1. PRESIDENTIAL DECREE No.

101

-EXPEDITING THE METHODS IN PRESCRIBING, REDEFINING OR MODIFYING THE LINES AND MODES OF
OPERATION OF PUBLIC UTILITY MOTOR VEHICLES IN THE PHILIPPINES

-In Greater Manila Area, the bigger towns and cities in the Philippines, main roads connecting them
exists where serious traffic congestion and disorder that have been causing accidents and delays in
travel, which are highly detrimental to public safety and convenience and to the functions of commerce,
industry, and the Government, many parts of the country, due partly to inadequacy of transportation
facilities, there have abounded unauthorized operators of public utility motor vehicles ("colorum" and
"kabit"), who have clandestinely operated in violation of the penal provisions of existing law, rendered
unregulated, unsafe or sub-standard service, put up unfair competition to legitimate operators, and
deprived the Government of considerable amounts of taxes and fees, the policy of the State, as swiftly as
possible, to improve the deplorable condition of vehicular traffic, obtain maximum utilization of existing
public service motor vehicles, eradicate the harmful and unlawful trade of clandestine operators by
replacing or allowing them to become legitimate and responsible operators, and update the standards
that should be followed in the operation of public utility motor vehicles;

Example:

•Prescribing, redifining or modifying the lines, routes, or zones of service of operators that operate
public utility motor vehicles in our country

•Granting special permits of limited term for the operation of public utility motor vehicles to supplement
and render adequate the service in any area, as a consequence of the modification of lines, routes or
zones of service undertaken

•Granting special permits of limited term for the operation of public utility motor vehicles to replace or
convert clandestine operators into legitimate and responsible operators.

•fixing just and reasonable standards, classification, regulations, practices, measurements, or service to
be furnished, imposed, observed, and followed by operators of public utility motor vehicles.

2. PRESIDENTIAL DECREE No. 207

-RATIFYING THE 1968 VIENNA CONVENTIONS OF THE UNITED NATIONS ON ROAD TRAFFIC AND ROAD
SIGNS AND SIGNALS, RESPECTIVELY

-the participating countries, including the Philippines, have agreed on a Convention for Road Traffic and a
separate Convention for Road Signs and Signals, both considered absolutely necessary to facilitate
international road traffic and to increase road safety; contracting parties have agreed to accept the
system of traffic, road signs, signals and symbols and road markings described in conventions and to
adopt the same as soon as possible. The urgent need for adopting the uniform traffic rules, road signs
and signals as prescribed in the conventions is made more necessary because of the considerable
number of foreigners and tourists that are now operating motor vehicles on Philippine roads;
3. PRESIDENTIAL DECREE No. 1686

-IMPOSING A TAX ON EVERY MOTOR VEHICLE EQUIPPED WITH AIR CONDITIONER

-it is necessary that every means should be considered to conserve energy and to discourage its
unproductive use. The use of air-conditioners makes the vehicle consume more gasoline as compared to
one which has no accessory; only the more affluent or high-income group who have the capacity to pay,
install or use car air-conditioners; and this decree which is primarily intended as a fiscal tool for energy
conservation can also serve as a revenue measure;

-in addition to the annual registration fee and other charges imposed on motor vehicles under the Land
Transportation and Traffic Code, there shall be collected, by the Bureau of Land Transportation a tax on
said vehicles equipped with air-conditioners as follows:

Bantam and Light Heavy, Extra Heavy (P 500.00)

Sports Car and Buses(1,000.00)

-If after registration, an air-conditioner is subsequently installed or used in a motor vehicle, the
additional tax provided herein shall be paid to the Director of the Bureau of Land Transportation within
thirty (30) days after such installation.If an air-conditioner is removed before registration and installed
thereafter, for the purpose of evading payment of this tax, the owner of the vehicle shall be punished by
a fine of not more than five thousand (P5,000) pesos and imprisonment of not more than six (6) months.
The failure to pay the additional tax in the manner provided the penal provisions prescribed in R.A. 4136,
as amended, otherwise known as Land Transportation and Traffic Code, insofar as pertinent shall
likewise apply.

