1. Introduction of the project
1.1. Context leading to the project
The Smart City Development in Northern Hanoi is envisioned as a collaborative effort
between the Hanoi municipal government and multiple international tech companies. The
project's strategic location in Northern Hanoi is aimed at leveraging Vietnam's emerging
status as an ASEAN technology hub, intending to create a competitive edge similar to
that of tech centers in Tokyo and Seoul. The Smart City will encompass advanced digital
infrastructure capable of supporting high-tech industries and a sustainable urban
environment.

1.2. Challenges facing the project:


 Infrastructure Development: Establishing a smart city demands
significant investments in smart infrastructure, including high-speed
connectivity, energy-efficient buildings, and smart mobility solutions.
 Environmental Impact: It is vital to mitigate the environmental footprint
by integrating sustainable practices in construction and operations,
aligning with green standards, and promoting eco-friendly city living.
 Stakeholder Engagement: Success hinges on engaging a broad spectrum
of stakeholders, from residents and tech companies to environmental
groups and educational institutions.
 Regulatory Compliance: Adhering to both local and international
regulations governing data security, privacy, and technological standards
is imperative.
 Technology and Innovation: The project must harness cutting-edge
technologies such as IoT, AI, and blockchain, ensuring they are cost-
effective and scalable.

The primary objectives include:

existing infrastructure and proximity to key economic zones.

The development covers an expansive area, including residential, commercial,
and industrial zones, all integrated with smart technology systems.

An estimated investment of approximately 4.2 billion USD has been earmarked
for the project, covering all aspects from infrastructure to technology
