1.0 PURPOSE & SCOPE


To establish a procedure to mitigate the risk of product contamination in the

event of emergency.
Apply to emergency event such as power failure, water shortage, fire and
chemical spillage, machine breakdown, workplace incident, public health
emergencies, security threats, flood, earthquake, malicious computer
hacking, public food safety event, legal proceeding / mandatory regulation
action.

2.0 RESPONSIBILITY
2.1 In the event of emergency, the QC Supervisor, Production Supervisor /
Technical Engineer (flexible), Warehouse Supervisor and Maintenance
Supervisor shall check the condition of the affected product and report to
their superior.
2.2 In the event of emergency for strike, public food safety event and legal
proceeding/ mandatory regulatory action, the Safety & Security Manager, QC
& R&D Manager or Operation Manager shall inform HOD / Food safety
team leader / Top management of the emergency activities.

The Safety & Security Manager, QC & R&D Manager together with

Assistant production manager, Assistant flexible Manager(flexible),
Warehouse team leader and Assistant Maintenance Manager shall verify the
effectiveness of the actions taken by the Production Supervisor / technical
engineer (flexible) and supervisors.

Food Safety Team Leader shall be responsible to inform the certification

body within 3 working days of the commencement of the serious events
(strike) or situations (public food safety event & legal proceeding/mandatory
regulatory action).

Safety & Security personnel shall prepare the test report and confirmed by

5.0 DETAIL PROCEDURE


5.1 Power failure
In the event of power failure, production activities shall be

stopped until electricity resume.
Once the power is fully restored, the Production Supervisor
/technical engineer (flexible), warehouse Supervisor and QC
Supervisor shall check the condition of the product before
use. Item that cannot be used or reworked shall be handled
according to the Control of Non-conforming product
Procedure.
5.2 Water shortage
Water usage is for hand washing only. In the event the
reserve water was insufficient for use until the water supply
5.2.1
resume, hand sanitiser will be provided by Admin
department.

5.3 Fire
Should the damage caused by fire be minor, affected items
(raw materials, finished goods, equipment and facilities) shall
5.3.1 be inspected thoroughly by the Production Supervisor /
technical engineer (flexible), warehouse Supervisor and QC
Supervisor.
Affected raw materials, WIP and Finished Goods shall be
scrapped.
The Safety & Security Manager, QC & R&D Manager
together with Assistant production manager, Production
Supervisor/ Assistant flexible Manager(flexible), Warehouse
5.3.2
team leader and Assistant Maintenance Manager shall verify
the effectiveness of the actions taken by the Production
Supervisor / technical engineer (flexible) and Supervisors.

5.4 Chemical spillage


In the event of chemical spillage, the Production Supervisor /
technical engineer (flexible) shall remove the Raw Materials,
5.4.1 WIP and Finished Goods from the affected area. Affected
product shall be handled according to Control of Non-
conforming Product Procedure.
Cleaning shall be carried out by production operators with
5.4.2 the supervision of Team Leader before resume operation.

5.5 Machine breakdown


In the event of machine breakdown, WIP product affected shall

be protected or packed or covered, labelled and stored properly.

Should breakdown be minor, repair work shall be carried out.


5.5.2 Related parts shall be properly cleaned before resuming
production.

Should breakdown be major, maintenance personnel shall


5.5.3 arrange supplier to repair the machine. Related parts shall be
properly cleaned before resuming production.

WIP that cannot be reworked shall be discarded and handled


5.5.4 according to control of Non-conforming Product procedure.

5.6 Work place incident


Any work place incident (e.g. workers injury) shall be
5.6.1 investigated and recorded by Security, Safety & Health
department (ERP-SSHC-KI-001 safety procedure).
Materials/ WIP/ products that are contaminated due to the work
5.6.2
place incident shall be segregated and inspected.
Nonconforming products shall be handled according to Control
5.6.3
of Non-conformance product procedure.

