eligibility?

Non-Creamy Layer candidates from OBC


are entitled to reservations in jobs as well
as educational institutions. However, many
candidates (and even some bureaucrats)
are ignorant about the provisions of the
OBC reservation.

If you are a deserving candidate belonging


to the OBC category, you should not miss
the beneMts of an OBC reservation (due to
ignorance). In this post, we shall see the
criteria for determining whether you fall
under OBC Creamy Layer or OBC Non-
Creamy Layer.

Other Backward Classes


(OBC)
Other Backward Classes (OBC) are socially
and educationally backward classes in
India. OBCs are distinct from Scheduled
Classes (SC) or Scheduled Tribes (ST).

The Central Government of India maintains


a list of castes/communities to be
considered as OBC.

BeneFts of being
included in the OBC list:
To uplift Other Backward Classes (OBC),
both the Central Government and State
Governments are running a lot of programs
and schemes. Some beneMts include:

27% Reservation Quota with respect to


the seats in Government Jobs (like
IAS, IPS etc) and Government
institutes (like the IIMs and IITs).
There is relaxation with respect to the
upper age limit for various
examinations like UPSC Civil Services
Exam.
There is relaxation with respect to the
number of attempts for exams.
There is relaxation with respect to cut-
off marks (only lower cut-off marks are
usually needed to clear exams).

If you fall under the Creamy Layer of OBC,


you will not get the beneMt of an OBC
reservation.

Due to the recommendations of the Mandal


Commission, the Central Government
issued an OZce Memorandum to reserve
27% posts in central government services.
The order was challenged by Indra
Sawhney (Indra Sawhney and Others Vs
Government of India) in Supreme Court
(1992).

The constitutional bench of the apex court


upheld the decision to reserve 27%
reservation for OBC’s in Central Government
service. But in the verdict, Honorable
Supreme Court cleared that the creamy
layer among OBC’s should be excluded
from the reservation.

Central Government constituted a


commission chaired by Justice Ram
Nandan Prasad to identify the creamy layer
among OBC’s. The commission
recommendations were as such approved
by the Central Government.

Based on this, the Central Government


issued an order regarding the guidelines
and criteria for excluding Creamy Layer
among OBC. The same criteria and
guidelines are still in force for identifying
Creamy Layer among OBC’s.

Note: There is no concept of the creamy


layer with respect to SC/ST reservation.

How can you know if you


get OBC Reservation?
Central Government maintains a list of
castes or communities which are given
OBC status. Check the Central List of OBCs
– based on your state. If your caste or
community is mentioned there, you can
apply under OBC quota – provided you
meet the Non-Creamy Layer criteria as well.

If the candidate’s community is mentioned


in the above list, then the next step is to
check whether he/she belongs to the
creamy layer or to the non-creamy layer.
You should note that reservations are
offered only to candidates belonging to the
OBC non-creamy layer.

How can you know if you


belong to Creamy Layer
OBC or Non-Creamy
Layer OBC?

The creamy layer is based on the status of


your parents.

For the jobs under the Central Government,


if the parents of an applicant entered the
service as Class I oZcer before the age of
40 (direct recruitment), the applicant is
considered as a creamy layer.

Also, if both the parents of the candidates


entered into service as class II oZcers,
before the age of 40 (direct recruitment),
and entered into the service before the age
of 40, the applicant is considered as a
creamy layer.

Who comes under Non-


Creamy Layer OBC?
Except for the above children of the above-
mentioned employees, almost all get the
beneMt of “Non-Creamy Layer” Status.

If your parents are not directly


recruited Class1 (Group A) or Class2
(GroupB) oZcers OR they do not
occupy any constitutional posts (like
that of President, Vice President,
Governor etc) you are most likely to
fall under Non-Creamy Layer OBC.
If your parents are not employed by the
government, their income should be
within the limits by the government to
be treated as Non-Creamy Layer OBC.

Income Limit of
determining the Non-
Creamy Layer Status of
OBCs
In order to qualify as an OBC non-creamy
layer candidate, the applicant’s parents’
annual income should be less than Rs. 8
lakhs.

Salary and agricultural income are not to be


considered as income for calculating
annual income for creamy layer status. As
far as the Government employees are
considered, the entry cadre/post is to be
taken into consideration.

