Effective this date, the Provincial Mobile Force Platoon (PMFP) under Biliran Police Provincial Office (PPO), Police Regional Office 8 (PRO 8) shall be upgraded to Provincial Mobile Force Company (PMFC) to conduct internal security operations and to reinforce/support the Police Stations within the area of jurisdiction of the Biliran PPO in public safety operations, special police operations, and law enforcement operations. 2. The PMFC of Biliran PPO, PRO 8 shall be placed under the administrative supervision and operational control of the Provincial Director, Biliran PPO. 3. The PMFC shall perform the following functions: a, Conduct internal security operations against insurgents, secessionists, and terrorists as an independent unit or part of a larger force; Conduct law enforcement operations against threat groups/organized crime groups and other lawless elements; Conduct long-range reconnaissance, surveillance, and target acquisition; Establish and support a Forward Operations Base whenever the need for such arises for tactical advantage, in coordination with the units of the Armed Forces of the Philippines deployed within the area of responsibility of Biliran PPO; Conduct public safety operations, police-community civic assistance operations during disaster, natural calamities or emergency operations, and other similar operations that promote public safety; Augment the Police Stations which are identified to be prone to Communist terrorist atrocities; Provide police presence and visibility in support to the anti-crime programs undertaken by Police Stations as may be directed by the PD, Biliran PPO; Conduct border control, special police operations and other law enforcement operations in support of the Police Stations within the area of jurisdiction of the province as directed by the Regional Director, PRO 8 and/or the Provincial Director, Biliran PPO; i. Implement police-community relations programs and activities; and j. Perform other tasks as directed by the Regional Director, PRO 8 and/or the Provincial Director, Biliran PPO. 4. In conformity with NHQ-PNP Memorandum Circular No. 2017-063 dated October 16, 2017, as amended by NHQ-PNP General Orders No. DPL-19-08 dated October 29, 2019, the PMFC under Biliran PPO, PRO 8 shall be organized as reflected in Annexes A and B hereof. 5. The Biliran PMFC shall be headed by a Police Commissioned Officer with the rank of Police Lieutenant Colonel who shall be called “Force Commander.” 6. Detailed implementing directives necessary for the smooth implementation of this General Orders shall be formulated by the Director for Operations, in coordination with the Regional Director, PRO 8. 7. Necessary requirements for_personnel, logistics, funds, and other resources for the smooth implementation of this directive shall be provided by the Regional Director, PRO 8 and concemed Directorial Staff, subject to the existing policies and procedures and approval of the Chief, PNP. 8. The issuance of this General Orders is in pursuance of the vested power of the Chief, PNP under Section 26 of Republic Act No. 6975. All directives. or publications in conflict with the provisions hereof are hereby repealed. The existing PMFC under Davao Occidental PPO, PRO 11 shall be renamed as “1st Provincial Mobile Force Company.” 3. The 1st and 2nd PMFCs of Davao Occidental PPO, PRO 11 shall be placed under the administrative supervision and operational control of the Provincial Director, Davao Occidental PPO.
