DEVELOPMENT
• APDs or Areas for Priority Developments are
places that are accessible to transportation
services, jobs, and market services that are
prioritized by the local government for
services that are to be used by the public.

• These are voluntarily nominated by the local

jurisdiction.

AREA FOR PRIORITY

• APDs are used as a funding and planning
tool. If the local jurisdiction nominates a
certain designation for an APD, they will
provide funds to grant the following:
o Develop and adopt area plans to design
for the future growth of the area
o Construct existing plans for
infrastructure improvements

• The term APD is also used in relevant

decrees and proclamations alternatively with
Urban Land Reform Zones (ULRZs).

• Issued on June 11, 1978, former President Marcos, Sr. ordered

the liberation of communities from blight, congestion, and risks as
a state policy. Encouraging the development, modernization, and
the optimal use of their land as a national resource for public
welfare.

PROHIBITING THE EVICTION OF OCCUPANT FAMILIES FROM
LAND IDENTIFIES AND PROCLAIMED AS AREAS FOR APD OR
AS ULRZ AND EXEMPTING SUCH LAND FROM PAYMENT OF
REAL PROPERTY TAXES

• Signed on January 23, 1986, the Presidential Decree states some

standards in designating certain areas as APDs and ULRZs.
• This law concerns about the Zonal Improvement Program in
Metro Manila, the Slum Improvement and Resettlement
Program for regional cities, and the present occupants of the land
being designated as such.