While applying the “Income/Wealth Test” to


determine the creamy layer status of any
candidate, income from the salaries and
income from the agricultural land shall not
be taken into account. It means that if
income from other sources other than the
salary and agriculture exceeds the income
limit, then only the candidates shall be
treated as Creamy Layer.

Note: When the creamy layer concept was


introduced, the income limit was set at Rs 1
lakh per annum (1993). Thereafter, it was
raised to Rs 2.5 lakhs p.a (2004). It was
subsequently increased to Rs 4.5 lakhs p.a.
in 2008 and then to Rs 6 lakhs p.a in 2013.
The current limit is Rs.8 lakhs per annum.

Who is the authority to


issue the OBC Non-
Creamy Layer
CertiFcate?

Usually, the Non-Creamy Layer CertiMcate is


issued by the Tahsildar of the concerned
State Government. The procedure for
obtaining the Non-Creamy Layer CertiMcate
may differ from State to State.

Income be also included
while determining the
family income with
respect to Non-Creamy
Layer status?
You may note that ”Income” here refers only
to the income of the parents and not the
candidate’s income.

The creamy layer status of a candidate is


determined on the basis of the status of
his/her parents and not on the basis of
his/her own status or income or that of
his/her spouse (husband or wife).
Therefore, while determining the creamy
layer status of a person, the status or the
income of the candidate himself or of
his/her spouse (husband or wife) shall not
be taken into account.

In short, the candidate’s income is not


considered for determining the Non-Creamy
Layer Status of OBCs.

With regarding parents under
Government employment, the status of
the job (Group A/B/C/D) is more
important than the salary. If your
parents are earning more than 8 lakhs
but their rank is below that of group B
oZcers, you will still come under the
Non-Creamy Layer.
However, regarding parents under
private employment or private
business, annual income is the main
criterion. Nevertheless, salary and
income from other sources should be
considered separately.
The main point here is to treat income
from salary and income from other
sources separately. Neither salary nor
income from other sources should
cross Rs.8 lakhs
in three consecutive years.
Check your parent’s salary for the last
three consecutive years. If in any of
the last 3 years it is below 8 lakhs, you
are qualiMed for OBC Non-creamy layer
status, provided income from other
sources is also less than 8 lakhs.
As per rules, group category A & B
(Service Category), the son(s) and
daughter(s) of Group A/Class I OZcers
and both the parents of Group B/Class
II OZcers only are excluded from
availing the beneMt of reservation. All
other OZcers i.e. if only one of the
parents is a Group B/Class II OZcer
and all the OZcers below the Category
II OZcers are entitled to avail the rule
of reservation unless their other
income other than the salaries and
agricultural land exceeds the income
criteria limit prescribed.
As far as Group B/Class II OZcers are
concerned, if one of the parents of the
children while working as Group
B/Class II OZcer gets into Group
A/Class I OZcer at the age of 40 or
earlier, then also the children are not
entitled to the beneMt of reservation.
But in case the Group B/Class II OZcer
gets into Group A/Class I OZcer after
the age of 40 years, the children are
entitled to get the reservation.
In PSUs, all executive-level posts,
board-level executives and managerial-
level posts are treated as equivalent to
Group ‘A’ posts in the government and
will be considered ‘creamy layer’.
Junior management grade scale 1 and
above of public sector banks, Mnancial
institutions and public sector
insurance corporations will be treated
as equivalent to group ‘A’ in the
government and considered as OBC
‘creamy layer’.
OBC reservation eligibility is entirely
different from EWS reservation
eligibility. Don’t mix up things. Income
and Asset CertiMcate needed for
Economically Weaker Sections (EWS)
among General Category is different
from the Income and Wealth
certiMcate mandated for the Other
Backward Castes (OBC) Non-Creamy
Layer.

What is the validity of an


OBC Non-Creamy Layer
CertiFcate?
The Non-creamy Layer (NCL) CertiMcate
would be applicable to OBC candidates who
are covered under the Income/Wealth Test
criterion. The income limit is decided on the
basis of income earned during three
previous Mnancial years preceding the year
of appointment.

To illustrate, the validity of non-creamy layer


certiMcate issued during any month of the
Mnancial year 2016-17 covering 3 preceding
Mnancial years viz. 2013-14, 2014-15 and
2015-16 be accepted by the concerned
authorities for any appointments or
recruitments which would be valid during
the period April 2016 to March 2017.

