1 Preface

This Information Booklet serves as a guide on the procedure of


applying for the product registration license to manufacture,
import, display, sell or advertise any electrical product prescribed
under regulations “Ministerial regulation No. 115 dated 02
February 2004 on Industrial Standards of Cambodia for Electrical
and Electronic products as mandatory standards, Ministerial
regulation No. 1003 dated 13 September 2006 on the
Determination of types of electrical and electronic products to be
complied with Cambodian industrial standards as mandatory
standards, Ministerial regulation No. 1302 dated 25 December
2006 and Ministerial regulation No. 151 MISTI /2016 dated 15
June 2016 on establishment of Cambodian standards for
electric and electronic as mandatory” and other related
requirements therein. It can be downloaded from website

2 Introductions

The objective for the issue of the Product Safety Mark or Product
Certification Mark under
“Ministerial regulation No. 115 dated 02 February 2004 on
Industrial Standards of Cambodia for Electrical and Electronic
products as mandatory standards, Ministerial regulation No.
1003 dated 13 September 2006 on the determination of types of
electrical and electronic products to be complied with Cambodian
industrial standards as mandatory standards, Ministerial
regulation No. 1302 dated 25 December 2006, and Ministerial
regulation No. 151 MISTI/2016 dated 15 June 2016 on
establishment of Cambodian standards for electric and
electronic as mandatory” is to ensure that the manufacture,
import, display, sale or advertise of:
(a) any domestic product;
(b) any product which is usually sold direct to the general
public, or
(c) any product which does not require special skill in its
operation,
meets the specified requirements and efficient use of electricity.

3 Who should be concerned with the procedure

In line with the requirements as well as to safeguard the


consumer’s interest and ensure the efficient use of electricity,
consumers should only purchase:
1- any domestic product;
2- any product which is usually sold direct to the general
public; or
3- any product which does not require special skills in its
operation,
that have been issued a license by Department of Regulation
(DoR), the Institute of Standards of Cambodia (ISC), of the Ministry
of Industry, Science, Technology and Innovation (MISTI) and
affixed with product safety mark or product certification mark.
Licensed electrical and electronic products to use the product
safety mark or product certification mark that have met the
specific requirements and efficient use of electricity help to
prevent fire, electric shock, explosion and other hazards that
could result in injuries or deaths to humans an/or damage to
properties.

Manufacturers, Importers, Sellers and Advertisers


Manufacturers, Importers, Sellers and Advertisers of any electrical
and electronic products prescribed under “Ministerial regulation
No. 1003 dated 13 September 2006 on the determination of
types of electrical and electronic products to be complied with
Cambodian industrial standards as mandatory standards, Ministerial
regulation No. 1302 dated 25 December 2006 and Ministerial
regulation No. 151 MISTI /2016 dated 15 June 2016 on
establishment of Cambodian standards for electric and electronic
as mandatory” must ensure that their obligations under said the
Ministerial regulation are fulfilled.

This information booklet is to assist manufacturers, importers,


sellers and advertisers in understanding the requirements and
procedures for obtaining the Product safety mark license or
product certification mark license.

5 Parties that concern with the product safety mark
license or product certification mark license

Manufacturers
Manufacturers who manufacture electrical and electronic products
under “Ministerial regulation No. 1003 dated 13 September 2006
on the determination of types of electrical and electronic products
to be complied with Cambodian industrial standards as
mandatory standards, Ministerial regulation No. 1302 dated 25
December 2006 and Ministerial regulation No. 151 MISTI/2016
dated 15 June 2016 on establishment of Cambodian standards
for electric and electronic as mandatory” for selling or using in
Cambodia are required to apply for a product safety mark license
or product certification mark license from Ministry of Industry,
Science, Technology and Innovation (MISTI).

