2. Our country has recently experienced continuous heavy rain which affected most
parts of Visayas and Mindanao. Typhoons and heavy rains may cause flooding which in
turn can potentially increase the transmission of communicable diseases. These include
water-borne diseases (e.g., typhoid fever, cholera, leptospirosis, and hepatitis A) and
vector-borne diseases (e.g., malaria and dengue).

3. In view of this, you are directed to strengthen efforts for dengue prevention
activities by applying the DOH strategies such as the 4 o’clock habit and 4S Kontra
Dengue. Further, other food and water-borne diseases that usually cause diarrhea and/or
other related gastrointestinal diseases should be given importance. Areas which may be
affected by flood must also be attentive against leptospirosis.

4. Furthermore, to prevent the further spread of the said diseases in our jail
facilities, you are directed to undertake proactive measures to ascertain readiness and

vigilance in the prevention, monitoring, early detection, active case finding, and proper
case management of such cases in your respective AOR.

5. Moreover, you are hereby directed to conduct health teaching to PDL and
personnel with reference to the herein attached memoranda. Please be guided
accordingly.

6. For guidance and strict compliance.
