Establishing A Kasambahay Desk and Designating Kasambahay Desk Officer
WHEREAS, Republic Act 10361 otherwise known as “ Domestic Workers Act of “ Batas
Kasambahay was signed on January 18, 2013. Consequently, the Implementing Rules and
Regulations ( IRR) of the said Act was promulgated on May 9, 2013.
WHEREAS, Rule IX of the IRR provides for the registration system for Kasambahay and
mandates the Department of the Interior (DILG) to issue a circular prescribing the standard
Form and Protocols to guide for registration.
WHEREAS, DILG Memorandum Circular No. 2013-61 dated July 8, 2013 signed by DILG
Secretary Mar Roxas relative to the Guidelines on the establishment of Kasambahay Desk
and designation of Desk Officer.
There shall designate an area within the barangay hall for the Kasambahay Desk.
The area shall be provided with the necessary furniture and fixtures but not limited to
table, chairs, separate filing cabinet, logbook for record- keeping, registration forms and
Kontrata sa Paglilingkod sa Tahanan.
3. Stamp the date of receipt and assign a registration control number at the
upper right corner of the KR Form 1.
4. Provide the employer or his authorized representative a duplicate copy
which shall serve as proof of registration.
1. Shall keep a copy of the KR Form 1 with corresponding signed contract for
barangay safe keeping.
1. The Punong Barangay through the Kasambahay Desk Officer shall submit to
Local Public Employment Service Office (PESO) a Monthly Kasambahay
Report KR Form 3 which includes data regarding the registration of the
Kasambahay.
The barangay government are authorized to allocate such amount as may be necessary to
support the Registration and other related activities.
V. EFFECTIVITY. This executive order shall take effect immediate and shall remain in effect
unless otherwise revoked or suspended.