Importers
Importers of electrical and electronic products under “Ministerial
regulation No. 1003 dated 13 September 2006 on the
determination of types of electrical and electronic products to be
complied with Cambodian industrial standards as mandatory
standards, Ministerial regulation No. 1302 dated 25 December
2006 and Ministerial regulation No. 151 MISTI /2016 dated 15
June 2016 on establishment of Cambodian standards for electric
and electronic as mandatory” are required to import ONLY the
electrical products that have been granted the product safety
mark license or product certification mark license by Ministry of
Industry, Science, Technology and Innovation (MISTI).

Sellers and Advertisers


Sellers and Advertisers of electrical and electronic products under
“Ministerial regulation No. 1003 dated 13 September 2006 on the
determination of types of electrical and electronic products to be
complied with Cambodian industrial standards as mandatory
standards, Ministerial regulation No. 1302 dated 25 December
2006 and Ministerial regulation No. 151 MISTI /2016 dated 15
June 2016 on establishment of Cambodian standards for electric
and electronic as mandatory ” are required to sell and advertise
ONLY the electrical products that have been granted the product
safety mark license or product certification mark license by
Ministry of Industry, Science, Technology and Innovation (MISTI).

6 List of electrical and electronic product that requires
product safety license mark to manufacture, import,
display, sell or advertise and their applicable safety and
performance standards

The list below is meant for reference as to descriptions, details


and standards applicable to the products therein stated and is not
exhaustive. Any other electrical and electronic product
which is not listed but falls under the following categories:
(a) any domestic product;
(b) any product which is usually sold direct to the general
public; or
(c) any product which does not require special skills in its
operation
should be approved by Ministry of Industry, Science, Technology
and Innovation (MISTI). pursuant to “Preah Reach Kram
No.0600/001 dated 21 June 2000, promulgating the Law on
the Control of Quality and Safety of Products, Goods and
Services” the applicable safety and performance standards for
the said electrical and electronic products can be obtained from
Department of Regulatory (DoR) of Institute of Standards of

7 Application procedures for product safety mark license
or product certification mark license

The applicant is required to complete the application form, see


Appendix 1, attached together with:

(a) Copies of test reports and certificates of conformity


included the name and address of accredited testing
laboratory and certification body and documents
related to accreditation of theses both bodies
recognized by Ministry of Industry, Science,
(b) Technology and Innovation (MISTI) Copies of factory
inspection reports from an inspection body recognized
by Ministry of Industry, Science, Technology and
(c) Innovation (MISTI).
Full Electrical Wiring/Circuit Diagrams or Service
Manual (Circuit diagrams must indicate the
component's value, or in the alternative, a Bill of

For local or foreign manufacturers producing regulated products,


according to Ministerial Regulation, all regulated products shall
conform to Cambodian standards, so that they shall apply for
Product safety mark license or product certification mark license
to label the mark on their products before placing into
Cambodian market.
To get the Product safety mark license or product
certification mark license, local or foreign manufacturers have
3 options: 16
Option 1: Local or foreign manufacturers have a Certificate of
Conformity from an accredited Certification Body
attached with test report(s) and Factory Inspection
Report(s) recognized by DoR/ISC/Ministry of Industry,
Science, Technology and Innovation (MISTI).

In this case the local or foreign manufacturers will get a


Product safety mark license or product certification mark
license after checking all validated related documents.

Option 2: Local or foreign manufacturers have test report(s)


and Factory Inspection Report(s) from bodies recognized
by DoR/ISC/Ministry of Industry, Science, Technology
and Innovation (MISTI).

In this case the local or foreign manufacturers must


apply for a Certificate of Conformity from DoR/ISC
before getting a Product safety mark license or
product certification mark license.

Option 3: Local or foreign manufacturers have without any test


report, factory inspection report and certificate of
conformity.

