AN ORDINANCE ESTABLISHING THE CONDUCT OF AN ANNUAL "HANDOG SIPILYO AT

TOOTHPASTE PROGRAM" TO GRADES 1 AND 3, IN THE MUNICIPALITY OF IGUIG,

CAGAYAN.
WHEREAS, the Municipality of Iguig recognizes the importance of dental health in promoting the well-
being of its constituents, particularly the young learners in Grades 1 and 3;
WHEREAS, dental caries, a common childhood disease, can lead to pain, infection, and even malnutrition,
and poor oral health can affect a child's growth, development, and academic performance;
WHEREAS, oral health is essential to overall health and quality of life, and preventing dental problems is
ore cost-effective than treating them;
WHEREAS, the "Handog Sipilyo at Toothpaste Program" is a simple yet effective way to promote good oral
hygiene habits among young learners, and to raise awareness among parents and teachers about the
importance of dental health;
WHEREAS, the Department of Health recommends regular brushing with fluoride toothpaste as a key
preventive measure against dental caries, and advocates for school-based oral health programs that target
high-risk groups, such as young children;
NOW, THEREFORE, BE IT ORDAINED by the Sangguniang Bayan of Iguig, Cagayan, that:
SECTION 1. TITLE. This ordinance shall be known as the "Handog Sipilyo at Toothpaste Program
Ordinance."
SECTION 2. OBJECTIVES. The objectives of this program are:
a. To promote good oral hygiene habits among young learners in Grades 1 and 3;
b. To provide free toothbrushes and fluoride toothpaste to all Grade 1 and Grade 3 students in public schools
in Iguig, Cagayan;
c. To educate students, parents, and teachers on the importance of dental health and preventive measures
against dental caries.
SECTION 3. IMPLEMENTATION. The "Handog Sipilyo at Toothpaste Program" shall be conducted
annually during the opening of classes in June. The program shall be spearheaded by the Municipal Health
Office, in coordination with the Municipal Education Office, the Parent-Teacher Association, and other
relevant agencies.
SECTION 4. FUNDING. The funds necessary to implement this program shall be sourced from the Annual
Budget of the Municipality of Iguig, Cagayan.
SECTION 5. MONITORING AND EVALUATION. The Municipal Health Office, in coordination with the
Municipal Education Office, shall monitor the implementation of this program and evaluate its impact on the
oral health of the target beneficiaries.
SECTION 6. EFFECTIVITY. This ordinance shall take effect immediately upon its approval and publication
in a local newspaper of general circulation.
SECTION 7. Separability Clause If any provision of this ordinance is declared invalid or unconstitutional,
the other provisions not affected thereby shall remain in full force and effect.
SECTION 8. Repealing Clause All ordinances, rules, regulations, or parts thereof inconsistent with the
provisions of this ordinance are hereby repealed or modified accordingly.
