ Elbow Pads: not required, recommended for players under 18
■ Teams are responsible to have jerseys/shirts that are close to the same color. In
the case of teams having similar colors, the listed Home team will be required to
change colors.

5. Referees
■ One or two Referees will be assigned to each game.
■ If the ball hits the Referee, play continues even if possession changes.
■ Referees need to have a whistle and black and white striped shirt. Referees will
also be provided a shot counter, to keep track of Shots on Goals.

6. Scorekeeper
■ At least one scorekeeper will be assigned to each game.
■ If the scoreboard is wrong, the score sheets/papers are the official record of the
game. Only the Referee can overrule the scorekeeper.

7. Duration of the Game


■ Games consist of 22-minute halves.
● First Half:
➢ The 22-minutes for the First Half will start 5 minutes after the Scheduled
game time with or without players ready.
➢ At the 20-minute mark of the First Half, if the game is waiting on Referees,
the clock will freeze at the 20-minute mark until Referees are ready. When
the Referees are ready, the clock will continue to run.
➢ If a team is not ready with 3 skaters by the 15-minute mark, the team will
incur a 2-minute Penalty for Delay of Game. (See Rule 12.a. below.)

➢ Teams must be ready before the clock hits 12-minutes. Any team not ready
with 3 skaters by the 12-minute mark, will forfeit. If both teams are not
ready by the 12-minute mark, both teams will forfeit.
● Second Half:
➢ Halftime will consist of at least 30 seconds which will be added to the
Second Half clock. At the end of the First Half, the 22-minutes and 30
seconds for the Second Half will start immediately.
➢ The first 2-minutes and 30 seconds of the Second Half will be an optional
“halftime break” with the following restrictions:
➢ Teams must be ready to play by the 20-minute mark of the Second Half.
➢ Teams not ready for the Second Half by the 20-minute mark will risk the
possibility of conceding a 2-minute Penalty for Delay of Game (which will
start on the Referee’s next whistle).
● Overtime
➢ If at the end of regulation the game is still tied, there will be a 5 minute
Overtime period with the first goal to win the game. No time-outs allowed
in OT.
➢ If the game is still tied at the end of Overtime:
○ Regular Season
. . . the game will end in a tie.
○ Playoffs
. . . there will be 3 rounds of penalty shots, alternating teams for each
shot. If the game is still tied after 3 rounds, sudden death rounds will
commence until one team scores and the other team doesn’t score.
■ Each team has 1 time-out per game, which could be used at any stoppage
throughout the game. The game clock will stop for 1-minute and then restart
immediately when the 1-minute ends. Penalty clocks will stop at a time-out, but
will not restart until the Referee’s whistle to restart play.
■ The clocks will stops for Team timeouts, Referee timeouts, as well as:
● Regular Season:
➢ Any whistle in the last 1 minute of the Second Half ONLY if the score is
within 4 goals or less, and
➢ Any whistle in the last 1 minute of Overtime.
● Playoffs:
➢ Any whistle in the last 2 minutes of the Second Half, regardless of the
score.
➢ Any whistle in the last 2 minutes of Overtime.

■ This game format was created to benefit the players. This format allows more
playing time for teams on time and ready to play. This format has potential to
help keep games on time.
■ Standings are computed as follows:
● Wins as 2 points
● Overtime Loss as 1 point
● Tie as 1 point
● Regulation Loss as 0 points
■ Regular Season Standings are sorted as follows:
● Points
● Fewest Games Played
● Goal Difference
● Goals Scored
■ Playoff Seeding is sorted based as follows:
● Points
● Head to Head Points
● Head to Head Goals
● Overall Goal Difference
● Overall Goals Scored
■ A number of games are scheduled as one Gold team versus one Silver team. If
the Silver team loses the game, they are awarded 1 point towards the regular
season standings. If the Gold team loses, they are not awarded any points
towards standings. If the game ends in a tie, both teams are awarded 1 point. No
overtime for Gold vs Silver games.

8. Face-offs
■ For every Face-off, both players must have their sticks outside of the red Face-off
Circle. Opposing players' sticks are not required to be on opposite sides of the
circle.
■ The following determines a Face-off:
● At the beginning of each period, center of the rink.
● After a goal is scored, center of the rink.
● After a Penalty Shot is not scored, in the half in which the penalty shot was
taken.
● After a Penalty is assessed to one team, in the offending team’s half.
● After a Foul(s) and/or Infraction(s) by both teams, center of the rink.
● After a deflected Out of Bounds infraction, closest Face-off spot to where the
ball went Out of Bounds.