-No vehicle subject to the tax herein imposed shall be registered by the Bureau of Land Transportation
without the said tax having first been paid. The Director of the Bureau of Land Transportation shall
collect the additional tax as deputy of the Commissioner of Internal Revenue and shall turn over the
proceeds thereof within ten (10) days after the end of each month to the Treasurer of the Philippines,
together with a monthly collection report, copy of which shall be furnished to the Commissioner of
Internal Revenue.

4. PRESIDENTIAL DECREE No. 1181

-PROVIDING FOR THE PREVENTION, CONTROL AND ABATEMENT OF AIR POLLUTION FROM MOTOR
VEHICLES AND FOR OTHER PURPOSES

-the increasing use of motor vehicles is fast becoming a major source of the growth in the amount and
complexity of air pollution in the country, particularly in urban areas; this phenomenon is best
exemplified by the emission of carbon monoxide, particulates, sulfur dioxide and other associated
pollutants from about 400,000 registered vehicles of all types in the Metro Manila amounting to some
4,000 metric tons a day, which accounts for over 75 per cent of the total air pollution in the area; such air
pollution poses mounting dangers to public health and welfare, damage to and deterioration of property,
the hazards to land transportation;
-the purpose of this Decree is to prevent, control, and abate the emission of air pollution from motor
vehicles in order to protect the health and welfare of the people and to prevent or minimize damage to
property and hazards to land transportation.

- shall be unlawful for any owner or operator of a motor vehicle to allow it to discharge air pollutants at
level greater than the acceptable pollutant concentration standards prescribed by the National Pollution
Control Commission with respect to the class of motor vehicles to which said motor vehicle belongs.

- The owner or operator of a motor vehicle shall not use his vehicle or cause or allow it to be used unless
such motor vehicle meets the established emission standards.

- No imported or locally manufactured motor vehicle shall be sold, registered or operated after the date
of effectivity of the implementing rules and regulations of this decree unless it meets the established
emission standards as certified by the National Pollution Control Commission.

-The owner or operator of a motor vehicle that does not meet the established emission standards shall
be required to install in his motor vehicle of whatever type or model any appropriate pollution control
device or devices of his own choice which meet specifications set forth by the National Pollution Control
commission in accordance with the implementing rules and regulations of this Decree.

-Any person violating this decree and/or its implementing rules and regulations involving the same
vehicle shall, for the first offense, be liable to a fine of not exceeding P200.00; for the second offense, to
a fine of not exceeding P500.00; and for the third and succeeding offense to a fine of not exceeding
P1,000.00 plus the suspension of his vehicle's certificate of registration, until such time as he shall have
complied with the requirements of the regulations.

5. PRESIDENTIAL DECREE No. 1730

DECLARING THE SYNDICATED PRINTING, MANUFACTURE, DISTRIBUTION, POSSESSION OR USE OF FAKE


OFFICIAL BUREAU OF LAND TRANSPORTATION FORMS, DOCUMENTS, PLATES AND STICKERS AS
OFFENSES INVOLVING ECONOMIC SABOTAGE

- an urgent and imperative need to safeguard the interest of the general public and the government,
particularly the Bureau of Land Transportation, against the syndicated or highly organized operations of
unscrupulous persons engaged in the illegal printing, manufacture and/or distribution of or mere
possession or use of fake Bureau of Land Transportation accountable forms and documents and motor
vehicle number plates and stickers;these nefarious and illegal operations have already resulted in the
loss of considerable government revenues;

-Any illegal printing, manufacture, distribution and/or use of fake official Bureau of Land Transportation
accountable forms and documents and of motor vehicle number plates and stickers shall be considered
as offenses constituting economic sabotage.
