1.0 Introduction
Quality Assurance Plan (QAP) is intended to assist the project staff to carry out the
various projects related activities in conformity with the contractual and technical
requirements and to Quality Standards in consonance with the declared quality policy
of the organisation / company responsible for executing the project. The Theme
Engineering Services Pvt. Ltd. (TES), to whom the responsibility of executing the
present project has been assigned, is a ISO – 9001: 2008 certified company, and
accordingly all activities of project undertaken by the company are carried out based
on the quality assurance system / procedures set out on the basis of the said ISO
standard.
1.1 The QAP document with particular reference to the assigned project has been
prepared to be consistent and compliant with ISO 9001 – 2008, and it provides for a
comprehensive and systematic quality assurance programme in conformity with the
declared quality policy of TES.
1.2 Chapter 2 of this document concisely brings out the quality policies and system
procedures of the organization. The quality assurance plan/procedures for field
studies such as topographic surveys, traffic surveys, engineering surveys and
investigations, and for design and documentation activities are provided as
Appendix I. Every aspect which may arise during finalization of deliverables has
been incorporated. However, based upon the final project proposals, some of the
activities, which may not be relevant to satisfy the engineering objective, may be
omitted.
1.3 Additional information showing details of personnel who shall be responsible for
carrying out / preparing and checking / verifying various activities forming part of
feasibility study and project preparation, from inception to completion of work are
furnished in Appendix I as required vide clause 10.1 (1) of TOR.
2.1 General
In this chapter, the quality policy, the management responsibility, the quality system
and procedures etc under which all the projects undertaken by the Company are
executed are briefly brought out to provide an overall idea about the general systems
and controls adopted for quality assurance of projects.
A flow chart showing the declared quality policy of TES is shown in the Figure 2.1. It
provides for the overall quality policy of the company, and the commitment of the
management to implement and maintain the quality assurance systems conforming
to ISO 9001:2008 at all levels of the project preparation. A Quality Manual in
conformity with the said ISO standard has been prepared to detail the quality system
procedures, and all the functionaries have been imparted training on the systems for
operation in the respective areas of activity.
The quality system adopted by TES has been designed to encourage and reinforce
throughout the organisation a Client-centered quality culture based on determination
to provide system and services that conform to the Client’s agreed requirements on
time.
After award of the work, contract review is done by the key personnel, so as to
ensure that quality and scope of services offered to Client by TES have been
adequately addressed, that TES has the capability to meet the contractual
requirements and that differences, if any, between the tender and contract
requirements are resolved.
The design control is essentially intended for controlling all activities of design
planning, design preparation, verification, review and validation so that the final
product meets specified requirements. This is carried out by the various project
The quality system of TES provides for a clear and precise procedure for control of
documents for approval, issue, distribution, review and removal of obsolete ones.
2.9 Purchasing
To ensure the quality of end product, all data/document provided by the Client for
incorporation in the design developments are identified/documented and reviewed for
adequacy/acceptability, and stored for availability prior to use.
TES has established a procedure for identification of the various project documents
such as drawings, reports, specifications, calculations etc, at all stages of preparation
through unique numbering system.
TES has established Quality Assurance procedures for planning and execution of the
various activities involved in a project.
The quality assurance procedures for the various survey and investigation activities
as also in the preparation of designs and drawings are provided in the Annexure to
this document.
It may be mentioned that all field works, data collection and collation will be carried
out in the direction of increasing chainage for proper collation and referencing of all
data. Similarly all designs and drawings will be prepared in the same direction.

The above work requires the following activities to be carried out at site.
Inventory of the existing road covering all existing physical features such as terrain,
land use, roadway, carriageway, type of cross section (cut or fill), ROW boundaries,
utility lines passing along or crossing the highway, roadside facilities and all other
features that may have influence on road widening / improvement works.
3. Equipment
30 m tape & Laser distance meter shall be used for taking field measurements.
IRC: SP-19 shall be followed for recording road related features. All inventory data
shall be initially recorded in appropriate Performa as well as on format for strip plans.
5. Regulatory Requirements
The survey/investigation teams will carry with them the following documents:

Safety traffic cones are used at working place. Use of safety jackets are must while
working on road.
A flagman with red flag will be used to make vehicles to slow down or stop when any
measurement across the carriageway will be made.
7. Data Verification
All the data sheets will be signed by the individual who has collected the data. The
concerned senior personnel will have a check on all the data sheets and countersign
these as a measure of authentication.
8. Documentation
All the data sheets duly signed by the concerned personnel will be suitably stitched in
files, labeled and sent to TES Head Quarters for further analysis.
9. Work Procedure
The work comprises of the inventory of existing road alignment and shall be carried out
in the form of linear measurements with tape to capture all the physical features on the
road sides. All the chainages shall be in reference to the available hectometer and
kilometer stones along the highway. All data relevant to inventory and having further
implication on survey and designs shall be collected. Measurement intervals of data to
be recorded shall be as per TOR requirements.

ROAD CONDITION SURVEY
The information collected for pavement will consist of the details of cracking (narrow
and wide), rut depth, raveling, potholes settlement, bleeding, patching in the form of
percentage area affected of the existing pavement; material loss, rut depth, corrugation,
edge drop etc. in the case of shoulders.
For drainage, the general drainage condition and also connectivity of drainage turnouts
to natural outfall will be noted.

9. WORK PROCEDURE
The entire work procedure shall be visual collection of data sitting over a riding
vehicle. The Engineers supported by Supervisors shall inspect the road closely from a
vehicle running at lower speeds than usual and felt suitable for realistic collection of
data. This data shall be augmented by actual on-site measurements at heavily or
moderately distressed sections.
The area of cracking shall be measured for every 1km length of road and expressed as
percentage of the area. At the same interval rut depth shall be measured with a 2 m
straight edge and wedge. The percentage raveling will also be measured similarly.
The area of pot-holes and patching will be measured for every 1km length of road and
expressed as percentage of the area.
The length of edge breaking by side will be measured for every 1 km during the survey.
The shoulder and embankment condition shall be evaluated by visual means and the
existence of distress modes and extent of such distress manifestations would be
recorded.

1. TOR REQUIREMENTS
a) The Consultants shall thoroughly inspect the existing structures and shall prepare a
report about their condition including all the parameters given in the Inspection pro-
forma of IRC: SP: 35-1990. The condition and structural assessment survey of the
bridges/culverts/structures shall also be carried out by senior experts of the
Consultants.
b) For the bridges identified to be in a distressed condition based upon the visual
condition survey, supplementary testing shall be carried out as per IRC-SP: 35 and
IRC-SP: 40. Selection of tests may be made based on the specific requirement of the
structure.
c) The assessment of the load carrying capacity or rating of existing bridges shall be
carried out under one or more of the following scenarios:
i) when the design live load is less than that of the statutory commercial vehicle
plying or likely to ply on bridges;
ii) if during the condition assessment survey and supplementary testing the bridge
is found to indicate distress of serious nature leading to doubt about structural
and/or functional adequacy and
iii) design live load is not known nor are the records and drawings available
d) The evaluation of the load carrying capacity of the bridge shall be carried out as per
IRC-SP: 37 (“Guidelines for Evaluation of Load Carrying Capacity of Bridges”). The
analytical and correlation method shall be used for the evaluation of the load carrying
capacity as far as possible. When it is not possible to determine the load carrying
capacity of the bridge using analytical and correlation method, the same shall be
carried out using load testing. The consultant has to exhaust all other methods of
evaluation of strength of bridges before recommending taking up load testing of
bridges. Road closure for testing if unavoidable shall be arranged by MoRTH for limited
duration say 12 hrs. or so.
e) Consultant shall carry out necessary surveys and investigations to establish the
remaining service life of each retainable bridge or structure with and without the
proposed strengthening and rehabilitation according to acceptable international
practice in this regard.

