an integrated approach to village development to accelerate mobility across all generations. We believe in
bringing solutions through multi-sector changes through engaging community-based institutes like Self Help
Groups (SHGs), Panchayati Raj Institutes (PRIs) and Front-Line Workers (FLWs) together to closely work
with the government.

TRI works directly with more than one million people in 2000 villages across India’s poorest states and
impacts close to over 60 million rural Indians through its formal engagement with governments at different

Primary Role of the Position: This position will play a critical role in designing, delivering and monitoring
of support architecture to strengthen three tier local governance system and its multi-sectoral planning and
execution with special focus to health and its determinants for achieving the goals of localization of SDGs.
Strengthening of System for Training and Capacity building of elected representatives and officials is one of
the major focus of this role.

Accountabilities
● Strategic Planning & Policy Development:

 Collaborate with the Ministry and the training and capacity


building division in design, delivery and monitoring of
participatory planning and capacity building initiatives aligning
localizing of SDGs with specific focus to thematic areas like,
Health, Nutrition and Gender Inclusive Panchayats
 Support in developing architecture for smooth roll-out of
training and capacity building efforts aligning People’s Plan
Campaign (PPC) and create process – protocols, related
guidelines and operational frameworks for execution
 Explore innovations for system strengthening and facilitating
PRI-CBO convergence, Policy Analysis, operational
protocols and on-ground assessments
 Collaborate with national health authorities, relevant
stakeholders, institutions to understand national agenda,
priorities and align it with decentralization and local
governance for integration with People Plan Campaign and
local level planning
 Extend handholding support and strategic support to State
teams for demonstrating quality planning and monitoring
processes
● Training & Capacity Building
 Facilitate in developing new age modules, digital platforms
and related materials for the training and capacity building for
PRIs and related stakeholders like SHGS and FLWs
 Engagement with national training institutions, academic
institutions etc. for incorporating health and local
governance related components in existing training modules
and curricula
● Tracking and Monitoring of Investments
 Facilitate developing a tracking system for tracking the
investments vis-à-vis plans and formalize process-protocols
for it – analysis and visualization of data for strengthening the
process and outcome-oriented plans
 Undertake study on expenditure patterns of past years
relevant to the needs of women and children related health
outcomes

● Programme Monitoring
 Facilitate creating central level repository of all relevant
materials of Training and Capacity building and develop
system for the RLBs to access it smoothly
 Regularly collect data, conduct assessments, measure the
impact initiatives and develop index to understand the level
of knowledge, skills disseminated
● Transparency & Reporting
 Maintain transparency by providing timely and accurate
reports on activities, outcomes and challenges
 Sharing and publishing consolidated information for
dissemination with the community, Panchayat
representatives, and relevant government authorities to
ensure accountability and build trust

● Advocacy & Communication


 Advocate for additional resources and support from higher
government levels or external funding sources when needed
 Effectively communicate the progress and success of
initiatives to create awareness and garner support

Knowledge /  Understanding of local, state and national public health policies and
Skills frameworks
 Understanding of the specific planning processes and
operationalization of large-scale Training and Capacity building
programmes
 Familiarity with the structure, functions, and responsibilities of
Panchayats, local government bodies, and their thematic areas,
especially health and nutrition
 Proficiency in collecting, analysing, and interpreting data to assess
the impact of health programs and make informed decisions.
 Knowledge of budgeting and financial management, including the
allocation and effective use of funds for health projects
 Strong communication and advocacy skills to effectively convey the
importance of public health initiatives to stakeholders and secure
support
 Expertise in designing and conducting training programs to build the
capacity of Panchayat representatives and community committees
 Understanding of cultural diversity and the ability to tailor health
programmess and communication to the cultural and linguistic
preferences of the community

