1. Reference: NAPOLCOM Resolution Number 2019-857 dated October 29,
2018, entitled: “Approving the Activation of a Community Affairs Section under the
Regional Mobile Force Batialions and National Capital Region District Mobile
Forces".
2. Forwarded for your appropriate action is a copy of NHQ-PNP General
Orders Number DPL-19-08 dated October 29, 2019 providing for the activation of a
Community Affairs Section under the Regional Mobile Force Battalions and NCR
District Mobile Force Battalions and strengthening of the Provincial Mobile Foree
Companies and City Mobile Force Companies which was approved by the
NAPOLCOM through Resolution No. 2019-857 dated October 29, 2019

GENERAL ORDERS

(Pursuant to NAPOLCOM Resolution No. 2019-857
dated October 29, 2019)
ACTIVATION OF UNIT
41, Effective this date, the Community Affairs Section is hereby activated as
‘Support Staff under the Regional Mobile Force Battalions and NCR Disirict Mobile
Force Battalions responsible in the development, integration, and implementation of
various police community relations programs and activities in support to anti-
criminality, anti-insurgency, and anti-terrorism campaign of the PNP.
2. The Community Affairs Section shall perform the following functions:
a, Act as conduit in the development, integration, and implementation of
various police community relations programs and activities in support to
anti-criminality, anti-insurgency, and anti-terrorism campaign of the
PNP;
b. Coordinate with PNP units/offices and other govemment agencies for
the implementation of police community relations, programs, projects
and activities;
¢, Facilitate counter-organization and mobilization strategies against CPP-
NPA-NDF affected mass organizations (CAMO) as well as other
community support programs for Internal Security Operations (ISO) to
overcome insurgency movements, in coordination with the Armed
Forces of the Philippines and other concerned government agencies:
d. Assist in the conduct of information operations and activities thru various
forms of media such as: television, radio, intemet, messaging, and print
(TRIMP), to generate support to the PNP in particular and the
government in general;
e. Disseminate information materials (such as: pamphlets, manuals,
leaflets, billboards, streamers, and placards pertaining to public safety;

and education programs of the PNP; and
g. Perform other tasks as directed by the Force Commander, PNP Mobile
Force.
3. The Provincial Mobile Force Companies and City Mobile Force Companies
shall be provided with two additional personnel who shall perform functions relative to
the implementation of police community relations programs and activities in their area
of jurisdiction.
4. The 312 additional personne! who shall perform functions related to
community affairs shall be distributed to the following PNP Mobile Forces:
Community Affairs Section, Regional Mobile Force Battalion;

6. Requisite support pertaining to personnel, logistics, trainings, facilities,
funds, and other resources necessary for the smooth implementation of this directive
‘shail be provided by the concemed Directorial Staff, subject to existing PNP policies
and procedures as well as the approval of the Chief, PNP.
Page20f37. Detailed implementing directives necessary for the smooth implementation
of this General Orders shall be formulated by the Director for Operations, This shall
include appropriate directive which will ensure a clearer delineation of functions of the
Community Affairs Section, PMF; the Police Community Affairs and Development
Group; and the Police Regional Offices and lower units, subject to the approval of the
Chief, PNP.
8. The issuance of this General Orders is in pursuance to the vested power of
the Chief, PNP under Section 26 of Republic Act No. 6975 as amended. All
directives/publications in conflict with the provisions hereof are hereby repealed.