The appointing authorities would accept the


production of a self-attested photocopy of
the Non-creamy layer certiMcate, subject to
veriMcation of the original Non-creamy layer
certiMcate, as is the practice being followed
for veriMcation of other original documents.

With respect to exams conducted by UPSC,


the candidates are expected to possess
certiMcates dated than the closing date of
the application for the preliminary exam.
For example, with respect to UPSC CSE
Prelims 2019, the OBC certiMcate should be
dated before 18th March 2019.

While the OBC status of a candidate may


change only when the community of the
concerned candidate is removed from the
OBC list, his/her creamy layer status may
change at any time. Therefore, it is not
possible to determine a _xed
validity period for the OBC certi_cate.

However, for most practical purposes, the


validity of an OBC NCL CertiMcate is treated
like 1 year. If your OBC NCL certiMcate was
obtained before 1 year, it is always better to
get a new OBC NCL before applying for
exams.

Also, it is advisable to get the OBC NCL


CertiMcate in either English (prefered) or
Hindi.

What if you fall under


OBC creamy layer?
Candidates who fall under OBC creamy
layer (parents’ annual income more than 8
lakhs) are treated as general category
students. They do not have any reservations
at the Government institutions.

They can compete in general merit.

Conclusion
The purpose of OBC reservation (non-
creamy layer), is to uplift the most
deserving candidates among backward
classes. Except for the most privileged,
most of the OBC candidates usually come
under Non-Creamy Layer OBC.

However, many eligible candidates are not


aware of how to obtain the required
certiMcate.

To make matters worse, corrupt and


ignorant bureaucrats often deny deserving
candidates the OBC non-creamy layer
certiMcate.

By going through the provisions of the


government regarding non-creamy layer
criteria in detail, you can claim your
deserving quota without any harassment
from the authorities.

My NCL obc had expired in last August 19


and applied for a new one on 27 oct19 and
issued and got it on 30 nov19..Now, am I
able to appear in interview whose Last date
of submission form is 15 Nov 19 as at that
time I have no new issued NCL in my hand..
authority has said that I am not eligible for
the post as at the time of last date of form
submission no new certiMcate was in my
hand, though I have applied for it about 17
days prior to last date of form submission..

I m bc-e Muslim minority I come under shaik..and
while I m applying for non creamy layer
certiMcate they said that this state certiMcate will
be not valid for central jobs as obc candidate I
asked them to apply prleims I want non creamy
layer but they said there is no obc Muslim
minorities mentioned in cemtral level they said if I
want to apply now would I come under obc and

Kindly let me know, my NCL obc is expired on
August 2019. I have applied for renew on
oct2019 and after about 1month they have
issued the certiMcates, I,e on 30 nov19..now
the question is, am I eligible for NCL obc
post for a interview whose last date of

many oZcers are not aware of the detailed
provisions. However, if you give a copy of the

they will give you the Non-Creamy Layer
certiMcate.

income after all deduction (80c, 80D, HRA,
LTA) or total gross income including all
deduction as per IT return form? What if total
gross income is above 8 lakhs but with

Sir, My district administration at Madhya Pradesh


has refused me the OBC NCL certiMcate, though
my parents are class 3 employee in state
government. I have shown them DOPT order
regarding this. But they are still refusing stating
that may parents has income from salary which
is greater than 8 lakh… Apart from salary and
agriculture we have no other income.

Only few days are left to apply for CSE. I’ve also
written Mains last year. Kindly help.

Sir, my district administration in Marhy Pradesh


has refused me OBC NCL certiMcate. My parents
are class 3 employees in state government, and
draw iccome from salary which is greater than 8
lakh per annum but have no income except salary
and agriculture.

I have also shown them DOPT order regarding


this. But they have still refused. Kindly help.

Only few days are left to apply for. I have written


Mains last year.

district with the material/clariMcations
provided here in this article. You may carry
this material as soft copy (PDF) or take
printouts of the same.
I am sure, the Collector will deMnitely help
you out.
And, in case your parent(s) is(are) govt.
(central/state) employee(s), their
salary/agricultural income is not considered
for determining your creamy layer status.
Income from other sources means income
from interest, rent, trading in stocks etc.

Respected Sir, My question is regarding Caste.