9. Ball in and out of Play
■ The ball is in play when the Referee blows the whistle. After the whistle is blown,
the opposing team may attempt to steal the ball when a team has a free hit. (See
Rule 13 below.)
■ Out of Bounds infractions include if the ball hits. . .
● the wall above the glass (or above the blue tape),
● the nets on the ceiling or the ball goes over the nets,
● the ceiling, or any other outside agent
■ If the ball breaks, bursts or cracks during the game, players shall inform the
Referee as soon as possible so the game can be stopped and the ball can be
replaced. Restart may be a Free Hit to the team last in possession or a Face-off at
the nearest Face-off spot if no team was in clear possession when play was
stopped.
■ If a player hits the ball directly Out of Bounds, the opposing team will be
awarded a Free Hit.
■ If the ball is deflected Out of Bounds off any other player or goalie, a wall, a
Referee, or goalpost, the restart will be a Face-off at the closest Face-off spot to
where the ball went Out of Bounds.

10. Determining the Outcome of the Game


a. Goals scored
■ The team that scores more goals will win the game.
■ A goal is scored when the ball completely crosses the goal line and the last
“attacking object” the ball touched was an attacker’s stick.
■ A goal will be disallowed if the last attacking object the ball touched was not an
attacker’s stick.
● The only exception to the above rule:
➢ If a defender or goalkeeper deliberately plays the ball into an attacker’s
body or skates and then the ball crosses the goalline, a goal will be
awarded.
■ Listed below are a few examples regarding this rule:
● The ball travels directly into the goal after leaving an attacking player’s stick; a
goal is awarded.
● The ball travels into the goal after leaving an attacking player’s stick and then
subsequently redirecting off a defender, goalkeeper or goal post; a goal is
awarded.
● The ball travels into the goal after a defender or goalkeeper deliberately plays
the ball (without the ball subsequently making contact with an attacking
player’s body or skate); a goal is awarded.

● The ball travels into the goal after leaving an attacking player’s stick and then
subsequently redirecting off a teammate’s body or skate, wall, Referee or any
outside agent; a goal is disallowed.
● The ball travels into the goal after a foul or an infraction is committed by the
attacking team; a goal is disallowed.
b. Forfeit/Substitute Policy
■ See Rule 12.j. below

11. Offside
■ Roller Hockey is intended to be a fast paced game on a smaller rink, therefore
offside infractions do not exist to allow for more game play.

12. Fouls, Infractions & Misconduct


a. List of Fouls
■ For the purpose of the rule book, a “foul” is a violation of the rules that will result
in a 2-minute Penalty for the offending Player.
● Body Checking, Cross-Checking, Shouldering, Elbowing, Pushing
➢ Players are prohibited from intentional physical collisions or body checks
during the game. This aims to ensure player safety by preventing
aggressive physical interactions that may result in injuries, and to promote
a fair and safe sporting environment.
➢ Players must not engage in stick or body contact when the ball isn't near
or in the area of possession. Contact must not be made as players are
positioning or waiting for the ball to arrive in a near playable area.
● Slashing
➢ Players swinging their stick at an opponent, whether contact is made or
not, is not allowed. Any forceful or powerful chop with the stick on an
opponent’s body or stick, or on or near the opponent’s hands that, in the
judgment of the Referee, is not an attempt to play the ball, shall be
penalized as slashing. Slashing the goalkeeper as they try to catch or cover
the ball, will also result in a Penalty.
● Tripping
➢ A player shall not place their stick, knee, foot, arm, hand, or elbow in such a
manner that causes their opponent to trip or fall.
● Holding
➢ Any action by a player that restrains or impedes the progress of an
opposing player whether or not they are in possession of the ball.

