Subject: Observance of silence on 30th January (Martyrs Day) in the memory of those who
sacrificed their lives during struggle for India's freedom.

CIRCULAR

Pursuant to the Government instructions issued vide Office Memorandum Dated: 22 nd January,
2024, that on 30th January, every year, two minutes' silence is observed at 11:00 AM, throughout the
country, in the memory of those who sacrificed their lives during the struggle for India's freedom.

Accordingly, a two minutes' silence followed by a programme with regard to observance of Martyrs’ Day
shall be held in the Conference Hall of Mini Secretariat Shopian at 11:00 AM sharp, where District Officers
working in Mini Secretariat Shopian shall ensure their presence along with their subordinate staff.

Further, it is enjoined upon District/Sectoral Officers/PSUs/ Heads of the Banks & Educational Institutions
(Colleges/Schools) working outside the Mini Secretariat to observe two-minute silence in their respective
offices at 11:00 AM sharp and observe the Martyr's Day.

The following standing instructions have been laid down for observance of this day.
▪ Silence should be observed and work and movement stopped for two minutes throughout the District
at 11:00 AM on 30th January.
▪ Wherever feasible, the commencement and termination in of the two minutes' silence period should be
indicated by sound of siren or Army guns. Sirens should be sounded from 10:59 hours till 11:00 hours
and after two minutes, all clear sirens should again be sounded from 11:02 hours till 11:03 hours.
This procedure may be adopted where sirens exist.
▪ On hearing the signal (wherever available) all persons would stand up and observe the silence.
▪ At places where no signal system is available, silence for two minutes shall be observed at 11:00 AM.
In addition to above, Talks/speeches on freedom struggle and national integration shall also be organized
including in hybrid mode.