7. TRAINING
The Bridge/Structural engineer will give an induction course to the Assistant Engineers
before start of the condition survey. The condition survey of Bridges and other major
structures will be carried out by Bridge/Structural engineer himself.
8. DATA VERIFICATION
All the data sheets will be signed by the individual who has collected the data. The
concerned senior personnel will have a check on all the data sheets and countersign
these as a measure of authentication.
9. DOCUMENTATION
All the data sheets duly signed by the concerned will be suitably stitched in files,
labeled and sent to TES Head Quarters.
To Start with, the consultants will make an inventory of all existing bridges and
culverts falling on the project road. This will be followed by a detailed condition survey
of these structures.
The investigation strategy for condition assessment will be at three levels, namely a
visual inspection to assess the overall integrity of the structures, a general survey
including a limited amount of physical testing to plan more detailed investigation and
possible rehabilitation/replacement and finally a detailed survey to determine the extent
and precise location of deterioration or damage for the purpose of evaluating the
capacity of the structure.
In the above context the condition assessment work will be undertaken under 3
categories as detailed below:
Under this category condition of culverts will be assessed by visual inspection in terms
of chocking, reinforcement exposed at edges of pipe/slab/box, broken parapet/head
wall, condition of pipe/slab, erosion at bed level, poor or eroded pitching condition,
adequacy of vantage, upstream & downstream condition, spalling of concrete etc.
This is mainly meant for bridges/structures which need reconstruction based their
existing condition. The bridges under this category shall be identified to be in major
distressed condition such as dilapidated condition of superstructure/substructure,
sagging at central part of superstructure, excessive vibration during traffic movement.
The structures will be inspected closely by Bridge Engineer assisted by an Assistant
Engineer to make condition assessment based on above criteria. The necessary
tests/technique shall be employed by the Bridge Engineer based on the specific
requirement of the structure.
Based on the above three categories, the collected data/assessment will be properly
tabulated as per the guidelines of IRC: SP: 40.

TRAFFIC SURVEY
1. TRAFFIC SURVEYS
The type of traffic surveys and the minimum number of survey stations shall normally
be as under, unless otherwise specifically mentioned.

The number of survey locations have been selected after reconnaissance survey and
presented in Annexure I & Inception Report for approval of department officials.
The traffic surveys will be planned and programmed by the Traffic Engineer of the
Consultant’s Team who will be responsible for identification of survey locations,
monitoring of the surveys, data collation and analysis. He will be assisted by another
Traffic Engineer, who will be directly responsible for controlling the field operations
and quality/coverage of field data.
The traffic surveys will be done by trained enumerators, who will be given an
orientation of the project requirements prior to start of the survey.
Consultant shall make use of traffic survey done by Indian Highways Management
Company Limited (IHMCL) using ATCC systems. If required, especially in cases
where a particular stretch is not covered by IHMCL, DPR consultant should carry out
classified traffic volume count survey using ATCC systems or equivalent technologies.
3. EQUIPMENT/PERFORMA
1. Consultant shall use ATCC systems that can meet the following accuracy levels
after validation/ correction:
a) Classification of vehicles: better than 95%
b) Counting of vehicles: better than 98%
Before validation and correction, the ATCC system shall meet the
following accuracy levels:
a) Classification of vehicles: better than 90%
b) Counting of vehicles: better than 95%
For verification of above accuracy levels, audit of raw ATCC shall be done on
a sampling basis.
4. All results shall be presented in tabular and graphical form. The survey data
shall be analyzed to bring out the hourly and daily variations. The traffic volume
count per day shall be averaged to show a weekly average daily traffic (ADT)
by vehicle type. The annual average daily traffic (AADT) shall be worked out
by applying seasonal factors.

5. REGULATORY REQUIREMENTS
All the survey teams will carry with them a letter of authority from department.
Help of local police will be taken for stopping vehicles while carrying out the
O-D surveys.
6. SAFETY/ENVIRONMENTAL CONSIDERATIONS
The Traffic volume count survey/ O-D survey stations will be located where the road is
straight and more or less level and where adequate shoulder space is available for
positioning the enumerators, and for stopping vehicles in the case of O-D survey. Police
assistance would be taken for controlling the vehicular movement at O-D/Axle load
survey site.
7. TRAINING
All the enumerators will be given an orientation about the objective of the project, the
purpose of the survey and the methodology for filling the performa. The supervising
engineers will monitor survey and will carry out periodic checks on the counts by
enumerators.
8. DATA VERIFICATION
In order to ensure quality and accuracy in data collection, the Supervising Engineer will
also carry out an independent check by himself counting at a location away from the
survey station for 15 minutes and check with the data collected by enumerators.
At the end of each shift, the supervising engineer will make a summary of hourly
counts. This data will be used to check consistency of traffic volumes from day to day
of counting with respect to hourly and daily volumes. In case of major variations
exceeding 20% without any corresponding reason, the survey will be repeated.
All the field survey data sheets will be filled with identification information like date,
day, shift, direction, weather condition etc. These will be checked and signed by the
supervisor.
9. DOCUMENTATION
All the filled-up data sheets will be suitably numbered, stitched and dispatched from
site to the Head Office (Jaipur) for data punching and analysis.
The work will be carried out in accordance with the requirements of the relevant
standards, or as per the standard procedure of TES for items not covered by IRC
standards. Details of work procedure by each of the survey type are presented below:
to collect the desired information/data. This survey will be carried out along with
classified traffic volume count so as to get the expanded OD matrices. A sample size of
at least 30% will be targeted. Comprehensive information on origin and destination of
trip, purpose of trip, trip lengths and travel pattern will be collected for passenger
vehicles. Freight vehicles, will be interviewed to collect information on origin,
destination, trip length, travel time, commodity carried and weight of commodity. The
performa designed for recording the information is enclosed.
The survey format designed for carrying out wayside amenity survey is enclosed.

QAP-5
AXLE LOAD SURVEY
1. TOR REQUIREMENTS
Axle load survey in both directions shall be carried out at a suitable location identified
by the Traffic Engineer and subsequently finalized in consultation with the department.
The survey to be carried out on a random sample basis normally for trucks only (both
empty and loaded trucks) for 1 normal day (24 hours) along with OD Surveys. Some
sample loadings of buses plying on the project road shall also be noted.
The selection of axle load survey station shall not include any existing cross drainage
structures which have load restrictions for vehicles passing over it.
Help of local police will be taken to stop and divert the vehicles on to the weigh pads.
3. EQUIPMENT
The equipment to be used will be the Portable electronic Weigh Bridge System. The
system comprises 2 elements: a pair of weigh pads and a remote indicator unit. The set
up of this weigh system on a typical road location is illustrated in Fig: 5.1. As may be
seen from this figure, the weigh pad is positioned on the shoulder close to the pavement
edge. Top level of the pad will be so adjusted that while measuring the wheel load, the
vehicle’s axle is horizontal.
Prior to start of the survey, calibration of the weigh pads and operation of the recording
system will be done through the following procedure:
Develop a graph or equation for calibration of data obtained from axle-load survey
4. APPLICABLE CODES/STANDARDS
In the absence of any IRC/IS standard on the subject, the work will be carried out
following the Consultants’ in-house procedure based on the manufacturer’s
recommendation.
5. REGULATORY REQUIREMENTS
The survey team will carry with them the following documents:
letter of authority from department to carry out the survey
a list of equipment including identification numbers
a letter for octroi exemption
Assistance of local police will be taken to stop vehicles and to divert these onto the
weigh pads. The requirement is same for weighing vehicles on a weighbridge.
A temporary sign intimating the conductance of the survey and advising heavy vehicles
to slow down will be posted at about 200 m in advance of the weigh station in both the
directions. Other warning measures as recommended in MORT&H “Pocketbook for
Highway Engineers” will also be taken into account.
6. SAFETY CONSIDERATIONS
The axle load survey station will be located at the same place as that for O-D survey.
This will be located where the road is straight and more or less level and where
adequate shoulder space is available. The location will sufficiently away from
narrow/weak bridges or congested stretches. Preferably, the location should be in an
illuminated place. Otherwise, temporary lights will be used for conducting the survey
during hours of darkness.
Further, flagmen with red flags, and with red lamps, blinking torch during night, will be
positioned for warning public vehicles, and for guiding heavy vehicles to be weighed
on to the weigh bridge. Red cones for delineating path of vehicles to be weighed will
also be installed.
7. DATA VERIFICATION
The data will be recorded by the Assistant Engineer on proforma. At the end of the
survey, the manually filled data sheets will be signed on each page by the Assistant
Engineer and countersigned by the Highway Engineer as a measure of authentication of
the collected data.
8. DOCUMENTATION
All the data sheets will be suitably filed and sent to TES Head Office for data analysis.
9. WORK PROCEDURE
The work consists of several activities, and process control checks will be exercised on
these. These include:
Choice of location of weigh stations
Correct positioning of weigh pads
Making arrangement for jerk-free mounting of vehicle tyres onto the pads
Recording load data on the data sheets and taking the axle load to be twice that
of the weighed wheel load.
Ensuring that the sample covers all types of commercial vehicles, viz. LCVs,
medium commercial vehicles (MCV), heavy commercial vehicles, semi-trailers
of different configurations. A few representative buses will also be weighed.
The vehicles whether they are empty or full would be weighed.
This procedure would be repeated alternately for two sides as it is not possible to divert
traffic from one side to other.
It is proposed to conduct the axle load survey at the same locations as for the O-D
survey; police help is required for both these activities. It is preferable to conduct at the
same day and same duration
Format for recording axle load data during the survey is enclosed as Form 12.
CARRIAGEWAY
QAP-6
1. TOR REQUIREMENTS
To carry out roughness survey of existing pavement along wheel paths (two runs for
each direction) using bump integrator or similar instrument. The results of the survey
will be expressed in terms of BI and IRI, and shall be presented in both tabular and
graphical forms. Based on the data, homogenous segments with respect to surface
roughness will be determined.
The roughness values which represent pavement functional performance are essentially
intended for use in economic/financial analysis, and for checking against the pavement
designs proposed for different sections.
3. EQUIPMENT
The equipment proposed to be used shall be either Vehicle Mounted Bump Integrator
(VMBI) or Fifth Wheel Bump Integrator.
The instrument will be calibrated as per procedure given in the related publication of
the World Bank/Manufacturer.
Before performing the survey client’s permission will be taken for choosing the
instrument.
The calibration is undertaken by Central Road Research Institute, New Delhi (CRRI).
4. APPLICABLE STANDARDS/CODES
The integrator instrument will be fixed and operated in accordance with the
manufacturer’s instructions. The reading shown by the display unit which gives the
roughness in mm/km will be manually recorded for each kilometer. The BI roughness
values will be converted into IRI by means of the equation:

The test vehicle will carry a banner on both front and rear sides with the words
“Roughness Test Vehicle”
7. DATA VERIFICATION
The BI values determined by the integrator unit will be compared with the data from
the pavement condition survey and assessment of riding over the road. If any
incompatible results are observed for any segment, the BI survey will be repeated.
8. DOCUMENTATION
All the data sheets duly signed by the concerned engineer will be suitably filed and sent
to TES Head Office for further analysis. The data will also be stored in CD.
9. WORK PROCEDURE
The Bump integrator unit used will have a valid calibration certificate from CRRI or
another approved agency.
Any calibration to be done at site will be carried out as per procedure given in the
World Bank Technical Paper No. 46,” Guidelines or Conducting Road Roughness
Measurements”,1986.
Before start of actual measurements, the vehicle with the BI unit will be run for about 5
km to warm up the integrator unit and to ensure that the measurements are displayed on
the recorder unit.
The roughness measurements will be recorded for each kilometer while the vehicle
moves at a constant speed of 32 kmph in the gear most suited to maintain this speed
along the section of the road to be measured.
The Survey will be carried out along the outer wheel paths and will cover a minimum
of two runs in each direction.

QAP-7
1. TOR REQUIREMENTS
The non-destructive Falling Weight Deflectometer (FWD) test for the existing
pavement is to be carried out for following purposes to evaluate as to evaluate as per
IRC 115: 2014.
Methodology
To appraise the existing Pavement following investigations and data are needed:
For single lane two way: - at 0.6 m from the outer edge of the outer lane.
For two-lane two-way carriageway and for multi-lane single carriageway: - at 1.0m
from the outer edge of outer lane.
For divided carriageway with two or more lanes in each direction: - 0.75 m from the
outer edge of outer lane.
For multi lane single carriageway: - at 4.0m from the outer edge of the outer lane.
For divided carriageway with two lanes in each direction: - 4.2m from the outer edge of
outer lane.
For divided carriageways with three lanes in each direction 4.2m from the outer edge of
outer lane for central lane and at 5.2m from the outer edge of outer lane for the lane
adjacent to median.

6. SAFETY/ENVIRONMENTAL CONSIDERATIONS
Sufficient number of safety cones (red and white striped), on the road side will be
positioned when the deflection measurements are being taken. Besides, banners stating
“ROAD TEST – KEEP DISTANCE” will be posted on the front and rear of the test
vehicle.

The measured surface deflections are normalized to a standard load of 40 Kn, along
with other inputs such as radial distances at which deflections are measured, layer
thicknesses, Poisson’s ratio values of different layers, applied peak load and loading
plate radius, are used to back calculate the elastic moduli of different layers of the
existing pavement using an appropriate back calculation technique. The back calculated
moduli are used for the analysis of the in-service pavement and for assessment of the
structural condition of the pavement.
The data will further be examined by the Pavement Specialist in the light of pavement
condition/ composition data and tests giving incompatible results will be repeated.
8. DOCUMENTATION
All the data sheets will be signed by the person responsible for the survey and sent to
the TES Head Office for data analysis. The data will also be stored in CD.
9. WORK PROCEDURE
It is proposed to deploy one FWD team for the project road. The team will consist of
the following persons:
Pavement Engineer - In-charge of the team and for conducting FWD
tests and temperature readings
Two Assistant Engineer - to assist the pavement engineer.
Two labourers - To mark the homogeneous section
Two labourers - To guide the test vehicle.
Two Flagmen - To control and guide the traffic
Car/Jeep - For movement of the Engineer
The working procedure as elaborated in IRC: 115-2014, for measuring the deflection of
the pavement is briefly described below:
Tyre pressure will be checked at two- or three-hour intervals during the day and
adjusted to 5.6 kg/cm2.
Side by side with the deflection measurements, the condition of the pavement will also
be recorded. This will supplement the data on road condition survey already collected.
The supervising Highway and Pavement Engineer will have a periodic check
particularly with regard to the following aspects:

1. TOR REQUIREMENT
b) For widening of existing road, sampling and testing of at least 3 subgrade soil
samples for each homogeneous road sections or 3 samples for each soil type
encountered, whichever is more.
c) Incase of new alignments, the test pits for subgrade soil shall be at 5 km interval or
for each soil type, whichever is more. A minimum of three samples should be
tested corresponding to each homogeneous segment.
e) Apart from the above, permeability and consolidation test shall be carried out
for problematic soils along project corridor. The frequency of sampling and
testing of these soils shall be finalised in consultation with the Client.
3. EQUIPMENT
Before start of Field Density Test, the bulk density of the standard sand will be
determined. The DCP equipment will be checked for full operational condition.
For laboratory testing, the consultants’ will use their own laboratory at Delhi and duly
calibrated equipment will be used.
4. APPLICABLE CODES/STANDARDS
The latest revision of IRC/IS codes and standards as applicable will be used.