My father was a banker in state rural bank and
currently he is retired. Before retirement his
salary was around 94000 per month and now he
is getting pension around 44850 per month. At
the time when he joined bank was a clerk. My
mother is a housewife. I am a UPSC aspirant
looking for relaxation under OBC- NCL. I have
obtained my OBC NCL caste certiMcate from
Tehesildar previous year. From which catagory do
I apply for UPSC exam OBC-NCL or General.

If your caste does not appear in Central List
of OBCs, then OBC certiMcate serves no
purpose! The certiMcate issued to you by the
authorities of your State may be valid for
posts in the State Govt. Just check-up
carefully, it may be BC certiMcate & not the
OBC one.

I presume that your father retired as Class C
employee from State Government. In case he
was promoted to Class A or B, I presume that he
was not promoted before the age of 40 years. I
also presume that he is not earning more than
Rs.8.00 Lakh per year from other sources
(excluding pension and agricultural income) for
the last consecutive three years. If my above
presumptions hold good, then I think, you are
entitled for Non-creamylayer OBC certiMcate.
Your parents’ income from only other sources,
e.g. bank interest, business etc. for the Mnancial
years 2015-16, 2016-17 & 2017-18 shall only be
taken into account for determining your creamy
layer status. Your and your spouse’s
status/income has nothing to do with issue of
this certiMcate.

all sources.(average of last 3 years)

Meanwhile his parents(Retired) has average

empoyed people (for eg. Shopkeeper) show
income less than 8 lakhs even though there

(IFS) who expired while in service on 08-09-2018,
leaving behind wife and only daughter. My Grand
Daughter is B.Tech Mnal and wishes to apply for
Civil services.
the following OBC ( NC)criteria may be examined.
i. My daughter and granddaughter are only two
members in the family and my daughter gets
family pension by central Govt and IT Payee for
A.Y 2017-18,2018-19 AND 2019-20.
ii.Excluding Central govt pension and agricultural
income her income is Rs.2,55,521, Rs.2,86,368
and Rs.3,02,105 respectively for AYs 2017-18,
2018-19 and 2019-20 as per IT Returns, forming
other sources income ,interest in come rental
income.
iii.Wealth tax in India was abolished by Govt.of
India w.e.f 28-02-2016. However, my daughter’s
net wealth is also less than Rs.30 lakhs, within
the exempted limit of wealth tax.
iv.My granddaughter being the daughter of an
OZcer under the category of Service Category,
Class I OZcers of AIS who died while on duty and
as exempted from creamy layer as per proviso
(a) to

If you don’t mind , can you please clarify these
doubts.
1. I belongs to KURUBA Community/caste and
we are staying in urban area , Can I apply for OBC
certiMcate if, parents income is with in
limit.
2. For Computing annual income for OBC
certiMcate which of the following duration should
be considered.
(a) Income( from all the sources) from April to
march of Mnancial year should be added up. or
(b) Income( from all the sources) from January to
December of calendar year should be added up
3. My friend would like to apply/try for jobs in
public sector under OBC. Now he is in private
sector job. Now, For OBC, Total Income, should
he considered from parents alone his income
from private company should be added to
parents income.
4. As income limit is changing from time to time,
from Rs. one lakh to 2.5 lakhs, Rs. 2.5 lakhs to
4.5 lakhs, 4.5 lakhs to 6 lakhs etc
I would like to know, income limit changes and
corresponding years, starting from One lakh. ( I
mean ,income limit is amended from what limit to
what limit in Lakhs and corresponding years.)
5. When public sector jobs are called for oZcers,
in advertisement , when I am suppose to submit
OBC certiMcate as per Government directive/
Govt rules, if nothing is mentioned in the
advertisement
( i e when I am applying for the the post( by
submitting application online under OBC) or
when I am appearing for the interview or when I
am joining for the post ,if I got selected.)
6. when job is called for various posts in a
particular date, Is there any rule as per Govt that I
should obtain OBC certiMcate from Tasildar
before some speciMed date. If this is not
speciMed in the advertisement , what date should
I considered.
7. Is there any new amendments for persons in
urban areas of KURUBA community for OBC. If
So in which year. I mean , Persons in urban areas
of KURUBA community are eligible to apply for
OBC certiMcate or not . If not eligible , from which
year they are not eligible.
8. What is wealth limit for OBC non creamey layer
in terms of rupees and properties.
I request , please kindly clarify me, these doubts.