In this case the local or foreign manufacturers have been


asked to send their product to make a test at an
accredited laboratory and to be conducted a factory
inspection from a body recognized by DoR /ISC/Ministry
of Industry, Science, Technology and Innovation (MISTI)
and the result of testing and factory inspection have to
send to ISC to evaluate for conformity or to an
accredited Certification Body recognized by DoR/ISC/
Ministry of Industry, Science, Technology and Innovation
(MISTI). After receiving the certificate of conformity,
ISC/MIH will issue the Product safety mark license or
product certification mark license.

Note:
1- Product safety mark license or product certification mark
license is issued for 3 years period.
2- All the above cases (option1 – 3) are requested to submit
documents as stated in the application form.

9Labelling or certification mark

Objective and rationale


Labelling or marking of regulated electrical and electronic
products will enable consumers to differentiate between the
licensed and non-licensed regulated electrical and electronic
products. It also serves as a deterrent and means to check
for non-licensed regulated electrical and electronic product
in the market.

Labelling or Marking
All regulated electrical and electronic products approved by
Ministry of Industry, Science, Technology and Innovation
(MISTI) must be labeled in accordance with Ministerial
regulation No.112 dated 11 February 2004 on Cambodian
Standard Marks
The manufacturer, importer, seller and advertiser is
responsible to ensure that the regulated electrical and
electronic product is affixed with Cambodian safety mark.

Where to affix product safety mark or product certification


mark
Product safety mark or product certification mark shall be
affixed on the regulated electrical and electronic products
itself with legible manner. Where the physical size of the
product does not permit this or when the application is not
appropriate for the type of the product, the Mark shall be
affixed on the smallest package or any other means
determined by ISC.

10 National differences related to ratings (voltage and
frequency)

1. Nominal Voltage and Frequency


The nominal supply voltages and frequency for household and
similar electrical use in Kingdom of Cambodian is 220V, 50Hz for
single-phase, a.c. system.

The supply voltage and frequency at any point of the system


under normal conditions are allowed to fluctuate between ± 5 %
from 220V and ± 1% from 50Hz.

In line with the above, the electrical and electronic products to be


used in Kingdom of Cambodia shall be designed to operate at the
country’s nominal voltage and frequency as follows:

(a) Voltage
Single-phase product shall be rated/marked at 220V. If the
product is rated with multiple or a range of voltage, 220V shall
be included. Testing shall be conducted based on 220V, and
other relevant voltages, if the product is marked with multiple or
a range of voltages.

(b)Frequency
Product shall be rated/marked at 50Hz and testing shall be
conducted at 50Hz. If the product is marked with 50/60Hz or 50-
60Hz then testing shall be conducted either at 50Hz or 60Hz,
whichever is more unfavorable.

2. Power supply cord and mains plug requirements


The appliances shall be fitted with a suitable and appropriate
approved power supply cord and mains plug. Both are regulated
products and must be approved by Ministry of Industry,
Science, Technology and Innovation (MISTI) before it can be used
with appliances.

11Information for foreign manufacturers

The foreign manufacturer who produced a regulated product


outside Kingdom of Cambodia and intends to sell or use in
Kingdom of Cambodia, can apply for Product safety mark
license or product certification mark license to put the mark
on their products, with the application form in Appendix 1,
but The foreign manufacturer shall sign an agreement for
using ISC mark, in Appendix 3, and nominate a local
representative in Appendix 4 to be responsible for the
licensed products selling or using in Kingdom of Cambodia.

inspection from any recognized body.
CASE 1
In case of importing the regulated products with the Product
safety mark license or product certification mark license
from Ministry of Industry, Science, Technology and
Innovation (MISTI)
The importer must submit the application form, see Appendix
5, of the released letter with the Product safety mark license
or product certification mark license and imported
documents to DoR/ISC/MISTI to get the released letter. The
below figure is the flowchart of the procedure to get the released
letter.

In case of importing the regulated products with test
reports, certificates of conformity and Factory inspection
reports.

