E. NARRATIVE
On January 6th , 2021, members of the Sixth District CDU 64 Mountain Bike Platoon were deployed to
the 700 block of Pennsylvania Avenue, Northwest, for a political first amendement demonstration/rally
in support of Donald Trump at the Ellipse. At the conclusion of the rally/demonstration thousands of
individuals descended onto the grounds of the United States Capitol Building. These indiviudals that
descended onto the grounds of the US Capitol began to engage in riotous behavior on the West steps
of the Capitol building, forcing members of the U.S . Capitol Police to flee their post and retreat
backwards inside of the Capitol building.

At approximately 1300 hours, members of CDU 64 were called upon by Inspector Robert Glover
(SOD) to assist the U.S. Capitol Police. CDU 64 was the first CDU platoon to be sent onto the
grounds of the U.S. Capitol grounds to quell the violent riot that was occurring.

CDU 64 members, under the direction of Captain Daniel Harrington and Lieutenant. Jessica
Hawkins, responded to the Captiol Stairs on the West front of the US Capitol building and
immediately formed a police line to stop the crowd from enetering the Capitol building. At the time,
political members of the Senate where scheduled to count the votes from the 2020 Presidential
Election with Vice President Michael Pence inside.

lmmediatley upon the arrival of CDU 64, the crowd was making numerous attempts to breach the
police line and they repeatedly stated to the officers that their intent was to go inside. The crowd
began pushing forward, through the police line and began assaulting members of CDU 64 and
Capitol Police Officers. The crowd threw metal parts from the the scaffolding built for the
Inauguration, threw plastic water bottles, punched police officers with their fist, struck police officers
with weapons of opportunity, sprayed officers with bear spray, and OC spray.

During the assault, the following members of CDU 64 used the listed force below:
Captain Daniel Harrington deployed OC spray from the MK9 and his issued OC spray.
Lieutenant Jessica Hawkins deployed OC spray from the MK9 and pushed with the riot baton.
Sergeant Charles Morris deployed OC spray from the MK9 and his issued OC spray.
Sergeant Matthew Cek deployed OC spray from the MK9 and his issued OC spray.
Sergeant Ricardo Minier used hand controls to push.
Sergeant Sean McCloskey deployed OC spray from the MK9 and his issued OC spray, utilized hand
strikes. The subject of force fell down.
Officer Joshua Spicer deployed OC spray from his issued OC spray, delivered an ASP strike in the
open mode, and a straight strike with his hands.
Officer Marina Bronstein delivered straight strikes with her hands and an ASP strike.
Officer Sirena Serratos delivered straight strikes with her hands.
Officer Ricardo Valcin pushed with his hands and possibly deployed OC spray from his issued OC
spray.
Officer Derron Copeland deployed OC spray from his issued OC spray.
Officer Brian Madison deployed OC spray from his issued OC spray.
Officer Jacquelon Mertus delivered strikes from his ASP in the open mode.

Officer John Graziano deployed OC spray from his issued OC spray, delivered straight strikes with
his hands and a kick. The subject of force fell down.
Officer Jacob Krycia deployed OC from the MK9 and his issued OC spray and delivered straight
strikes with his hands.
Officer Stephen Naticchione used hands to push, the subject fell over a bicycle rack.
Officer Edward Smith deployed OC spray from his issued OC spray and straight strikes with his
hands.
Officer Lawrence Lazewski pushed with his hands.
Officer Ryan Exum delivered straight strikes and an elbow strike.
Officer Louis Laurore pushed with his hands, the subject fell.
Officer Michael Lattimore delivered straight strikes with his hands.
Officer Jacobi Crawley dispersed OC spray from his issued OC spray, delivered straight strikes with
his hands, and a knee strike.
Officer Jamal Green delivered straight strikes with his hands and his ASP.
Officer Anil Parker pushed with his hands.
Officer Sharlynn Plows pushed with her hands.
Officer Johniqua Chance dispersed OC spray from her issued OC spray.
Officer Kevin Walker dispersed OC spray from his issued OC spray and delivered straight strikes
with his hands.
Officer Augustus Thomas psuhed with his hands.
Officer Tommie Grable dispersed OC spray from his issued OC spray, delivered straight strikes with
his hands, and a kick.
Officer Nathan Tate delivered straight strikes with his hands and pushed with his hands.
Officer Brandon Brewster-McCarthy pushed with his hands, the subject of force fell.

Once other CDU platoons and assets from outisde agencies arrived, they formed a line with CDU 64
and pushed the protestors, utlizing physical force, out of the Capitol building and off the steps of the
Capitol building.

None of the subjects of force reported any injuries to any members of CDU 64.

There were four (4) reported injuries from members of CDU 64; the injuries are listed below:
Sergeant Charles Morris-laceration to face under left eye (stitches required)-Washington Hospital
Center.
Sergeant Matthew Cek-injured left ankle in an unknown manner. Washington Hospital Center.
Officer Kevin Walker-laceration to face, nose area (stitches required), chipped teeth, and hairline
fracture to jaw-MedStar.
Officer Joshua Spicer-swelling to his right ankle and pain to his left pinky finger-PFC
Sergeant Minier transported Officer Walker, Sergeants Cek and Morris to Washington Hospital
Center. Officer Spicer responded directly to the PFC the following morning.

Officers Thomas Cox, Ivan Howell, Boneisha Wilson, and Kevin Valentine did not report they used
force. Theses officers stayed behind to secure the bicycles, equipment, and vehicles utilized by CDU
64.

MPD members were Body Worn Camera (BWC) equipped and were able to capture the riotous
behavior as well as the actions of the members. Multiple media outlet videos/ photographs which
capture the event can be found on the internet.

This report is based on second and third hand information. See attached CDU 64 roll call.