I am from West Bengal, I already have an OBC


certiMcate issued in April ’19, when I approached
the oZcials for Non-Creamy Layer CertiMcate,
they said that I need to submit a copy of the Call
Letter of Document VeriMcation along with the
proforma of the NCL CertiMcate. What I mean to
say is that they will issue the NCL CertiMcate
after the Call Letter of Document VeriMcation is
issued but in notiMcation it is mentioned that the
NCL CertiMcate must be obtained before the
closing date of application. Kindly let me know

Hi I am Piya,
My father was class 3 oZcer at time of
joining and retired as class 1 oZcer. I used to
get non creamy certiMcate under class 3
criteria. But after retirement in 2020-21 he
started private business with income approx
7.5 lakh per annum.
He is receiving pension amount 7 lakh per
annum.
1. Will this pension considered as “source
other than income”. It makes income from
other sources approximately 14 lakh.
Or pension will be considered as salary and
will be calculated seperately than “income
other sources (business here in my case)”?

2.if above logic held true, Our income “from


other sources” is more than 14 lakh for 2020-
21 only. In 2018-19 and 2019-20 it was
according to father’s government service
status criteria. And ” income from other
sources” is zero for two years. Am I eligible
to get non creamy layer certiMcate? ( As our
income was within limit for 2 years and it’s
more than 8 lakh for 1 year only. So it’s not
more than 8 lakh for theree consecutive
years)

Hi Ankur,
First of all, you have not mentioned the
profession of your father. If he is in service
(Govt./PSUs/Private sector), then his salary
income will be ignored for determining your
Creamy Layer status and income from other
sources will only be taken into account. This
income should not exceed ₹8 Lakhs
consecutively for three years. Suppose you apply
for a job in the year 2020, then “consecutive three
years” means-
Financial Year 2016-17, 2017-18 & 2018-19. If
income from other sources falls below ₹ 8 Lakhs
in any one or two of these Years, then it makes
you entitled for Non-Creamy Layer OBC
certiMcate. Since, Creamy Layer status is liable to
change, hence the validity of the certiMcate is
normally treated as being one year. Therefore, it
is advisable to obtain fresh certiMcate just before
applying for a competitive exam. which is spread
over a year.

misconception here, as per the NCBC link you
gave, salary is not considered for only for wards
of Govt. /PSU or equivalent employees. For
others, salary is considered but the catch is that
if either income from salaries or income from
other sources( not taking account of agricultural
income ) exceeds 8 lpa then he/she is not eligible
for OBC certiMcate.

The information above is not correct. As per the


NCBC link you gave, salary income is taken into
account where parents are holding posts for
which equivalence has not been established with
govt posts. In such a case if either income from
salary or income from sources except agriculture
is >8 lpa then the children of such prsons will be
in creamy layer.

india. According to the notiMcation issued by the
gov india i should be coming under the non
creamy layer, but the authorities at tehsil sri
hargobindpur in district gurdaspur are adamant
that the cumulative income of whole family
should be less than Rs.600000/-. I tried
reasoning with them but they outright rejected
my claim and said that i belong to the creamy
layer.
What option do i have to claim my right in this

Hi Navneet Singh,
Your problem relates to lack of awareness on the
part of lower level bureaucracy. Even the N.C.B.C.
have recognised this . Clearias has put all the
relevant clariMcatory circulars on this
website.You can show these to the dealing
oZcials.It would be better if you directly
approach at least the S.D.M. of your Sub-
division.If he is not convinced, then you must
approach the D.C. of your district.
Since, your father has been/is in service as bank
clerk, therefore his income from salaries is to be
excluded from the purview of creamy-layer. Only
household income from other sources,e.g. bank
interest,house-rent received, income from trading
in shares etc. is to be counted. And, this income
from other sources should not exceed ₹8 lakh
p.a. for consecutive 3 years. I assume that your
mother is home-maker.
If you meet the above mentioned criteria, you
should deMnitely get your Non-Creamy Layer OBC
certiMcate.

Sir i am native of karwar, karnataka and i do have


the caste certiMcate of obc karnataka which is
also listed in Central list as OBC Bhandari 180, I
was born in karnataka but boughtup in pune. I’m

years, I have completed my school from
Nursurray to 10th and 12th from Maharashtra
state. My father was a cop at a post of Head
Constable in Maharashtra state, he passed away
in 2014 from that on we are get pension which is

incl Basic Salary,+ HRA,DA,TA,is his Son get NCL.
Which part of the salary be counted as income?
Is it Basic salary only or all emoluments together
be taken go calc Annual Income.