The importer has to submit the test reports, certificates of
conformity and factory inspection report with imported
documents to DoR/ISC/MIME for Product safety mark license or
product certification mark license. After receiving the completed
and valid documents, the released letter with conditions will be
issued. In this case, the product can be released from custom’s
custody in order to put at a specific place waiting for Product
safety mark license or product certification mark license granted.
The Product safety mark license or product certification mark
license is issued only for the amount of the regulated products
imported to be Labeled on. The below figure is the flowchart of
the procedure to get the released letter.

CASE 3
In case of importing the regulated products without any test
reports and certificates of conformance
The importer can get a released letter with Conditions from
DoR/ISC/MISTI to release the products from custom’s custody in
order to put a specific place waiting for the result of test,
while the products have to be sent to test and certify for
conformance with Cambodian Industrial Standards and other
specific requirements, and the results and certificate of
conformity with imported documents have to submit to
DoR/ISC/Ministry of Industry, Science, Technology and
Innovation (MISTI) for Product safety mark license or product
certification mark license or Product certification mark license
before the products can release for Cambodian markets. In
this case, the Product safety mark license or product
certification mark license or Product certification mark
license is issued only for the amount of regulated products
imported. The below figure is the flowchart of the procedure to
get the released letter.

Guideline for using safety mark on the regulated products

The Product Safety Mark comprises of a safety logo enclosed in the middle
of the logo the word suvtþiPaB. Below the logo is the number of the license
issued for the product.

1- The product safety mark shall be fully reproduced with the safety logo
enclosed in the middle of the logo the word suvtþiPaB: and the license
number traceable to the bottom.
2-The product safety mark shall be easily discernible on the regulated

3- The product safety mark shall be indelible and legible. The mark shall not
be removed when rubbed lightly with a piece of cloth soaked with
petroleum, spirit or water.
4- Rating label s or standalone adhesive label with the product safety mark
shall not come to loose or curly at the edges.

WHEREAS ISC has been established by the Sub-Decree No 62 dated 04 June 2008 of the
Royal Government of Cambodia, for harmonious development of activities of
Standardization, Quality Certification & Marking of goods and for matters connected
therewith or incidental thereto.

AND WHEREAS in furtherance of its functions as provided in the Sub-Decree and in


particular to provide service to foreign manufacturers, ISC is empowered to grant
national certification.

AND WHEREAS under Sub-Decree, ISC is authorized to grant ISC license for use by
the foreign manufacturer with respect to the conformance of the product in accordance
to the relevant Cambodian Standards. The grant of such license shall be subject to the
manufacturer complying with the norms laid down by ISC from time to time.

AND WHEREAS the manufacturer had applied to ISC for grant of ISC license under
Sub-Decree, and ISC after satisfying itself about the capability of the manufacturer and
that it satisfies the requirement as laid down in ISC Rules and Regulations has decided
to GRANT to the manufacturer ISC license on the terms and condition hereinafter
mentioned.

Now the parties hereto agree as under:

1. DEFINITIONS:

In this Agreement unless the context otherwise requires.

1.1 ISC LICENCE means a document issued by Ministry of Industry, Mines


and Energy in the format as mentioned in Ministerial Regulations for
General license conditions for product certification scheme.

1.2 Licensee means the manufacturer to whom a license has been granted
under the Ministerial Regulations General license conditions for product
certification scheme.

1.3 Manufacturer means the manufacturer of any article or process.

1.4 Recognized Laboratory means any laboratory in Cambodia or abroad


recognized by ISC for the purpose of testing conformance of product to
the relevant Cambodian Standards.

1.5 Product means the products to be marked with ISC Standard Mark
/Safety Mark

1.6 Authorized Representative means the person nominated and appointed


by manufacturer for the purpose of compliance with the terms and
conditions of this Agreement and provisions of Sub-Decree, and Rules
and Regulations framed thereunder and shall be deemed to be a person
having ultimate control over the affairs of the manufacturer for the
purposes of this Agreement.