5.7 Public health emergencies


Any public health emergencies as announced by MOH shall be

communicated to food safety team and all departments.
Materials/ WIP/ products that are affected by the public health
5.7.2
emergencies shall be segregated and inspected.
Nonconforming products shall be handled according to Control
5.7.3
of Non-conformance product procedure.

5.8 Security threats (War, Strike, Terrorism, Crime)


5.8.1 Any security threats event will be fully controlled with facility
security with access controls, surveillance systems and security
personnel under Security, Safety & Health Department.
5.8.2 Materials/ WIP/ products will be seen by CCTV movement for
24 hours including alarm fencing perimeter and lighting during
night and all controlled in security room.
5.8.3 In the event of security threats, production activities shall be
stopped. Should the damage caused by security threats be minor,
affected items shall be inspected thoroughly by the Production
supervisor / technical engineer (flexible), warehouse supervisor,
maintenance supervisor and QC supervisor.
5.8.4 Affected raw materials, WIP and Finished Goods shall be
handled according to Control of Non-conforming Product
Procedure or scrapped if needed.
5.8.5 Access to plant and warehouse are restricted to authorized
person only. Visitors must accompany by authorized personal
when they come production facilities. Furthermore, before any
visitors go into the plant, safety visitor permit must be filled.
5.8.6 Security patrol (security operations) performed and completed
the patrol report. Weekdays (0700 hours to 1900 hours and 1900
to 0700). Security Guard shall be rotated by post once every 2
hours

5.9 Flood
5.9.1 Security, Safety & Health department shall access the situation
to discontinue operation on affected area.

5.9.2 General clean up to remove any standing water and wet


materials.
5.9.3 Materials/ WIP/ products that are affected shall be identify,
segregated by warehouse supervisor/ production supervisor/ QC
supervisor/ maintenance supervisor.
5.9.4 Affected raw materials, WIP and Finished Goods shall be handled
according to Control of Non-conforming Product Procedure or
scrapped if needed.

5.10 Earthquake
5.10.1 In the event of earthquake, Security, Safety & Health
immediately initiate an emergency shutdown of all
production processes and machinery.
5.10.2 ERT members should promptly guide all employees to
assembly safe zones with providing treatment any injuries

5.10.3 Security, Safety & Health department will communicate with
BOMBA to report the situation and request assistance
5.10.4 Materials/WIP/Products that cannot be reworked shall be
discarded and handled according to control of Non-
conforming Product procedure.

5.11 Malicious computer hacking


5.11.1 IT Department ensure Antivirus & Firewall setup for all
workstation using certified software’s and ensuring it's up to
date on every workstation.
5.11.2 To Prevent any Important Data loss in the event of any
hacking or any malicious event, for every system used , IT
will ensure all database is set for Daily, weekly and monthly
backup .
5.11.3 To ensure internet and system is always in good and ready
condition, any maintenance will be carried out after normal
working hours to prevent interference with daily operations.
5.11.4 Any malicious computer hacking shall be communicated to
food safety team and all relevant departments.

5.12 Public Food Safety Events (Public recalls, withdrawals, calamities, food
safety outbreaks)
5.12.1 Any public food safety events emergencies as announced by
customer or MOH shall be communicated to food safety team
and all relevant departments.
5.12.2 Materials/ WIP/ products that are affected shall be identify,
segregated by warehouse supervisor/ production supervisor/
QC supervisor/ maintenance supervisor.

5.12.3 Nonconforming products shall be handled according to


Control of Non-conformance product procedure.

5.13 Legal Proceedings, Prosecutions, and Negligence

5.13.1 In the event of legal proceedings, prosecutions, and


negligence should be clearly based on a prosecutor's
statement of violating the law.
5.13.2 Security, Safety & Health Department shall have participates
legal experts to address potential legal proceedings and
having good expertise with local authorities
5.13.3 Any legal proceeding / mandatory regulatory action imposed
by regulatory authorities shall be communicated to food
safety team and all relevant departments.

Emergency preparedness and response plan shall be tested once a year to