The test pits will be excavated at pavement/shoulder interface so that there is least
disturbance to traffic.
7. DATA VERIFICATION
Before completing work on a pit, the Assistant Engineer in-charge will verify that all
the Proforma have been properly filled and signed by him. The Pavement Specialist /
Highway Engineer will have a daily check in all the filled in formats and countersign
them.
8. DOCUMENTATION
All the data sheets will be properly filed and sent to TES Head Office.
All samples will be numbered for identification and will be kept at Jaipur Laboratory.
9. WORK PROCEDURE
The TOR requires division of the road into segments, homogenous with respect to
roughness and strength. As the surface renewal, as part of periodic maintenance, in
stretches, year to year covers up the inherent characteristics of the pavement and shows
up better riding quality, the consultants propose to rely on strength of the pavement as
given by BBD in delineating homogenous sections. For this purpose, the results of main
line BBD tests will be used in the cumulative difference approach of AASHTO-1993.
For each homogenous strength section so determined and in conjunction with the type
of subgrade soil, location of test pits for in-situ tests, sampling and laboratory testing of
subgrade samples will be identified in such a way that at least 3 samples for each
homogenous section or for each type of soil whichever is more frequent are available.
The test pits of 1.0 m x 1.0 m will be dug into the shoulders at pavement-shoulder
interface for carrying out all the required in-situ tests as per TOR and for collecting
subgrade samples for conducting detailed laboratory tests.
Besides the above large pits, small pits of 0.6 m x 0.6 m will be dug at 500 m intervals
at pavement-shoulder interface for ascertaining the thickness and composition of the
existing pavement layers and for analyzing correlations between main line BBD and
pavement thickness.
Where the road is in cut or where the existing ground is within 500 mm from top of
proposed subgrade level, test pits will be dug for each soil type subject to a minimum of
5 km frequency to carry out all the in-situ and laboratory tests as for sub grades along
existing pavement.
Where the natural ground is at such a low level as not to form a part of proposed
subgrade, auger boring to a depth of 1.0 m or to refusal will be made to collect the
disturbed samples and to log the type of soil and the depth of ground water table.
For IRC/ISI standard tests, the formats prescribed in the relevant standards will be used.

1. TOR REQUIREMENTS
3. EQUIPMENT
The equipment will include hand tools like crow bars, spades, wedges etc. for
collecting representative samples. The samples will be packed in suitable bags,
labelled and sent to field laboratory of the Consultants for testing. Samples of stone
aggregates will be collected from existing crushers using the stone from the respective
quarries.
4. APPLICABLE STANDARDS/CODES
Sampling and testing of borrow soil, granular material for sub-base, stone aggregate
and sand will be as per relevant latest IS/IRC standards and Specifications.
5. REGULATORY REQUIREMENTS
The samples will be collected after obtaining necessary authorization from the
department for carrying out the activity.
6. SAFETY/ENVIRONMENTAL CONSIDERATIONS
7. DATA VERIFICATION
The Materials cum Geotechnical Engineer will verify that the samples collected are
representative and that they have been collected in sufficient quantities from all the
potential quarry and material sources.
The Materials cum Geotechnical Engineer will check all the test results received from
the laboratory for compatibility, and make an evaluation for suitability.
8. DOCUMENTATION
All the samples will be suitably labeled for easy identification. Besides, a list of
samples with identification will be prepared for checking at various stages.
All the proforma for recording test results will be suitably numbered for identification
and retrieval.
9. WORK PROCEDURE
To start with, secondary data as follows will be collected from the concerned State
PWD and other sources as appropriate.

The samples of materials for use in embankments, subgrade and granular sub-base will

consistency and compatibility. For example, for soils and other granular materials, the
quality given by classification and maximum dry density results will be compared

rock. For any inconsistencies or where the results are in doubt, the tests will be
repeated.

QAP-10
1. TOR REQUIREMENTS
The TOR sets out the following as the minimum scope of geo-technical investigations
for bridge structures:
Sub-soil investigation will be carried out as per IRC: 78-2014 and the relevant IS
Codes.
The scheme for the boring locations and the depth of boring shall be prepared by the
consultants and submitted to department for approval. These may be finalized in
consultation with department.
The sub-soil exploration and testing job is proposed to be carried out through a sub-soil
consultant empaneled by the MoRTH.
The TES Quality System has a prescribed procedure for evaluation and procurement of
services of sub-consultants in accordance with clause 4.6 of ISO 9001: 2008. The
procedure includes:

3. EQUIPMENT
The boring, sampling and testing equipment will be supplied by the sub-consultants in
accordance with the requirements of the relevant IS standards.

The relevant latest IS/IRC codes and Specification will be judiciously referred for both
laboratory / field tests, some of which are mentioned below:

5. REGULATORY REQUIREMENTS
The work will commence after obtaining an authorization letter from department. The
boring team will carry with them a list of equipment including identification numbers
and a letter for octroi exemption. It shall be ensured that the boring work does not cause
any adverse environmental / social impacts.
6. SAFETY CONSIDERATIONS
The boring area including the space where the boring equipment is positioned will be
suitably barricaded with inviolable barriers.
7. DATA VERIFICATION
The Material cum Geo-technical Engineer will periodically visit the boring sites. An
Assistant Engineer experienced in geotechnical investigations will be positioned at site
for entire duration of the boring work to monitor the field investigation.

Chemical Analysis - Chemical analysis of soil and water samples shall be
carried out for pH value, sulphate content (SO3) and chloride content (CI)
in ppm and percentage.
and the depth of boring shall be prepared by the consultants and submitted to MoRTH for
approval. Site at which open/pile/well foundation will be proposed shall be explored by
boreholes from ground level. To prevent heave and disturbance of the soil at the bottom
of borehole, the level of drilling fluid in the hole must be equal to or higher than the
elevation of the ground water at all times. This condition shall be strictly observed in
formation of the fine sand or silt or in operations involving undisturbed sampling.
Records of boring shall be maintained in accordance with IRC: 78-2014. The boring
records shall indicate borehole number, time and date of start and completion of boring,
type of boring and / or drilling diameter of borehole at different depths, depth of casing,
existing ground level, ‘N’ values from standard penetration tests, number and type of
soil samples collected and the depths at which samples were taken and all other
relevant data. All boring records shall be incorporated in the soil investigation report.
Boring in overburden soil shall be carried out in accordance with the provisions of IS:
1892-1979 / IRC:78 – 2014 as mentioned in the ‘Terms and Conditions’. The
boreholes shall have a minimum diameter of 150mm and be suitably lined throughout.
The toe of the lining shall at no time be more than 1.0m above the level to which the
material has been removed from the borehole. Before taking any undisturbed sample or
making any in situ test, the lining shall be carried down to the bottom of the borehole.
If shell and auger method of boring is adhered to, then auger of proper size shall be
used in soft to firm clay and silts to avoid suction. The use of shell shall only be
restricted to very stiff to hard clays and sandy strata below water table.
No water shall be added while boring through cohesive soils and cohesion less soil
above the water table. While boring through cohesion less soil below water table,
water level in the casing shall always be maintained at or above the water table.
The cutting brought up by the auger, shell or the cutting shoe of the split-spoon or
undisturbed sampler shall be carefully examined and the soil description duly recorded
after performing field identification tests.
Ground water level for each borehole shall be checked during boring operation and
shall be recorded in bore log.
Backfilling of Borehole
Boreholes shall be backfilled with free-flowing sand or silt as the borehole casing is
with drawn, in such a manner that collapse of the sides of the borehole is precluded.
The cost of backfilling shall be deemed to be Included in the rates for boring.
Method of Classification
The different classification for geotechnical investigation are usually based on the field
observation by an experienced engineer and accordingly boring/drilling operations are
taken up.
The soil will be classified based on gradation and consistency test results and also
plasticity product as per IS 1498:1970.
10. DOCUMENTATION
All the data/documents received from the sub-consultants will be suitably numbered for
usage, storage and retrieval in future.
QAP-11
TOPOGRAPHIC SURVEY
1. TOR REQUIREMENTS
The requirements of the topographic surveys are described at length in Clause 4.11.2 of
TOR. Briefly these include:
Capturing all existing physical features, including utility poles, trees of girth
greater than 0.3 m, etc. within the survey corridor which should be compatible
with the widening requirements subject to a minimum of 30 m on either side of
the final road center line.
Additional surveys at bridge sites for hydraulic calculations and for all arms of
crossing roads at intersections. Also, detailed topographic surveys along approved
alignment of proposed bypasses.
Fixing horizontal and vertical control points with concrete pillars. The BMs with
levels drawn from GTS bench marks shall be fixed at 250 m intervals. The
Reference/Bench Mark pillars shall be of 15 cm x 15 cm x 45 cm size in RCC
grade M15 with nail fixed in the centre of the top surface. The pillars shall be
embedded in CC of M10 grade upto a depth of 30 cm, and the balance 15 cm shall
be painted yellow.
2. MANPOWER RESPONSIBILITIES
The topographic survey may be carried out either by in-house survey parties or by an
experienced sub-consultant (vendor). The vendor will be selected in accordance with the
procedure prescribed in the TES Quality System conforming to ISO:9001: 2008. In either
case, the Consultants’ Survey Engineer shall be responsible for the adequacy, coverage
and correctness of the surveys.
3. EQUIPMENT
The in-house standards, work procedures and quality plan prepared with reference to
IRC: SP 19-2001, IRC: SP 13 - 2004 (in respect of surveys for rivers/streams) and current
international practices