Qualification / 01. Post-graduate degree in Social Work / Public Policy / Rural
Development / Health Management / Governance or related filed,
Work Experience: with more than 10 years of experience
02. Experience of working with national or state government
departments – understanding of process procedure of government
working
03. Understanding of IT based modules and implementation and
training and capacity building programmes for ERs
04. Knowledge of central/state sponsored schemes, budgeting and
financial processes
05. Willingness to stay and travel in rural areas of India
06. Excellent reading and writing skills in Hindi and English

Primary Role of the Position: This position plays a critical role in designing, delivering and monitoring
of support architecture to strengthen three tier local governance system and its multi-sectoral planning and
execution with focus around health and its determinants and develop system of training and capacity
building of elected representatives and other stakeholders. The selected candidate will be embedded with
state Panchayati Raj department and will extend technical assistance for strengthening local governance
system to build their capacities around localization of SDGs with special focus in areas of Healthy Panchayat,
Gender Inclusive Panchayats etc.

● Strategic Planning & Policy Development

 Support the State PR departments and state/regional level


training institutions in designing, delivery and monitoring of
participatory planning and capacity building initiatives aligning
localizing of SDGs i.e. healthy, women friendly panchayats
etc.
 Support in developing architecture for smooth roll-out of
training and capacity building efforts aligning with People’s
Plan Campaign (PPC)
 Innovate and ideate development of digital platforms to
support the learning and training mechanism of respective
stakeholders like line department, YFs, PRI members etc.
 Collaborate with state NHMs and health dept. to understand
their objectives and priorities and aligned health issues within
the GRDP/PPC process
 Develop strategies and plans that align with LSDs goals and
strengthen planning incorporating the specific needs and
challenges of health and health determinants of the Panchayat
 Work with state and district authorities and Panchayat
representatives to build the system of regular monitoring and
review and equip them with the perspective around LSDGs
and thematic participatory planning
 Support demonstration areas through regular field visits,
training and handholding for block team and support them by
demonstrating quality planning and monitoring processes
● Training & Capacity Building
 Facilitate in developing new age modules, digital platforms
and related materials for the training and capacity building for
PRIs and related stakeholders like SHGS and FLWs etc.
 Engagement with state/regional training institutions for
incorporating health and local governance related
components in existing training modules and curricula

Primary Role of the Position: This position plays a critical role in designing, delivering and monitoring
of support architecture to strengthen local governance and its multi-sectoral planning and implementation
specially around health and health determinants and develop system of training and capacity building of
elected representatives and relevant stakeholders.

The selected candidate will be placed at block level to work around accelerating the Institutional capacity
and service delivery of Gram Panchayats through support in modelling of GPDP planning, intensification of
9 thematic localization of Sustainable Development Goals with specific focus to health and its determinants.
One of the critical areas of work is to support the Training and Capacity building efforts through district
and block level authorities training institutions and integrate various digital tools for robust monitoring of
various programmes. Capacity building of PRIs and preparing of yearly calendar would be one of the agenda
of support.

● Strategic Planning & Policy Development:

 Develop strategies and plans that align with LSDGs and


strengthen planning processes incorporating the specific
needs and challenges of health and health determinants of the
three their Panchayati Raj Institutions
 Develop structured mechanism for monitoring
implementation of approved GPDPs and incorporation of
budget in annual plans
 Support the Block Administrations in Progress tracking of
GPDP plans and regular updating to district/block level
officials/ and PRIs through monthly report cards
 Coordinate with district and block PR offices and provide
handholding support in training & CB in quality GPDP
preparation. Further, engage with Gram Panchayats and
demonstrate the model GPDP focussing on health and health
determinants in order to scale-up best practises
 Facilitate in rolling out digital platforms to support the
learning and training mechanism of respective stakeholders
like YFs, PRI members, FLWs etc.
 Operationalize and sustain PRI-CBO convergence
interventions on the ground
 Collaborate with local health authorities to understand their
objectives, priorities and align it with grassroot level planning
to become its community agenda
 Work with Block and District Panchayat representatives to
build the system of regular monitoring and review and equip
them with perspective around LSDGs and on-ground