● Hooking
➢ Hooking is the act of using either end of the stick in a manner that enables
a player to restrain an opponent by hooking the opposing player's body or
stick.
➢ A player can lift another player’s stick as long as it occurs below the
bottom hand of the opposing player. Lifting the stick from above the
bottom hand will violate this rule. The blade of the stick must be up during
this lift. Stick Lifting is allowed only when the ball is near the opponent's
stick. Off the ball stick lifting is not allowed.
● High Sticking that does Endanger the Safety of the Opponent
➢ Players must be in control of their sticks and are responsible for their sticks
at all times. A player’s stick may not rise above their shoulders and the
shoulders of nearby players, whether the player makes contact with the
ball or not. Penalties can be enforced if the High Stick endangers the
safety of others, whether the player makes contact with another player or
not.
➢ If a player’s wind up or follow through goes above the player’s shoulder
and endangers the safety of an opponent, whether contact is made or not,
the player will violate this rule.
➢ A player can lift another player’s stick as long as the sticks do not go above
the shoulder of either the offending player or opposing player (high stick).
If this endangers the safety of the players, a Penalty may be assessed. The
blade of the stick must be up during this lift. Stick Lifting is allowed only
when the ball is near the opponent's stick. Off the ball stick lifting is not
allowed.
● Holding Opposing Players Stick
➢ A player cannot hold another player’s stick. Players are allowed to block
another player’s stick with their hand, however they may not grab or hold
it.
● Throwing the Stick
➢ Unintentional “dropping” of a stick is normal. Throwing a stick will result in
a Penalty, whether or not the stick makes contact with the ball or a player.
● Goalkeeper Interference
➢ An Attacking player can only enter the crease after the ball has entered the
crease in an attempt to score. Attacking players may not make contact
with the goalkeeper with their body or stick. If an attacking player makes
contact with the goalkeeper inside the crease or when a teammate or
themselves are trying to score, the offending player will be assessed a
Penalty for Goalkeeper Interference.

● Too Many Players on the Rink
➢ Players may be changed at any time during the play from the players’
bench provided that the player(s) leaving the game are within five feet (5’)
of their players’ bench.
➢ During a substitution, if either the entering player or the exiting player
engages in active play—such as touching the ball (whether intentionally or
accidentally) or impeding an opponent's position or ability to play the
ball—while both players are on the rink floor, a penalty for Too Many
Players will be imposed. (see Rule 3.e. above.)
➢ No player is required to serve the 2-minutes for the Penalty. However, the
offending team shall play shorthanded until the 2-minute Penalty expires.
● Delay of Game
➢ If a team is not ready by the 15-minute mark in the First Half, or is not ready
to start the Second Half by or near the 20-minute mark, the team may
incur a 2-minute Penalty for Delay of Game.
➢ No player is required to serve the 2-minutes for the Penalty. However, the
offending team shall play shorthanded until the 2-minute Penalty expires.
● Unsportsmanlike Conduct, Inappropriate Gestures, Foul Language, & Violent
Conduct
➢ Offensive gestures, swearing, and/or any abusive language will result in a
penalty, possible ejection and possible suspension for the players.
➢ Violent Conduct is when a player uses or attempts to use excessive force or
brutality against an opponent, or against a teammate, Referee,
Scorekeeper, or spectator, regardless of whether contact is made. Violent
Conduct will result in an ejection and suspension for players. (See
Suspensions and Fines below.)
b. List of Infractions
■ For the purpose of the rule book, an “infraction” is a violation of the rules that will
result in a Free Hit for the opposing player (and no penalty to the offending
player).
● High Sticking that does not Endanger the Safety of the Opponent
➢ Players must be in control of their sticks and are responsible for their stick
at all times. A player’s stick may not rise above their shoulders and the
shoulders of nearby players, whether the player makes contact with the
ball or not.
➢ A player can lift another player’s stick as long as both sticks do not go
above the shoulders of any nearby players (high stick). If this does not
Endanger the Safety of the players, this will be an Infraction and a Free Hit
to the opposing team. The blade of the stick must be up during this lift.