6. SAFETY CONSIDERATION
The survey personnel will wear luminous yellow jackets. The instrument stations will be
established outside traveled way to avoid conflict with moving traffic.
The carrying out of topographic surveys will be one of the most important and crucial
field tasks under the project. Technologies which can meet the following accuracy levels
shall be adopted. For land-based surveys -

All survey data will be compiled in CDs and in A2 size hard copy (in 1:1000 scale).
9. SURVEY PROCEDURE
A pair of GPS control stations, maximum 200m apart, will be fixed at a frequency of 4 –
5 km on M15 grade RCC pillars (30 cm x 30 cm x 75 cm size) flush with ground surface.
These pillars will be located outside limits of widening works on Govt. or barren land and
should have no tree cover or other obstructions so that they can receive the signals from
satellites without hindrance. All total station traverse will be closed against the GPS
Control points with a linear accuracy of 1:20000.
Where ever there is a proposal of realignment of the existing highway and/or construction
of new bypasses, consultant shall fix boundary pillars along the proposed alignment on
the extreme boundary on either side of the project highway at 50m interval.
All leveling for establishing Bench Mark are to be carried out as per method adopted in
Survey of India DT leveling and specified as under. All leveling are to be carried out
from GTS Bench Mark with Auto Level having accuracy 2.5 mm/km and closed
against another GTS Bench Mark. In absence of GTS BM, to and fro DT leveling is to be
adopted.
9.5. Mobilize
When choosing a suitable calibration site, the following factors should be considered:
The calibration area should preferably be an area with low traffic volumes so that
the calibration can be done safely with a degree of freedom with the driving pattern.
The calibration area should contain large, open flat surfaces for roll adjustments, for
example an open parking area.
The calibration area should contain some vertical surfaces for heading and pitch
adjustments.
Processing the data to prepare for the process of solving the calibration parameters
is similar to processing a usual MLS (multiple listing service) project.
Aero-Control – This software monitors the GPS position, number of satellites, PDOP,
and IMU logging. The software also reports on GPS/IMU/Timestamp synchronization.
The operator will keep this window open to ensure the systems remain synchronized
and to monitor GPS parameters. A loss of synchronization between any of the systems
generally means a connection problem and could result in incorrect data.
Riegl Scan – This software controls the laser sensor and is used to set the laser
scanners parameters (Line interval, scan frequency and logging options), and to stop
and start logging. The operator typically stops the laser sensor when the vehicle is
stationary (for example when waiting at a red traffic light), and start the sensor when
the vehicle starts moving.
Ladybug Capture – This software controls the Ladybug camera. Various parameters
can be set to control the exposure, white balance, interval, resolution etc.

MLS Data Processing starts by calculating the trajectory. This is a 2-stage process. The
first stage is the GPS differential processing, and the second stage combines the GPS
and IMU data for rigorous backwards/forwards processing to align the IMU with GPS
and add Roll, Pitch and Heading values to the trajectory at IMU logging intervals.
GPS Differential Post Processing needs to be done using a Base Station and a Roving
GPS. The roving GPS is installed in the Data Processing Unit and the antenna is
installed on top of the IMU. Lever arm values are therefore zero in x and y (i.e. the GPS
position is coincident with the centre of the IMU), and the z value is 0,536 (the distance
from the GPS antenna to the centre of the IMU).
The 2nd stage in calculating the trajectory is to combine the GPS trajectory with the
IMU data. The software calculates the best IMU alignment through an iterative process.
The calculation runs backwards and forwards and it typically takes 3 to 20 cycles to
reach a good solution. The data processor needs to take the following into account:
INS Position RMS – This is an indication of the expected accuracy of the flightlines.
INS Gyro Bias – This is measured in degrees per hour. Initial iterations should show
consistent improvements until it stabilizes, indicating that additional cycles are not
necessary. Typical values are 0.20 for z and 0.10 for x and y.
GPS/INS Differences – This should be very low for good-GPS areas. High differences
are an indication that the IMU was not sufficiently aligned. For good-GPS areas the
values should be better than 0.03m.
10.5. LiDAR
When the trajectory is final, it can be combined with the data from the laser sensor
to calculate a point cloud.
The calibration parameters are used to determine the angular offset between the
laser sensor and the IMU.
The laser sensor data contains timestamps that are used to synchronize the
trajectory data with the laser data to calculate point positions.
The points are stored in LAS files in geographical coordinates. The number of
points stored in each file equals the number of points stored in the raw laser file and
can be hundreds of millions of points.
The next step is to divide the points into logical blocks of manageable size. The
points are imported using Terrasolid in Microstation and saved into blocks of
typically 8 million points or less. Terrasolid is configured to apply the chosen
datum transformation and grid coordinate conversion to the geographical
coordinates when the points are imported.
10.6. Photos
Photographs are used to add value to the MLS data. The intensity values from the
point cloud are not always sufficient to show fine details clearly. Photographs
enable the user to assess a certain area with better clarity in near real-world
colours. The photographs were taken using a Ladybug 2 spherical camera system.
The camera has 6 lenses, 5 side-facing cameras arranged horizontally and one
upward facing camera. The upward facing camera was not used due to the
position of the GPS antenna on top of the Ladybug camera.
The cameras took photographs at minimum 2Hz intervals.
The photographs are stored in a continuous digital stream and the photos are
extracted during the Post Processing process. Photos are extracted individually (one
photo from each lens), but can be stitched together automatically to create spherical
images.
Once the photographs are imported in Terra Photo and the lens calibrations and
alignment angles are solved, one can use Terra Photo to:
Create Views of points projected unto the photographs
Generate basic ortho photos
QAP-12
HYDRAULIC AND HYDROLOGICAL INVESTIGATION
1. TOR REQUIREMENTS
Detailed field Investigation study to be carried out in accordance with IRC-13 & IRC-5
for hydraulic and hydrological studies for all existing drainage structures which include
the following:
The information collected shall consist of the details of High Flood Level (HFL), Low
water Level (LWL), bed level discharge and velocity from available past records, local
enquiry and visible signs. It will also consist of details of scouring, siltation, river
characteristics and stream characteristics.
The study shall identify the suitability of existing structures and requirement of
additional waterway as per the hydraulic conditions and as computed from design
discharge and design HFL.
3. EQUIPMENT
No special equipment is involved but 3m, 5m and 30m tape for linear measurements of
stream width and vent sizes will be used. In addition, suitably structured Proforma will
be used for the collection of data.

The survey/investigation teams will carry with them a letter of authority from MoRTH to
concerned State PWD to carry out the investigation
6. DATA VERIFICATION
The individual who has collected the data will sign all the data sheets. The concerned
senior personnel will have a check on all the data sheets and countersign these as a
measure of authentication.
7. DOCUMENTATION
All the data sheets duly signed by the concerned will be suitably stitched in files,
labeled and sent to TES Head Quarters for further analysis.
8. WORK PROCEDURE
The observed HFL and LWL bed level for all the drainage structures will be
ascertained from the available data records if any or from the local enquiry and from
the marks visible on the structures. Overtopping and submergence for the structures, if
any, will also be ascertained from the available records and from local enquiry.
Site specific parameters will be recorded at site regarding design of rural, semi-urban,
urban, super elevated and high embankment stretches.

