Dear Mr. Srun and Mr. Thearoath,

As per 2024.January.17 #57 weekly coordination meeting, PVR team Mr. Chea Srun has mentioned that
“From start work until now I wait already 1 month”. To clarify this ART would like to mention the actual
submission and request for inspection by PVR as below:

1. Mock-up and approval


 PVR has completed their mock-up of the block wall installation and invite ART for the
inspection on 2023.December.11. The mock-up was rejected by ART due to the thickness of
the adhesive mortar bigger than maximum 5mm as per PK specification.

 On 2023.December.18 as per confirmation by PK supplier, there was no objection to the


wall that already install can accepted but for the next installation PK recommended for thin
bed thickness not exceeding 5mm.
 After the confirmation by the PK supplier ART has approved with comments to the mock-up
block wall.
2. Shop drawing submission and approval

 Due to many mistakes in the shop drawing SHD.ARC.038.B submitted by PVR in


2024.January.02(16days ago), On 2024.January.05 @2:00pm ART team has invited PVR’s
project manager and technical manager for the workshop to explain in detail the keys
submission of the shop drawing to prioritize building A basement partition wall in order to
prevent more delay of works (see attached OSR.ART.MOM.WSM.012).
 Base on MOM.WSM.012, ART recommend PVR to separate the submission from whole
building to floor by floor that it will be caused the submission faster approved by ART.
 As a result, PVR has resubmitted SHD.ARC.038.C on 2024.January.05 @5:20pm (13days ago)
and ART has reviewed and approved with comments on 2024.January.06 @11.09am
(12days ago).

3. Site inspection

To speed up the site installation ART has agreed with PVR to:
 Inspected the setting out line of the partition wall and stiffener in 2024.January.06(12days
ago) (first inspection for location that not impacted to defect works that not yet finish by
PVR) and 2024.January.16 (second inspection for MEP room) (see attached WIR.ARC.001.C)
 On 2023.January.12(6days ago), ART has refused PVR WIR.ARC.002.A inspection of
stiffener and curb rebar and concrete work due to unclear MOS of door installation from
PVR refer to SI.039 issued by ART in 2024.January.08.

4. Matter to discuss

Due to actual site condition:


 ART issued SI.039 to PVR on 2024.January.08, included the instruction to PVR to submit
MOS of door installation in order to prioritize stiffener and lintel works on site. (see
attached SI.039)

 PVR has officially refused to submit MOS door installation in #56 weekly coordination
meeting on 2024.January.10 and ART has clearly replied to “PVR to reply on SI.039 and ART
will seek for client design constancy assistance for the matter”
 PVR sent replied to SI.039 on 2024.January.15 (3days ago) that “Method for installation of
door/window and filling the gap between tie beam/lintel/stiffener and door/window
frame is not PVR's scope”.
 ART has sought for client’s design consultancy, got confirmed, and replied to PVR “The door
and window supplier team will be responsible for the installation of their frame to
concrete stiffener and lintel as long as all the openings are correct as per the approved FC
drawing and schedule. In addition to this, PVR can install stiffener and lintel based on the
approved shop drawing” on 2024.January.18”.
5. Conclusion

As per above mention:


 The basement partition wall shop drawing just only approved on 2024.January.06
@11.09am (12days ago)
 Setting out line inspection has been requested on 2024.January.06 (12days ago)
 Stiffener rebar and concrete have been requested on 2024.January.12 (6days ago)
So it is very clear that the delayed of works are caused by PVR themselves due to the late of
necessary submissions on site.
To prevent this repeated problem in the future, ARTELIA as the Project consultancy strongly
recommends PVR to mention obstruction on site in their every daily report for ART review and
assistance in advance to upcoming issues or obstructions of PVR’s works.