Stick Lifting is allowed only when the ball is near the opponent's stick. Off
the ball stick lifting is not allowed.
➢ Any Infraction of a High Stick may result in a Delayed Calling of an
Infraction. (See Rule 12.c. below.)
● Playing on the Ground
➢ Playing while on the ground, when the player’s knee(s), arm(s), or body is
touching the ground, is permitted only in a player’s defensive half.
➢ To play the ball in the offensive half, players must be on BOTH skates.
However, a player may drop to the ground to block a shot or pass with the
body, but must rise up on BOTH skates to deliberately play the ball with
their stick. The ball may be blocked by the stick while the player is on the
ground only if, in the opinion of the Referee, the player on the ground did
not deliberately or purposely move their stick to play/block the ball.
● Net sliding off the Goal Line
➢ The Goals do not have pegs attached to the rink floor like ice hockey,
therefore the Goals may slide off the goal line without very much force.
➢ If an Attacking Player moves the net off the goal line, the opposing team
will be awarded a free hit. An Attacking Player may be assessed a Penalty if
they intentionally move the net in an attempt for their team to score
unfairly.
➢ If the Goalkeeper or a Defensive Player moves the net off the goal line less
than 6 inches, then the play will continue. If a legal goal is scored when the
net has been moved less than 6 inches by the Goalkeeper or a Defensive
Player, the goal will stand. The net may be put back into the correct
position as soon as possible (by players or Referees).
➢ If the Goalkeeper or a Defensive Player moves the net off the goal line by 6
inches or more, then play will be stopped and the opposing team will be
awarded a free hit. A Goalkeeper or a Defensive Player may be assessed a
Penalty if they intentionally move the net in an attempt to prevent a goal
by the opposing team.
● Handling the Ball and Hand Passing
➢ Hand passes are permitted only in the player's defensive half. Hand passes
must be initiated and completed in the defensive half — contact with the
hand and ball and contact with the teammate’s stick and ball must both
be in the defensive half.
➢ A player shall be permitted to stop or “bat” a ball in the air with their open
hand, or push it along the rink with their hand. A player will not be allowed
to catch and throw the ball across the rink.

➢ Failure to the above restrictions will result in a Free Hit to the opposing
team.
c. Delayed Calling of a Foul or an Infraction
■ Should a Foul or an Infraction be committed by a player(s) of the team not in
possession of the ball, the Referee shall raise their arm to signal the delayed
calling of a foul or an infraction. When the team to be penalized gains control of
the ball or the ball is played out of bounds, the Referee will blow their whistle to
stop play and impose any penalties on any offending players. (See Rule 3.f.
Empty Net During a Delayed Calling of a Foul or an Infraction)
■ If during a Delayed Calling of a Foul or an Infraction, the team with possession of
the ball also commits a Foul or an Infraction, the whistle will be blown, any
Penalties will be assessed and a face-off at center of the rink will commence to
restart play.
■ If the non-offending team scores a goal during the Delayed Calling of a Foul, the
Foul (and the Penalty associated with the Foul) is not incurred and the offending
player’s team does not play shorthanded. Also, the Foul/Penalty does not count
towards a player’s Personal Foul Count, unless the Foul/Penalty is subject to an
Automatic Ejection.
d. Power Plays/Playing Shorthanded
■ A Power Play occurs when a team has a numerical advantage on the rink caused
by the opposing team having at least one more ongoing Penalties than the
team on the Power Play.
■ A team must play shorthanded for each ongoing Penalties (but not including
Offsetting Penalties).
e. Penalties
■ Every Penalty shall be 2-minutes. The 2-minutes on every Penalty will start on
the Referee’s next whistle to restart play.
■ A Penalty will end either after the 2-minutes or if the shorthanded team
concedes a goal, whichever occurs first.
■ A goalkeeper will not be sent to the penalty bench for an offense which incurs a
2-minute Penalty.
● Nevertheless, the 2-minute Penalty will be assessed, no player shall “serve”
the 2-minutes, and the Goalkeeper’s team must play shorthanded due to the
Penalty.
■ Any Penalties incurred at a stoppage of play, (unsporting behavior, violent
conduct, etc.) will not require the offending player’s team to play shorthanded.
The offending player will be required to serve their 2-minute Penalty.
■ Referees and Scorekeepers may stop the Game Clock and Penalty Clocks to sort
out Penalties/Power Plays.