2. FEES

2.1 In consideration of ISC granting license to the manufacturer and the


manufacturer agreeing to abide by the provisions of this Agreement and
the various obligations and responsibilities and ISC performing its part as
Certifying Authority under Sub-Decree, the manufacturer shall pay to ISC

the necessary fees as applicable from time to time under the scheme like
advance minimum marking fees, renewal application fees, shipment fee
calculated on actual amount of marked products and any other fees as
prescribed. The manufacturer also agrees to bear all expenses including
testing charges in connection with the visits of ISC Officials, its
Agents/Nominees for surveillance or other charges to its office or place of
manufacture, as the case may be as decided by ISC in its absolute
discretion.

3. NOMINATION

3.1 The manufacturer shall nominate and appoint a person as his Authorized
Representative located in Cambodia, after obtaining all necessary
permission/sanctions, if required, under the Cambodian laws, whose
nomination shall be duly communicated to ISC in writing. The
authorized representative may either be in-charge or a senior officer of
the Cambodian office or a legally appointed agent of the manufacturer in
Cambodia. The nomination by the manufacturer shall be given on the
letterhead in the formal as prescribed by ISC from time to time.

3.2 The form containing nomination of the Authorized representative by the


manufacturer either at the time of execution of this Agreement or at the
time of fresh appointment during the continuation of this Agreement,
shall also contain the signature of such Authorized Representative who
has been so appointed, in token of his consent and confirmation of the
terms and conditions of this Agreement and to signify his willingness for
compliance of various provision of Agreement/Sub-Decree and Rules
and Regulations.

3.3 The Authorized Representative appointed shall be deemed to be a person


having ultimate control over the affairs of manufacturer in Cambodia for
the purposes of this Agreement and as such shall be responsible for all
due compliance of terms and conditions of this Agreement as also
provisions of Sub-Decree and the Rules and Regulations made thereunder
and shall continue to be so till another Authorized Representative is
appointed in his place in accordance with the terms of the Agreement.

3.4 The Authorized Representative shall remain bound to comply/adhere to

the terms and conditions of this Agreement, the provisions of Sub-degree
and Rules and Regulations for and on behalf of manufacturer and thus
shall be responsible and liable for all the regulations and omissions and
violations of the terms of the Agreement/provisions of Sub-Decree, Rules
and Regulations framed thereunder in his personal capacity.

3.5 The manufacturer shall ensure that his Authorized Representative does
not remain un-represented at any time during the continuation of this
Agreement, on account of any reasons whatsoever and shall further
ensure that the Authorized Representative already nominated is
substituted or another Authorized Representative is freshly nominated in
the records of ISC well before the incumbent Authorized Representative
is relieved of his obligations/liabilities under this Agreement. It is
understood and agreed between the parties that this clause is an essence
of this Agreement and any violation of this clause shall authorize ISC to
terminate/determine this Agreement forthwith, whether formally
determined or terminated or not, and take steps for cancellation of his
license. It is agreed that such determination will be without prejudice to
the other rights of ISC available to it under the Sub-Decree and Rules and
Regulations framed thereunder or under this Agreement.

3.6 ISC shall be entitled to terminate this Agreement forthwith in the event it
is revealed to or comes to the knowledge of ISC that the manufacturer has
failed to comply with the terms of this clause except that in the event of
death of Authorized Representative during the continuation of this
Agreement, the manufacturer shall be entitled to nominate a new
Authorized Representative within twenty one days of the date of death of
such Authorized Representative failing which provisions of clause 3.5
shall apply mutatis-mutandis.

3.7 It is agreed that in the event Authorized Representative nominated by


manufacturer severs his relationship/connection with the manufacturer
and no new Authorized Representative is appointed in his place in terms
of clause 3.5 hereinabove by manufacturer before earlier Authorized
Representative being discharged/relieved well within the time, then
notwithstanding determination/termination of this Agreement, the

earlier Authorized Representative shall remain liable and responsible for
all the acts/omissions or violations of the terms of this Agreement or
provisions of Sub-Decree, Rules and Regulations framed thereunder
committed till the time of his resignation/discharge.