ASSESSMENT STUDY
QAP-13
1. OBJECTIVE
The main objective of the Quality Assurance Plan (QAP) is to ensure that the
environmental impact assessment study is carried out according to the pre-determined
scope and methods, and the results produced are accurate, reproducible and verifiable.
2. SCOPE
The project involves Rehabilitation and Up gradation of sections in the State of BIHAR
to 4/6 lane access-controlled configuration. Hence the scope of the QA plan
for the Environmental Impact Assessment has been adequately devised to include the
following elements of study.
Mobilization
Sample collection, preservation and forwarding
Field analysis
Laboratory analysis
Data reduction and validation
Chain of custody
Design Phase
The Environmental Specialist of the Consultants shall be responsible for the adequacy,
appropriateness and correctness of all the field activities, evaluation and interpretation,
and all other work finally leading to the preparation of the various reports/documents
such as Environmental Screening and Scoping, EIA, EMP, etc. He will also assist the
Employer in obtaining the necessary clearances from the various statutory authorities.
Construction Phase
4. STUDY PROCEDURES
Environmental Specialist will ensure that the selected procedures are documented and
the study team members are familiar with the procedures.
Sample Labelling
The following codes have to be used for labeling the various air, water samples
collected during the field study.
6. SAMPLING EQUIPMENT
The Environmental Specialist has to ensure that the sampling equipment meets all the
requirements and are in good working condition.
7. CHECKLISTS
The Environmental Specialist will prepare the following checklists for all the activities
associated with sampling and analysis.
The respective team members have to ensure that the samples are collected and
preserved according to the specified procedures. Any deviations from the procedures
for whatever reasons have to documented, and passed on to the Environmental
Specialist. The Environmental Specialist will have to do quality check as per Form-1
(enclosed) to conclude the sampling at any given point.
9. SAMPLE FORWARDING
The Environmental Expert has to ensure that the samples are transported and forwarded
to the laboratory according to the required procedures. The concerned analyst has to
certify the integrity of the samples as proforma-2 (enclosed) before accepting the
samples for analysis.
Calibration of Instruments
The Environmental Expert has to ensure that all the field instruments are pre-calibrated
as per standard procedures.
The measurement and analysis have to be carried out as per the standard operating
procedures. Any deviations from the set procedures have to be recorded in the
logbooks.
Data Check
The concerned expert at the site has to do quality check as per Form 3 enclosed and
validate any measurements or readings taken by field assistants, before moving on to
the next sample analysis.
Documentation
All the raw data have to be recorded in the logbooks along with the details relating to
the sample identification, location of the sampling point, date and time of sampling, and
the real time observations at the sampling point. Further, any deviations from the set
procedures during the field analysis also have to be documented.
Calibration
The Environmental Specialist will ensure that all the laboratory instruments are pre-
calibrated as per laboratory’s Quality Procedures. The calibration logs shall have to be
properly maintained and be made available for inspection by the client.
Operating Procedures
Before accepting the samples for analysis, the concerned analyst has to check for the
integrity of the sample as per Form 2. The measurement and analysis have to be carried
out as per the standard operating procedures. Any deviations from the set procedures
have to be recorded in the logbooks.

Documentation
All the raw data has to be recorded in the logbooks along with the details relating to the
sample identification, location of the sampling point, date and time of sampling, and the
real time observations at the sampling point. Further, any deviations from the set
procedures during the field analysis also have to be documented.
The data reduction and validation shall be the responsibility of the concerned laboratory
in-charge. The process of data reduction and validation will involve the following steps.
A chain of custody records has to be maintained for each sample to accompany the
sample or set when the sample is transported from the point of collection to the point of
final analysis. The format for the chain of custody record is shown in Form-4.

(R&R) ASSESSMENT

1. OBJECTIVES
The main objective of Quality Assurance Plan is to ensure that the R&R Study is carried
out according to the scope and methods and the results produced are accurate,
reproducible and verifiable.
2. SCOPE
The scope of Quality Assurance Plan for implementation of Rehabilitation Action Plan
(RAP) includes the following elements:

Consultation with the Project Affected Persons (PAPs)
Consultation with Govt. officials, Non-Government Organisation (NGOs),
Panchayat, Public Health Officials etc.

Implementation of RAP by NGO
The R&R expert of the Consultants will be responsible for collection of all base line data,
conducting related studies/analysis and for preparation of Social Assessment and RAP.
The responsibility for the implementation of RAP will be with the Project Director of the
Project Implementation Unit through an NGO. An R&R Officer in the PIU will be
appointed who will, on behalf of the Director, collaborate with the NGO.
The team will be led by the Resettlement & Rehabilitation Expert. He will recruit the
enumerators from local areas for collecting field information. These enumerators should
preferably be graduate and would be imparted training before putting them in the field.
5. STUDY PROCEDURES
The enumerators so recruited and trained would conduct census and socio-economic
survey of all the PAPs within the existing and proposed ROW. Every human being who
would be suffering
Some losses in the implementation of the project would be treated as PAP. The legal status
for eligibility for Compensation/assistance would be ignored. The surveys would be
followed by consultation with the PAPs.
The entire survey data will be computerized and they will be analyzed.
On the basis of census and socio-economic survey data, RAP will be drawn up. The RAP
will constitute entitlement matrix, legal procedure, budget, implementation schedule,
grievance redressal procedure and list of PAPs.
The Land Acquisition Plan would be prepared on the basis of data collected during the
census survey. This survey will provide information on the land to be acquired for the
proposed ROW. The Office of the Revenue Department (Tehsil) of District Collector
would be contacted for getting khasra number for the land to be acquired. The Land
Acquisition Plan would be prepared on the basis of khasra papers received from the
District Revenue Office.
9. DOCUMENTATION
The R&R Study results will be documented as a Resettlement Action Plan (RAP). The
RAP will comprise of the socio-economic features for the project area, the social
impact assessment, the compensation packages and the action plan for resettling the
project affected people in accordance with the legal framework of the region.

5. REGULATORY REQUIREMENTS
The Staff member of the team will carry a letter of authority from MoRTH addressed to
various government departments for providing assistance to the Consultants in
procuring secondary data.

