To, Customer of Industrial Oxygen As we all are aware, Medical Oxygen is a very essential nowadays for treatment of the Patients infected with Covid-19 in India, With increasing cases of covid-19, the consumption of Oxygen is rising up drastically. To cope up with the increase of high demand of oxygen for hospitals; The Government is forced to stop supply of Oxygen for the Industries. Even Government Officials are visiting our plant frequently for verification. It seems that this situation will continue further for few more weeks. As a result, our daily fabrication operation activity is being affected, which will be thus resulted in delay of Projects. However, we are trying our best to combat with the situation and minimizing the delays. Thave attached few Circulars released by Government for your ready reference, which shows the supply of oxygen for industries is forbidden for time being and shifted to facilitate hospitals for treatment of Covid -19 patients. We are committed towards timely completion of projects but the circumstances being such, as tthe nation is going through crisis due to pandemic, we request you to kindly bear with situation. We will periodically update you based on any further notification from Government. AJAY BHALLA, as ‘Doar Chief Secretaries, Please refer to my DO letter of even no, dated 16 April 2021, whereby a supply plan of medical oxygen, prepared by the Entpowered Group (EG)-II, which is mandated for coordinating medical logistics including oxygen, and required to be followed ty all States/ UTs and concerned agencies, was shared. 2, Keeping in view the rapid rise in COVID cases and resultant rapid demand for medical Oxygen, particularly in high-burden States of Maharashtra, Madhya Pradesh, Gujarat, Delhi, Uttar Pradesh, Chhattisgarh, Kernataka, Kerala, Tamil Nadu, Haryana, Punjab, Rajasthan, etc,, EG-l has reviewed the supply of oxygen for industrial use in order to divert the seme to meet the rising demand for medical oxygen in the country and save precious lives.Accordingly, EG Il hes recommended to prohibit the supply of ‘Oxygen for industrial purposes by manufacturers and suppliers forthwith from 22042021 till further orders, with the exception of nine specified industries, The recommendation of the EG-II has been accepted by the Government and the said decision, alongwith the list of nine exempted industries, have been conveyed by Secretary, Ministry of Health & Family Welfare, vide his DO letter dated 18 April 2021 (copy enclosed), 3. 1, therefore, urge you to issue necessary Instructions to all the authorities concerned in your State to ensure compliance to the decision of EG-I! and take necessary measures to prohiblt supply of Oxygen for industrial purposes, except those exempted nine industries. Whereas Medical Oxygen Supply is a very crucial to the management of patients infected with COVID-19. With increasing cases of COVID-19 the consumption of oxygen is going up exponentially. Whereas now with Mission Begin again and unlock process the Industries are also starting up. This may adversely affect the supply of Medical Oxygen to hospitals. With rising number of cases, it is expected that the need of Medical Oxygen will increase many folds in coming days in Gujarat. And whereas lack of Medical oxygen may critically affect the patient management and also adversely affect the final outcome of the COVID-19 patient. Hence considering this, Now Government of Gujarat has decided to regularize the circulation and supply of Oxygen from production units located within State of Gujarat. Therefore, in exercise of the powers conferred as per enabling provisions of the above referred Acts, to address the patient management in terms of Oxygen supply and increasing demand of Medical Oxygen, Oxygen production units in Gujarat are hereby directed that; 1. They shall ensure that production of Oxygen is uninterrupted and as per their maximum production capacity. 2. 60% of production to be used only for medical Oxygen and to be supplied to the hospitals 3. Production units can divert only up to 40 % of Oxygen to industrial use. 4. Priority shall be given to supply to hospitals vis a vis industries in case need arises even if the proportion of Medical Oxygen goes beyond 60%. Therefore, for implementation of the above provisions, the competent authority at the state level shall be Commissioner, Health Department and Commissioner, Food and Drugs Control Administration. At field level Assistant Commissioners shall be the competent authority. This notification shall come in to effect immediately and would remain in operation up to 31/05/2021 of its publication.