3.8 The word "manufacturer" and "licensee" mentioned in the agreement shall
mean and include "Authorized Representative" unless it is repugnant to
the context.

4. ACCEPTANCE OF TERMS AND CONDITIONS

4.1 The licensee and his/her Authorized Agent agrees to abide by all the
terms and conditions of grant of license as per Sub-Decree, Rules and
Regulations made thereunder.

5. RIGHTS AND RESPONSIBILITIES OF LICENSEE

5.1 Rights and responsibilities of the licensee shall be as conveyed to him


earlier and he shall abide by the same.

6. VALIDITY OF ISC LICENCE

6.1 The ISC license granted to the manufacturer shall only be with respect to

6.2 The validity of ISC license may be suspended/cancelled by ISC in any


one of the following circumstances:

6.2.1 The license has been used by the licensee for purposes other than,
for which it has been granted.

6.2.2 The licensee has suppressed material facts and/ or information at


the time of grant of license or subsequent thereto.

6.2.3 The product (s) for which the license is granted is found as not
conforming to the Cambodian Standard.

6.2.4 The licensee does any act inconsistent with the provisions laid
down in the Sub-Decree, Rules and Regulations made thereunder
or under the provision of this Agreement.

6.2.5 The licensee violates or commits breach of any terms of this


Agreement by way of any act or omission.

6.3 The licensee shall use ISC license for marking the product covered in this
agreement only for exporting to Kingdom of Cambodia.

7. DETERMINATION/TERMINATION

7.1 The Agreement shall be determined and stand terminated in the event the
licensee commits any breach of terms of this Agreement or violates the
terms by his/its action/omissions.
7.2 The licensee can also terminate the Agreement by giving 30 days notice in
writing addressed to Institute of Standards of Cambodia, Ministry of
Ministry of Industry, Science, Technology and Innovation (MISTI)
Building 538 National Road No.2, Sangkat Chak-Ang Re Leu, Khan
Mean Chey, Phnom Penh Phnom Penh by registered AD post or by a
notice delivered by hand.
7.3 On determination/termination of the Agreement, the manufacturer shall
forthwith cease to apply Standard Mark/Safety Mark on any of the
product manufactured/marketed by manufacturer and shall immediately
furnish a statement to ISC indicated the details of the product so
manufactured/marked prior to termination/determination of Agreement
or ISC license and shall comply with all directions that may be conveyed
by ISC to it. Manufacturer shall also clear all its/his/her liabilities,
financial or otherwise, towards ISC and shall return the original license
document along with all endorsement to ISC.

8. INDEMNITY

8.1 The manufacturer/licensee agrees and fully understands that the


responsibility of conformance to the relevant Cambodian Standard with
respect to products is solely on the manufacturer.

8.2 The manufacturer/licensee agrees to indemnify ISC of all claims/


damages arising out of its manufacturing of products and/or Non-

conformance to the relevant Cambodian Standards, that may be made
against ISC by any person/firm/company/association/ consumer etc.

9. AGREEMENT PERIOD

9.1 This Agreement comes into force from the date of grant of license and till
the period for which it is granted/renewed and until withdrawn/
determined or cancelled by either party in accordance with the terms of
this agreement.

10. JURISDICTION

10.1 If any dispute arises between the parties to the agreement including
touching, interpretation/meaning of any of clauses the Agreement or
respective rights/obligations/liabilities of the parties to this Agreement,
courts of Cambodia shall have the jurisdiction to entertain, try and
resolve such claims/rights/disputes.