f. Offsetting Penalties
■ When players of both teams incur Penalties at the same moment of the game,
equal number of Penalties will be offset. These penalized players will be required
to serve their Penalties on the bench for the duration of their respective
Penalties.
■ Offsetting penalties will not expire at the scoring of a goal.
■ A pair of immediate substitution(s) shall be made for each pair of players
penalized with Offsetting Penalties. If one team does not have enough available
players to make an immediate substitution for their player, the opposing team
will not be allowed an immediate substitution for their player in the
corresponding pair of players that are penalized with Offsetting Penalties.
■ If any Penalties remain that could not be offset, the offending player’s team may
be required to play shorthanded due to these remaining Penalties.
■ The Offsetting Penalties and those penalized players shall not be taken into
account for the purpose of the Delayed/Stacking Penalty Rule and the
Automatic Penalty Shot Rule.
g. Delayed/Stacking Penalties
■ If a second player is penalized while another player of the same team is serving a
Penalty (not including offsetting penalties), the Penalty time of the second
player shall not start until the duration of the Penalty of the first player has
expired.
■ The second penalized player must immediately proceed to the bench. An
available substitute may enter the game to replace the penalized player serving
a Delayed/Stacked Penalty.
h. Automatic Penalty Shot
■ Once a Penalty(s) is assessed, if a team does not have 3 available players to
continue due to player(s) serving Penalty(s), an Automatic Penalty Shot may be
awarded to the opposing team.
■ Regardless if a goal is scored or not, an Automatic Penalty Shot will
automatically expire the earliest possible 2-minute Penalty, except offsetting
penalties, to allow that team to have 3 available players. (The Automatic Penalty
Shot was created to help teams avoid playing with less than 3 players.)
■ Any player may take the Automatic Penalty Shot.
■ An Automatic Penalty Shot cannot expire an Offsetting Penalty. If one or both
teams do not have 3 available players after Offsetting Penalties are assessed, the
numerical count of players for both teams will be reduced by the number of
offsetting penalties.
i. Personal Foul Count
■ Each Player is allowed 4 Personal Fouls, each resulting in a 2-minute Penalty.

■ On the occurrence of a Player’s 4th Personal Foul and 2-minute Penalty, the
player will be ejected from the game.
● No individual player is required to serve the 2-minute Penalty when a player is
ejected. However, the offending player’s team must play shorthanded due to
the Penalty, unless it is an Offsetting Penalty.
● When a player is ejected due to a 4th Personal Foul, the player does not need
to leave the rink/facility unless the Referees or Scorekeeper deem the Players'
behavior to be disruptive during the remainder of the game.
● Players may be ejected from the game before they reach their 4th Personal
Foul. In this situation, the players must leave the Rink/Facility due to the
Automatic Ejection.
j. Forfeit in the event of Insufficient Players
■ At any point in the game, a team will forfeit the game if any of the following
occurs:
● A team has less than 3 available players while the opposing team has at least
4 available players.* (2v4, 1v4, or 0v4)
● A team has less than 2 available players while the opposing team has at least
3 available players.* (1v3 or 0v3)
● Both teams have less than 3 available players — both teams will forfeit in this
scenario.* (2v2, 2v1, 2v0, 1v1, 1v0, or 0v0).
➢ The following numerical count of players on the rink are possible:*
○ 4v4, 4v3, 3v3, and 3v2
*All numerical counts above do not include goalkeepers or empty net situations.
k. Suspensions and Fines
● Every Automatic Ejection results in a One (1) game suspension with the
possibility of additional suspensions and fines, per League review.
● Ejections incurred by a player receiving 4 Penalties will not automatically
incur suspension or fines. Nevertheless, the player ejected will have their
ejection up for League review.
● Players may still face the possibility of suspensions and fines without
receiving an Automatic Ejection during a game, per League review.
● WRHL does not tolerate violence of any kind, even if you are trying to protect
yourself or another player. IF YOU SWING A FIST you will be suspended. If you
assault another player in any manner for any reason you face the possibility of
suspensions and/or fines. Teams who are involved in altercations face the
possibility of forfeits, suspensions, and/or fines. Thank you to all who play with
safety and good sportsmanship.

