EXECUTIVE ORDER NO. 01

Series of 2023

AN ORDER RECONSTITUTING THE BARANGAY DEVELOPMENT COUNCIL

(BDC)

WHEREAS, Section 106 of RA 7160 on the Local Government Code provides that each
local government until shall have a comprehensive multi-sectoral development plan to be
initiated by its development council at the provincial city, municipal, or Barangay level, shall
assist the corresponding Sanggunian in setting the direction of economic and social development,
and coordinating development efforts within its territorial jurisdiction;

WHEREAS, the Barangay Development Council shall assist the Sangguniang Barangay
in setting the direction of economic and social development and coordinating the development
efforts within its territorial jurisdiction;

WHEREAS, the BDC plays a pivotal role in the over-all development and progress of
the Barangay and is considered the mother of all special bodies in the barangay being the
umbrella organization of all barangay-based institutions (BBIs).

NOW, THEREFORE, I, KIM LOUISE P. ACALAYEN, Punong Barangay, by virtue

of the powers vested in me by law, do hereby order:

SECTION 1. REORGANIZATION OF BARANGAY DEVELOPMENT COUNCIL

(BDC). The Barangay Development Council of Barangay Ampayon, Butuan City, is hereby re-
organized.

SECTION 2. COMPOSITION. The BDC, herein referred to as the council, shall be

composed of the following:

Chairperson - Punong Barangay

Members - Barangay Kagawad
- Representative of NGOs operating in the barangay,
constituting not less than ¼ of the members of the fully
organized council, and
- Representative of the congressman of the district where the
barangay is located
SECTION 3. FUNCTIONS. The council shall have the following functions:
1. Mobilize a people’s participation in local development efforts;
2. Prepare barangay development plan based on local requirements;
3. Monitor and evaluate the implementation of national or local programs and projects,
and projects, and
4. Perform such other functions as may be provided by law or competent authority.

SECTION 4. MEETINGS. The BDC shall meet at least once every six (6) months or as
often as may be necessary.

SECTION 5. REPEALING CLAUSE. All prior orders or issuances inconsistent with

this Executive Order are hereby repealed or modified accordingly.

SECTION 6. EFFECTIVITY. This Order shall take effect immediately.