I have a query regarding the OBC certiMcate
procurement, Sir I reside in Karnataka state , my
caste is Vysya and in Karnataka state OBC list
“Vysya” caste is also mentioned as OBC.

Sir , no where in my school certiMcate my sub


caste as “Vysya “ is mentioned by my parents, it’s
just mentioned as Hindu and the same thing
continued for all my academic period.

I got employed in Indian Railways , on


Compassionate grounds on my Father’s demise,
my age then was 34 years, I was chosen for a
group “C” Clerical job with annual gross salary
around Three Lacks per year.

Now I am 45 as a group “C” Clerical employee


still with annual gross salary at around Six lacks
per year. ( as the salary goes on increasing on
yearly basis accordingly).

Now I came to know that I am “OBC”, I have


applied for the same (online) with all my records
as mentioned above , but my sub caste is not
mentioned in my school records or elsewhere.
Just it is mentioned as Hindu only.

And none of my parents have the sub caste


mentioned in their records.

I have a cousin brother in Andhra Pradesh


Who has a caste certiMcate mentioning “Vysya”
as his caste. As both of us have the same
surnames.

On this basis of Surnames being same, I have


applied for a caste certiMcate in my state, with
my cousins certiMcate as proof and also
submitted the same.

Kindly send me some suggestions to my “email


I’d “ what to do next if the application is rejected (
approach a lawyer etc ) and if I come under
Non Creamy Layer or not.

My mother got recruited in delhi Police in 1989 as
a constable and after her 31 years of service she
has attained the post of sub inspector. Her
current salary is 60k per month. My father joined
indian army as sepoy and retired as Naik in 2003,
after which he joined as driver in Tata motors
earning 25-30k per month from then till now. So
he has his pension as well which is around 24k
per month.
I’m a resident of Delhi and residing in delhi since
1990. I belong to Jaat community, as I am
residing before 1993 am I eligible for falling
under the OBC category, and also i would like to
know that if UPSC considers OBC of NCT Delhi
non creamy layer in their eligible OBC candidates.

based on income of three previous Mnancial
years but as we know, the non creamy criteria for
govt servants is NOT decided on the basis of
salary, rather their cadre/group. So, how can I
keep updating my OBC everytime for claiming

2, I had given without preparation for csat
practice as I was writing CAT that time &
suddenly got interest in GS papers while
appearing for TISSNET). In the 3rd attempt(1st

1/2 oZcers of GOI based. This is despite we are
satisfying the Income Wealth test critirea of
gross income less than 8 lakhs excluding salary
or agri income.

Considering that no private post – govt post


equivalence is released by GOI, can I push for

I have no land on my father’s name and migrated
to jharkhand in 2000
How can i make my obc certiMcate in jharkhand
(where they are mot making obc certiMcate of
outsider)

And i have no property in bihar so claim)


My income is less than 4 lakh a year.
In that case how can i make my cast certiMcate ?
And from where or which state?

Due to this my elder son missed the opportunity


to get admission in premiere iit college apart
from ranked under Air 4650 in jee advance and he
is studying in iit jammu.

Please guide and help me to make my OBC cast

Dear Sir,
I would like to know my eligibility for OBC-NCL.
My both parents are employed in abroad. They
have no income in India other than interest from
NRE Mxed deposit and FCNR deposit and they
don’t have to give income tax as they are NRIs.
Kindly advise me

Sir,

My parents are working in UAE as private sector


employees however I cover under backward
class at state level. When coming under OBC will
I be a creamy layer or non creamy layer as
converting their UAE salary to Indian salary it will
be above 8 Lacs. I m applying in general category
as I felt income above 8l,is it correct or I should
be in non creamy layer

I’m Swapna born on 5th Sep 1989, I belong to


Veerashaiva Lingayat caste OBC in
Telangana(Born and brought up in Telangana,
OBC NCL as parents income not more than
8lakhs since 3 years) and have OBC certiMcate. I
see at the Center level this caste is considered as
General category, so am I eligible for 2023 UPSC
based on 32+3(age relaxation) or is it I will be
considered under General category and have no
attempts left as I already crossed 32.

Class 1 , but I am not Government Gazzeted
OZcer Class 1. My income is above 25 lac per
annum…In this case can I get NCL for my son?