13. Free Hits
a. Procedure
■ When a team commits an infraction the opposing team is awarded possession
of the ball at a specific spot on the rink. Following the Referee’s whistle, the
player with the ball may shoot, pass, or skate with the ball. In contrast, the
opposing players may attempt to play or steal the ball following the Referee’s
whistle.
■ Until the Referee’s whistle, all opponents must remain:
➢ At least 10 feet from the ball or
➢ Outside the Defensive Circle for Free Hits taken from inside the opponent’s
Defensive Circle
■ Goalkeeper Catches/Covers the ball
● The goalkeeper may catch/cover the ball with any part of their body or stick
only when part of their body or stick is inside the goalkeeper’s crease.
● If the goalkeeper leaves their crease to "cut down the angle" on a shot, the
goalie may be permitted to catch/cover the ball immediately after the shot
from anywhere in their defensive half.
● Play will stop when the goalkeeper has possession of the ball when
attempting to catch/cover the ball. When the ball cannot be seen around the
goalkeeper, the benefit of the doubt will go to the goalkeeper.
● When play is stopped because the goalkeeper catches/covers the ball, the
goalkeeper’s team will have a Free Hit in the Defensive Circle.
● Free Hits after the Goalkeeper Catches/Covers the ball are not required to wait
for the Referee’s whistle. This is the only Free Hit situation where the Referee’s
whistle is not needed to restart play.
➢ The Referee will blow their whistle when. . .
○ the team in possession initiates a pass or dribble or
○ the team has possession of the ball and the opposing team is outside
the Defensive Circle. The opposing team may steal or intercept the ball
after the Referee’s whistle.
● The goalkeeper may be permitted to restart play by initiating a pass or dribble
themselves from inside the Defensive Circle. In this situation, play will be
deemed resumed when the ball leaves the Defensive Circle.
b. Designations of Free Hits:
■ Defensive Half of the Rink
● If a team is given a Free Hit in their own half, they will have the ball from the
spot of the infraction, and MUST wait for the Referee’s whistle to play the ball.

■ Attacking Half of the Rink
● If a team is given a Free Hit in their opponent's half, they may have the ball
from 1 of 3 spots on the rink as described below:
➢ Spot of the Foul or infraction
○ An infraction was committed by the defensive team between the red
dots in the offensive zone and the half way line
○ Play was stopped, for any reason, when the ball was between the red
dots in the offensive zone and the half way line.
➢ Red Dot(s) in the offensive zone
○ An infraction was committed by the defensive team between the goal
and offensive zone red dots.
○ Play was stopped when the offensive team had possession of the ball
between the goal and offensive zone red dots.
○ An Out of Bounds infraction by the defensive team between the goal
and offensive zone red dots
➢ Red Dot(s) in the corner
○ An infraction was committed by the defensive team behind the goal
line.
○ Play was stopped, for any reason, when the ball was behind the goal
line.

14. Penalty Shot


a. Awarding of a Penalty Shot
■ To be awarded a Penalty Shot, the following must be considered:
1. distance between the foul/infraction and the goal,
2. general direction of the play,
3. likelihood of the attacker keeping or gaining control of the ball, AND
4. location and number of defenders
● If one or more circumstances above are not met, a Penalty Shot may not be
awarded.
■ If a player, when the goalkeeper has been replaced for an extra skater, covers the
ball while in the goalkeeper’s crease, the play shall be stopped immediately and
a Penalty Shot be awarded to the opposing team.
● In this situation (and any other situation where a team concedes a Penalty
Shot while the goalkeeper is at the bench), the team may be allowed to
substitute a goalkeeper into the game before the Penalty Shot is taken.
b. Procedure
■ The Attacking Player who was fouled or in imminent possession of the ball must
take the Penalty Shot.

■ The ball will be placed on the center face-off spot and the player taking the shot
will, on the Referee’s whistle, play the ball and shall attempt to score.
■ The ball must be kept in motion towards the opponent’s goal line and once the
attacker shoots or loses possession of the ball, the play shall be considered
complete.
■ No goal can be scored on a rebound of any kind (an exception being the ball off
the goal post or crossbar, then off the goalkeeper and then directly into the
goal).
■ Any time the ball crosses the goal line or comes to a complete stop, the Penalty
Shot is complete.
■ Also, see Rule 12.h. above, regarding Automatic Penalty Shot.
c. Shoot-out
■ A Penalty Shoot-out shall commence if a play-off game is still tied after
Overtime. See Rule 7.b above.

15. Policies
a. Waivers
■ Every Player is required to sign the waiver/roster, goalkeeper’s included.
b. Rosters
■ Every team must have their roster filled out as soon as possible. Players not listed
on the roster and who did not play more than 3 regular season games may not
play for that team in the playoffs. Exceptions may be approved by League
Administrators before the playoffs.
c. Fighting & Altercations (team and individual)
■ WRHL does not tolerate violence of any kind, even if you are trying to protect
yourself or another player. IF YOU SWING A FIST you will be suspended. If you
assault another player in any manner for any reason you face the possibility of
suspension and/or fines. Teams who are involved in altercations face the
possibility of forfeits, suspensions, and/or fines. Thank you to all who play with
safety and sportsmanship.
