1. Relative to the conduct of Division Festival of Talents and in pursuant to Division


Memorandum No. 617, s. 2024, this Office will conduct the Sining Tanghalan
Competition in MAPEH on January 30, 2024, 7:00 a.m. at Taytay Elementary School.

2. Enclosed in this memorandum are the following:

3. A registration fee of Three Thousand Five Hundred Pesos (Php 3,500.00) per sub-
office shall be charged against Local Funds to defray expenses for the honoraria of the
judges, certificates, meals (for guests, TWG, working committees) and other
miscellaneous expenses. Likewise, other incidental expenses of the participating schools
that may incurred relative to the conduct of the activity may be charged against local
funds subject to the usual auditing rules and regulations.

4. Other details stated in DM No. 617, s. 2024 shall remain in effect.

IMPLEMENTING GUIDELINES FOR THE 2024 DIVISION FESTIVAL OF TALENTS


(DFOT) IN MAPEH - SINING TANGHALAN COMPETITION

Eligibility and Mechanics


1. Selection and Elimination of Participants
A. Municipal / Sub Office Level
 The Sub Office (SO) MAPEH Core Group Officials will conduct the SO Level
of the Sining Tanghalan, Elementary and Secondary Categories
B. Division Level
 Fifty (25) participants including the Sining Tanghalan Coordinator,
Coaches, and student participants, comprise the official delegation per
municipality
 Participants will compete/showcase their skills in the following areas:

Events Art Specialization

Bayle sa Kalye (Modern Street Dance Parade) Dance

Pintahusay (On-the-Spot Painting) Visual Arts

Sulatanghal (Playwriting) Literary Arts

Himig Bulilit (Children’s Choir Competition) Music

2. 2024 Sining Tanghalan Eligibility and Mechanics

A. Eligibility
The 2024 Sining Tanghalan is open to all elementary (for Himig Bulilit) & Junior
and Senior High Schools including the Alternative Learning System. However, all
schools offering the Special Program in the Arts are required to join the division-level
competition.

B. Municipal /Sub Office Coordinators must confirm on the google sheet posted in the
MAPEH GC (Official List of MAPEH Consultants & Coordinators)

1. Only one presentation shall be made per sub-office. However, Sub-office with
school implementing the Special program for the Arts may also participate
separately from the regular class. C. MECHANICS DURING SKILLS
EXHIBITION
C.1 Bayle sa Kalye (Modern Street/Dance Parade)

1. The Bayle sa Kalye is a modern/contemporary street dance skills exhibition

anchored on the specific theme. Concept or theme for performance, costume
and props must be reflective and relevant to their locality but not limited to the festivals

2. The competition shall have two (2) major components:


1.1. Modern Street Dance Parade – it is the choreographed parade routine
performed by each group
1.2 Dance Exhibition – it is the full presentation of the group’s dance
performance where each group is given 5 minutes to present with an additional
1 minute for entrance and 1 minute for exit

3. A maximum of 12 parade dancers and 2 coaches will be allowed per


municipality
4. Dancers should have not joined or performed in any professional group or won
in any international competition

5. A corresponding one point from each judge’s average score shall be deducted
in the event that there is a violation of the allowable time and any of the
mechanics.

6. The group may use any music of their choice, but the dance routine should be
purely transformational in nature which is characterized by the ff.:

a. Use of dance steps and movements which could be a fusion of two or more
dance forms such as classical ballet, contemporary/modern dance, jazz, hip
hop, folkloric, neo-ethnic, and other genres
b. Use of western or modern staging techniques to transform, widen, stylize and
explore the movement possibilities, patterns, and formation in the thematic
interpretation of a story through dance

7. The use of flammable materials such as fireworks or pyro techniques as a part


of the performance is not allowed.

8. Costumes and props that may represent their municipality are encouraged.
Props used in the parade and the exhibition should not exceed 3 feet in
height/diameter

9. Each group will be judged during the parade and at the exhibition venue

10. Criteria for judging:

EVENT RULES AND MECHANICS:

. Participants are given 8 hours to finish their outputs.


One (1) student-participant per municipality is allowed. For municipality with school
implementing Special Program in the Arts two (2) entries will be recognized: one (1) from
regular school and one (1) from SPA-JHS.

1. Pintahusay is an on-the-spot Painting Showcase.


2. One (1) learner participant either from Key Stage Three (3) or Four (4) per Sub Office
is allowed)
3. Learner-participants are given 8 hours to finish their output
4. Participants may be accompanied by one (1) teacher -coach. However, teacher-
coaches are only allowed to assist them during the setting up of the materials during
the event.
5. The participant should execute one solid composition or concept (poster concept i9s
not allowed)
6. Participants must bring their own materials like;
 Acrylic paint in primary colors (red, blue, yellow)
 Neutral colors (black and white)
 Easels and canvass (36 x 48 inches)
 Paintbrush
 Sponges
 paint containers
 paint cleaning materials (newspaper, washcloth, etc)
7. Participants are not allowed to bring pictures or images as references of their entries
8. The subject of the painting shall be focused on Plein Air or outdoor painting
9. Participants must come on time. However, late participants shall be accommodated
but time shall not be extended

C.3 SULATANGHAL – Playwriting (Secondary)

Sulatanghal is a playwriting competition that focuses on creative writing


skills for a theatre production

1. One (1) participant per municipality accompanied by one (1) Creative


Writing coach. For municipality with school implementing Special Program in
the Arts two (2) entries will be recognized: one (1) from regular school and
one (1) from SPA-JHS.

2. Participants should have not won in any international playwriting /


screenwriting competition

3. Haven’t had any produced by a professional theatre company

4. Haven’t had any play published work in a literary journal

5. During the competition, each participant will be tasked to write a one-act


stage play based on a given theme. They will be given a total of 8 hours to write
and confer with the judges

6. Scripts should be submitted with the following requirements:

 Dialogue should be tailored for 2 actors/actresses


 Written in English or Filipino
 Saved in doc format (Font size 12, double-spaced, letter size paper)
 Entire script should run for a maximum of 10 minutes

7. Identity of the participants must not be written on any part of the work

8. Criteria for Judging:

C.4 HIMIG BULILIT (Elementary)

1. Himig Bulilit is a choir for children competition.


2. There will be one (1) entry per Sub Office.
3. The group should be a composition of the following:
a. 4 members / learners.
b. Elementary learners must be aged 12 and below;
c. One teacher/coach conductor
4. Time allotment has 10 minutes including entrance and exit
5. The group shall sing two (2) songs in a Capella: One (1) warm-up song of choice
and one (1) contest piece
6. Contest piece shall be provided by the DTWG
7. The groups are encouraged to wear any appropriate attire
8. Contest piece shall be sung as a straight singing
9. Participants must come on time.
