ACCOMPLISHMENT REPORT
OF GUGMA SA LETRA AND MOBILE LIBRARY

THE JOYOUS REFRESHMENT OF LEARNINGS

As stated in the Deped Memo. No. 173. S. 2019 entitled “BAWAT BATA
BUMABASA” in support of the implementation of the K to 12 Basic Education Program
to produce productive and responsible citizens equipped with essential competencies
and skills for lifelong learning. The goal of the project is to improve reading proficiency
among learners because we believe that it serves as the foundation to better and
quicker learning once the learner ascends to the next stage of their career. In
Connection to this we are going to propose a Project Gugma sa Letra. This Gugma sa
Letra is designed to decrease the number of frustrated readers and increase the
number of independent readers in the entire 27 Community Learning Center of the
municipality of San Francisco. This project aims to give interventions to the reading
developmental problems of our learners. This will be facilitated by a designate ALS
Teacher and Community ALS Implementer of every Community Learning Center.

PROGRAM MANAGEMENT
In March 2023, the Gugma sa Letra and Mobile Library initiatives were
successfully executed as interventions to address the reading developmental
challenges faced by our learners. With the wholehearted cooperation of the Local
Government Unit and DepEd, these initiatives significantly contributed to the program's
implementation and sustainability. The Gugma sa Letra program, specifically tailored to
reduce the number of frustrated readers and increase independent readers, was
implemented across all 27 Community Learning Centers in the municipality of San
Francisco.
The program's implementation is limited to identified ALS learners requiring
intervention for improved reading skills within the 27 Barangays of San Francisco, ADS.
The ALS Teacher and Community ALS Implementers, through their continuous efforts,
played a pivotal role in making everything possible. Municipal Mayor Hon. Grace
Carmel D. Paredes - Bravo, a supportive and beloved figure, provided full support by
allocating the necessary budget for the program's financial needs in amount of 75,360
pesos, ensuring its proper implementation. The program has successfully revived
access to reading and learning.
The goal of the initiative is to transform the Community Learning Centers
throughout the municipality of San Francisco into progressive centers, where adult
learners can read independently and possess values and skills that empower them to
be qualified human resources and responsible citizens of the country. The project aims
to enhance the reading proficiency of learners across various domains such as
phonemic awareness, phonics, vocabulary, fluency, and comprehension.

DELIVERY SYSTEM
The Gugma sa Letra Mobile Library boasts 120 registered participants eager to
engage in this collaborative community program with the San Francisco ALS Resources
and Development Center, Local Government Unit, and PERA - MPC. The mobile
library, designed as a purposeful vehicle, carries books, gadgets, and literacy materials
to various barrios during its daily itinerary. The multicab also transports small folding
chairs, floor mats, and large foldable umbrellas, which, upon arrival in each community,
are assembled into outdoor reader's hubs. This setup facilitates book lending services in
every visited community, allowing learners to borrow and return books to the designated
ALS Teacher. The mobile library, equipped with a diverse collection of books, serves as
a flexible resource directed not only to rural but also socially open communities. The
initiative aims to provide reading and learning materials in every barangay of San
Francisco, offering a unique strategy to address the lack of community library services
for ALS learners.

Positive Results and Impact

The program has provided learners with significant opportunities, including the
chance to refresh their knowledge and overcome the frustrations associated with
reading difficulties. The challenges posed by the complexities of reading have served as
hurdles that, through the program, learners have been able to surmount. Throughout
the entire initiative, it is evident that the participants actively engaged and immersed
themselves in the learning process. They not only embraced the moments but also
rediscovered their enthusiasm for intellectual development. Additionally, as the program
progressed, participants were rewarded with prizes, provided with food, and
entertained, creating a supportive and enjoyable environment. These incentives were
designed to motivate them to appreciate life and the opportunities that arise when
overcoming reading challenges, fostering a sense of gratitude and encouraging
continuous improvement.

Innovations
As of the present date, we continue to effectively manage and sustain the
ongoing success of this program. It consistently delivers high-quality services to
learners in every community, with a primary focus on aiding them in overcoming
difficulties in reading. The program is dedicated to providing comprehensive support,
aiming to empower individuals to build a foundation for a better and brighter future.
Through ongoing efforts, the initiative remains committed to its mission of fostering
literacy, ensuring that learners receive the necessary assistance to enhance their
reading skills. The dedication to the program's objectives reflects a steadfast
commitment to the educational development and overall well-being of the participants,
with the ultimate goal of positively impacting their future prospects.
