I. Authority for Investigation

a) Verbal orders of Pcol. Judito N. Macalisang Jr., Executive Director dated December 16,
2023 to investigate a reported hostage taking incident at Saint Joseph College of
Sindangan Incorporated SHS Ground floor, Poblacion, Sindangan Zamboanga del Norte.
b) Complaint of Francis Cabillo for hostage taking dated December 16, 2023.

II. Initial Findings:

At approximately 14:30, a hostage situation unfolded at 123 Main Street.

The suspect, armed with a pistol, forcibly took a victim into a local establishment.
The victim reports a brief period of captivity.