10.2 For the purposes of this Agreement, the address of the


manufacturer/licensee shall be its/her/his address given in Cambodia
hereinabove while of ISC shall be as mentioned hereinabove. All
notices/letters addressed to and or delivered at the said address shall be
deemed to have been issued/delivered to the respective parties.

RIGHTS AND RESPONSIBILITIES OF THE FOREIGN MANUFACTURER
AS ISC LICENSEE
1. The licensee is authorized to display in its premises, vehicle or any other
publicity material that it is a holder of ISC license granted by ISC under Sub-
degree, Rules & Regulations framed thereunder.

2. The licensee to abide by the following :

i) To comply with any instruction that may be given by ISC from time to
time, consistent with the grant of ISC license and under this Agreement.

ii) To inform/take approval of ISC if there is any change in the name of the
organization, status, factory premises, Authorized Local Representative,
process, design and brand name on which the manufacturer/licensee is
applying Standard Mark (Safety Mark).

iii) To nominate Authorized Representative to deal with all matters


concerning ISC License.

iv) To familiarize with the provisions of the Sub-Decree, Rules and


Certification Regulations as amended from time to time.

v) To supply one copy each of the up-to-date Cambodian Standard(s) and


the Scheme of Testing and Inspection attached to the license to all
concerned specially to the personnel of Quality Control Department.

vi) To obtain prior permission of concerned authorities (where necessary so


that the sample(s) can be made available to ISC as and when necessary.
To inform ISC in case of difficulties, if any.

vii) To submit statement of quantity imported and marked with the Standard
Mark (Safety Mark) of ISC and PAY MARKING FEE accordingly to ISC
every shipment.

viii) To apply for renewal with applicable fee, one month in advance of the
expiry date of the validity period of the license. While applying, full
details should be given in Performance Sheet/Proforma for production
details enclosed with the renewal application form.

ix) To comply with all instruction of ISC immediately, specially when a
license is under stop marking or is cancelled/deferred/expired; otherwise
it may invite legal action(s) as per the Sub-Decree.

x) To get prior approval from ISC for the design, proportions and manner of
applying the Standard Mark/Safety Mark. To seek assistance of ISC, as
and when necessary. To inform ISC when initiating marking for the
FIRST time.

xi) To inform ISC when stopping production, and stopping/resuming


marking. To indicate stock of ISC marked goods at the time of stopping
production.

xii) To apply Standard Mark/Safety Mark only on those varieties, type, grade
and batches/lots of production which conform to the relevant Cambodian
Standard for which valid license is held.

xiii) Do not apply Standard Mark/Safety Mark on products produced on


behalf of other agencies, unless prior permission has been obtained from
ISC. Also do not apply Standard Mark/Safety Mark on products
produced on behalf of manufacturer by other agencies.

xiv) Do not apply Standard Mark/Safety Mark on material produced prior to


grant of license except with the permission of ISC.

xv) To implement the Scheme of Testing and Inspection (STI) attached to the
license and maintain records of inspection and testing accordingly. Such
records shall be made available to ISC representative as and when asked
for. To provide repair/replacement of the product, in case of complaint
within the warrantee period or one year whichever is more.

xvi) To extend all possible co-operations to the ISC Inspecting Officer in


checking your production line and records, testing in your factory
premises and drawing of samples for independent testing during the
periodic inspection visits.

xvii) To get the test equipment calibrated periodically as per frequency


specified/advised by ISC and maintain records for the same.

xviii) Do no test/open the counter sample sealed by the ISC Inspecting Officer
without prior permission of ISC.

xix) To pack the sample(s) drawn by ISC Inspecting Officer properly to avoid
damage during transit and ensure that ISC Inspecting Officer's seal is
intact.

xx) To dispatch the sample(s) expeditiously to the Laboratory along with the
Test request as instructed by the ISC Inspecting Officer with intimation to
the concerned Office of ISC.

xxi) To convey acceptance of rate of Marking Fee and Scheme of Testing and
Inspection as revised from time to time promptly to ISC.