8. WORK PROCEDURE
The work will be carried out in accordance with the requirements of the relevant
standards, or as per the standard procedure of TES for items not covered by IRC
standards. Details of work procedure are presented below:
HDM Inputs
The economic analysis involves comparison of project costs and benefits in economic
terms and determining the viability indicators using the discounted cash-flow
technique. The Consultants will carry out the economic analysis using “Highway
Development and Management Model” (HDM-4).
The main benefits of any road upgradation project are the vehicle operating cost (VOC)
savings and the time savings. These will be estimated by comparison of "with" and
"without" project situations. The main inputs for the VOC sub-model relate to
All the inputs for road and pavement characteristics (existing as well as proposed),
construction and maintenance policies, cost of construction and maintenance will be
provided by the Pavement Specialist/Highway Engineer designated for the project
team. The base year traffic with its composition, the vehicle occupancy data and ESA
factor for different vehicle types will be based on the results of the traffic surveys done
as part of the present study. The values of these items will be finalised after consistency
checks are carried out by the Traffic Engineer, and only then provided as an input for
HDM Model. PCU factor for different vehicle types will be as per IRC-64 adopted for
traffic studies. The inputs relating to vehicle utilisation data and other vehicle
characteristics will be based on typical values being used in other similar projects.
In addition, the Consultants will collect the data for the latest market (financial) prices
for representative models in different vehicle categories, tyres and fuel (petrol and
diesel). The economic prices for vehicles, tyres and fuel will be calculated by
subtracting taxes (mainly excise duties and sales tax) from the market prices.
Value of Time
The values of time for passengers and goods in transit have been extensively researched
for M/o RT&H by Central Road Research Institute in Updating of Road User Cost
Data, 2001. The Consultants propose to update the 2000 values of this report to current
2005 values using Wholesale Price Index (WPI) for value of commodities and
Consumer Price Index (CPI) for value of time for car and bus passengers.
Accident Benefits
For calculating the benefits from the reduced incidence of road accidents, the
Consultants will collect the statistics on road accidents by cause and by type of damage.
Some reasonable estimate for reduction in accidents will be made based on similar
studies. The cost of accidents and vehicular damage will be based on the values
assigned to each type of accident in IRC-Special Publication 30 for “Manual for
Economic Evaluation of Highway Projects in India”, and will be updated to the current
price level by WPI.
Project Costs
The project costs, capital as well as maintenance costs, computed by Highway Engineer
are based on market prices. These costs in financial terms will be converted into
economic terms by using the Conversion Factor (CF) of 0.9, as suggested by the World
Bank for highway projects in India (vide World Bank Office Memorandum of SAS
Staff dated July 7, 1997). The conversion factor of 0.9 will be applied to all cost items
except land acquisition. The economic cost of land acquisition is taken to be the same
as financial cost because in most cases, as the land belongs to the Government, there
are practical problems in establishing its opportunity cost. The land is acquired for a
specific purpose and cannot be utilised for any other use. Toll Plaza related costs viz.
cost of construction and O&M cost are not included in economic analysis as these are
incurred for specific purpose of toll collection.
The results of the economic viability will be expressed in terms of Net Present Value
(NPV) and Economic Internal Rate of Return (EIRR). NPV of net benefits would be
computed using the prevailing discount rate of 12 percent. The EIRR computed for the
project will be compared with the accounting rate of return, currently taken as 12
percent by Planning Commission for transport infrastructure projects in India.
The sensitivity analysis covering cases of increase in costs and/or decrease in benefits
will be undertaken to study the impact on NPV and EIRR of the project road.
Financial Model
The objective of the financial analysis is to evaluate the financial viability of the project
on commercial format (BOT). The viability of the project will be expressed in terms of
Financial Internal Rate of Return (FIRR) on total investment and on equity investment.
For this purpose, the financial model developed in-house by the Consultants will be
used. The model projects, in spread sheet format, the key financial statements of the
investor over the concession period including depreciation schedule, loan repayment
schedule, projected income statement and projected funds flow statement.
Project Cost
The base cost of the project in financial terms relating to civil works for roads, culverts,
bridges and toll collection system, will be provided by Highway Engineer of the project
team. This cost will be annually phased over the construction period as per pre-
determined work schedule provided by Highway Engineer. The annual stream of
maintenance costs will be prepared using costs of maintenance, both routine and
periodic, provided by Highway Engineer. In addition, annual stream of O&M costs
relating to toll plazas will also be prepared by using the input provided by Traffic
Engineer.
The landed cost of the project (i.e., cost at the commissioning stage) will be estimated
by including, financial overheads, escalation costs and interest during construction
(IDC).
Inflation Rate
All investment costs and capital expenses will be identified in the year in which they
are deemed to occur. In this regard, an annual inflation rate derived from WPI will be
used to obtain the actual costs in the year of expenditure.
Resources for the project will be raised from a mix of debt and equity sources. The
debt-equity ratio for the analysis will be finalised in light of current practices of lending
institutions about leveraging.
The interest rate for calculation of IDC as well as repayment of long-term debt will be
decided in keeping with the current lending rates of prime financial institutions. The
loan repayment period will be finalised in keeping with the tenor of loans being offered
by lending institutions.
Toll Revenue
Toll rates applicable for the project would be the rates for 4-laning of National
Highways as prescribed by M/o RT&H in 1997 and updated to the current levels using
WPI. The annual streams for toll revenue, the main source of project revenue, will be
prepared using the projected tollable traffic with its mix and the indexed toll rates by
vehicle type over the concession period of 30 years. Additional revenue viz.
advertisement revenue, earned through advertisement on toll plazas, reverse side of toll
tickets and other suitable locations will be considered as a proportion of toll revenue,
based on similar studies.
Tax Rate
The tax calculation for the project will be done taking account of current corporate tax
rates and tax rebates available for road sector. A tax holiday for a block of 10 years is
available as per the Government’s latest incentives for encouraging investments in the
road sector. This tax incentive is to be availed within the first 20 assessment years. The
currently prevailing corporate tax rate will be used.
The Consultants will work out FIRR on Total Investment and FIRR on Equity
Investment for the project road. For calculation of FIRR on total investment, streams of
costs and net operating income of the project will be used. FIRR on equity investment
will be worked out using equity investment cost and net cash flow streams of the
project.
The results of viability analysis, in terms of pre-tax FIRR on total investment and FIRR
on equity investment, will be compared with the minimum rates acceptable to BOT
investors as per prevailing market conditions. In case of non-viability of the project on
commercial format, the Consultants will assess the quantum of Government subsidy
needed to make the project financially viable on a public-private partnership basis.
The Consultants will address the significant risks and group them into specified risk
categories through a detailed check list, indicating nature / cause of such risks,
assessing their potential impact and probability of risk occurrence, appropriate
demarcation and their allocation to the different stake holders in the project. The
Consultants will outline necessary measures for mitigating various risks, keeping in
view the UNIDO Guidelines and World Bank publication.
The Consultants will examine the different options being followed for private sector
participation for road projects viz. Build-Operate-Transfer (BOT) / Build-Own-
Operate-Transfer (BOOT)/ Annuity/ Public-Private-Participation (PPP) and suggest the
most suitable arrangement for the project. In doing so, the Consultants will address
innovative financing arrangements and fiscal concessions which reduce some of the
risks and uncertainties and also provide an acceptable return to the private investor.
UNIDO Guidelines (1996) and World Bank Guidelines (1997) for concession
arrangement for infrastructure services will be kept in view to suggest the most
attractive model for private sector participation.

3. PROCEDURE
3.1. General
The cover sheet of design calculation files shall have all the information relating to the
project and the subject of design calculations.
Each set of design calculations shall have a REVISION DETAILS sheet which shall
be used for control of revisions. A copy of the related Form No. TES – 006 is
enclosed.
In case calculations are prepared in pencil, photocopy of the same shall be maintained
in the calculation/computation file for presentation whenever required with the
verifying authority’s signatures in ink of any colour other than black on all Design
Calculation sheets.
All design calculation (except for results of computer outputs) shall be prepared by the
Specialist(s) of the respective discipline(s) on Calculations form based on the input
requirements of the project. The calculation file(s) shall be numbered and these shall
comply with the compilation requirements given in DESIGN VERIFICATION AND
REVIEW REPORT, Form No. TES – 064 (copy enclosed).
The LDS shall get the design calculations verified through an independent person of
similar capabilities as that of the specialist who had actually done the design
calculations. All the findings of verification shall be noted down by the design verifier
on DESIGN VERIFICATION AND REVIEW REPORT Form No. TES – 064.
The verified design calculations shall be reviewed by the LDS considering the various
aspects mentioned under checking/verification requirements in DESIGN
VERIFICATION AND REVIEW REPORT.
The non conforming design calculations shall be sent back by the LDS to the
originating Specialist for taking appropriate action(s). All non conforming calculations
shall be identified as NOT APPROVED on Design Calculation compliance Report.
The record of such reports shall be maintained.
All corrections in the design calculation shall be marked by the designated verifier/LDS
after cutting the incorrect computations so as to establish that the same have undergone
checking. A record of such calculations with the corrections shall be maintained by the
LDS in the same file containing the Design Calculations.
The originating Specialist shall make the necessary corrections and take appropriate
actions so as to close all non conformities by producing the acceptable design
calculations. These corrected calculations shall then be sent to LDS for approval.
The LDS shall re-inspect the corrected calculations and verify the conformances with
his/her previous comments in the manner explained in the forgoing paragraphs.
The conforming calculations shall be marked as APPROVED on the report by the LDS.
The cover sheet(s) of conforming calculations shall be initialed by the LDS in the
appropriate space. Copies of approved calculations and the compliance report shall be
passed onto the PIC for maintenance of project records. If it is required to be submitted
to the Client a concise design calculation shall be written out from the detailed design
calculations, verified and approved by the appropriate functionaries prior to submission
to the Client.
PIC shall then coordinate with the Client and obtain necessary concessions. On
acceptance of the deviation by the Client, the PIC shall maintain a record of the same.
4. FINAL INSPECTION
On receiving the calculations from LDS the PIC shall carry out the final inspection and
release the calculations as per laid down procedure. The record of compliance report of
the drawing laid down shall be retained by the PIC as quality records.
5. CLIENT APPROVAL
In case design calculations are also required to be approved/reviewed by the Client the
cover sheet of the file shall be clearly marked as FOR APPROVAL OF (CLIENT’S
NAME) by the LDS. On getting client’s approval the status of the same shall be
identified as APPROVED BY CLIENT on the cover sheet.
6. AMENDMENTS/CHANGES
The first formal issue of calculation shall be marked as R0 and subsequent revisions, if
any, shall be marked R1, R2 etc. by the LDS. The details of amendments shall be given
in the Revision Details.
On each amendment in the design calculations the LDS shall update the revision status
of the calculations in the Master List(s) and send the copy of the same to the PIC for
information.

QAP-17
1. GENERAL
TES has laid down documented procedures for control of design, drawing and
documentation activities consistent with the requirements of ISO 9001:2008. The
objective is to ensure that the related activities are planned and controlled, the output in
the form of designs, drawings and documents are verified, and the final products satisfy
the specified project requirements.
The quality assurance system involves several step-by-step procedures, and these are
brought out in the following paragraphs.
For guiding activities on a project, a design and development plan are prepared. This
defines the responsibility for implementation of the various activities, the time and
duration for performing the activities, the codes/standards to be followed, the
review/verification system, the input resources required, the output to satisfy project
requirements, etc. The work teams from the various disciplines assigned to the project
prepare their own work plans for their activities consistent with the design and
development plan.
3.1. Organization
The technical interfaces of the major activities have been identified as follows:
Before the design work is taken up, the PIC shall discuss with LDS(s) and finalise the
design parameters to be adopted for the work. The design parameters shall be approved
by PIC before commencement of design activities. The software to be used for design
shall also be finalised at this stage to ensure data compatibility. A typical format of
design criteria is included at the end of this Chapter.
4.2.1 The topographic survey shall be carried out as per the Quality Assurance Plan
for survey. The survey data is generally received in Point No., Northing,
Easting, Elevation, Description format.
4.2.2 On receipt of survey data, the same shall be plotted in Auto CAD or any other
drafting software. The checking of data shall include the following:
Completeness of survey to ensure that there are no data gaps.
Correctness of alignment with respect to SOI map or index map
Correctness of codes adopted for survey
Spacing of cross-sections
Extent of cross-sections to ensure that sufficient width has been covered to
study different options
All features/structures have been picked up with respect to inventory survey
All bench mark/traverse station locations are available
4.2.3 The survey data shall be stored in a separate directory and copies shall be
maintained in multiple floppies, compact disks or other suitable storage media.
4.3.1. Design activities shall commence in the stretch where the survey data is
approved by LDS. Based on the total length and the length for which data is
available, the LDS shall assign different engineers for each section to be taken
up.
4.3.2. Each specialist shall first create the Surface/Digital Terrain Model for his/her
section. While preparing the surface care should be taken to provide wall faults
at culverts and other locations where there is a vertical drop. At location of
bridges, the fault lines shall be suitably placed so as to ensure a realistic river
profile. The surface can be finalised only after a few trial-and-error exercises
and plotting of profiles at critical locations.
4.3.3. After generation of Digital Terrain Model, the existing profile shall be
generated. The LDS shall inspect the profile and give his/her comments. After
incorporation of his/her comments, the LDS shall re-inspect the profile and give
his/her approval.
4.3.4. The design of horizontal and vertical alignment shall be done in line with the
approved design criteria. After the design is complete, the proposed alignment
along with the existing profile shall be given to the CAD operator for
preparation of drawings.
Any missing data or error in data should be reported by LDS immediately to site office
for rectification/resurvey.
Particular attention shall be paid to take into consideration the level of structures along
the alignment. The LDS shall co-ordinate with the other disciplines to finalise the road
levels to be adopted.
4.3.5. At suitable intervals decided by the PIC, he/she shall arrange for Design Review
Meeting. This meeting shall be attended by all the LDS(s) and the inter-
discipline interface shall be sorted out. The decisions, along with the
responsibilities shall be noted in minutes of meeting included herewith. The PIC
shall monitor the actions in subsequent Review Meetings.
5. DRAWINGS
5.1. The PIC shall decide and coordinate with the different LDS(s) whenever required
for deciding the size(s) of drawing to be adopted in the project. The drawings
shall be of standard sizes(s) as mentioned in the following table:

Sincere efforts shall be made by PIC to ensure that a uniform size of drawings is used
by concerned functionaries all through the project. In unavoidable circumstances when
consistency of size cannot be maintained for any genuine reason(s) the PIC shall accept
variation in length of drawings only without any deviations in the width.
5.2. A standard title block shall be prepared for use in all drawings. The designated
spaces for signatures shall be filled out as the drawing progresses through issue
cycle. The wording of title of drawing shall be finalised in consultation with the
concerned LDS.

5.3. The drawings shall contain and/or make reference to the appropriate inputs
documents/assumptions made in the space allocated for NOTES. The input
documents may be in any of the following forms:
5.4. The completed drawings shall be checked by the LDS from within the project
organisation as per the guidelines given hereinafter.
ii) The conforming dimensions, levels and other requirements shall be marked
with yellow colour on the drawing while nonconformance shall be marked
with necessary correction on the drawing in red colour.
iii) The reworked drawing after corrections shall be verified again and the
corrections marked in red shall be encircled with green colour to indicate that
the same have been incorporated. The checked print of the drawing duly
signed and dated by the checking functionary shall then be passed on to the
approving authority (PIC) for record.
5.5. Approval
If he/she is satisfied with the contents and quality, the concerned LDS or any higher
functionary of the project organisation shall approve drawing.
The drawing issued from a discipline shall contain approval signature of LDS
concerned to indicate technical adequacy of design.
When the drawing is to be issued the same shall also contain signature or initial of
PIC in the title block to indicate that the same meets the project requirement.
Before commencing of the design activities, the following basic data will be collected
and reviewed by the Bridge Engineer (LDS).

Cross drainage works in the form of culverts comprising pipe, slab box culverts &
bridges exist at the crossing points of streams/drains with the road. The design storm of
25-year and 50-year return would be considered for hydrological analysis of culverts
and bridges respectively.
The adequacy of most of the slab culverts would be checked assuming flow through
culvert as open channel flow.
As old bridge frames a guideline for the new proposed bridge, so the consultant would
try to get the data from the Department as well as from other relevant parties to
summarize the features and condition of existing bridge. The collected hydrological
data at site investigations will be analysed to arrive at design discharge, design HFL
and waterway requirement.
The Bridge Engineer shall prepare General Arrangement Drawing (GAD) and the
Alignment Plan showing the salient features of the bridges and the structures proposed
to be constructed /reconstructed along the Road sections covered under the study. These
salient features such as alignment, overall length, type of bridge, components
(superstructure, substructure, foundations, bearings, expansion joint, return walls etc.)
shall be finalized based upon hydraulic and geo-technical studies cost effectiveness and
ease of construction. The GAD shall be supplemented by Preliminary designs. In
respect of span arrangement and type of bridge a few alternatives with cost –benefit
implications would be submitted to enable MoRTH to approve the best alternative.
Existing railway level crossings requiring replacement by ROB, and existing 2-lane
ROB requiring widening to 4-lanes will be identified. Preliminary GAD shall be
prepared for necessary construction, reconstruction or widening. The consultant shall
pursue with the Indian Railways Authorities or/and any other statutory authority of
state/central Government for approval of the GAD from concerned authorities.
Design criteria will be framed by the LDS for proposed new structures, and for
repairing/widening existing structures. The inventory and condition survey will impart
basic data for carrying out the above.
Subsequent to the approval of the GAD and alignment plan by MoRTH and Railways the
Bridge engineer (LDS) shall prepare detailed designs as per IRC and Railways
guidelines and working drawings for all components of Bridges and structures. The
consultant shall furnish the design and working drawings including protection works
and or river training works wherever required.
Subsequent to the approval of the GAD and the alignment plan by M o R T H, detailed
design shall also be carried out for all related structures.
