PART 2B.

SCOPE OF WORK AND TECHNICAL SPECIFICATIONS

The required outcome of this Tender is to award a contract for the construction two Gas
Flowlines with a combined estimated length of 5.9km to flow Gas from Ogbele Well 4 and
Ogbele Well 9 to the Ogbele Gas Plant.

The Flowlines will be 1 Nos 4” x 2.8km from Well 4 in Obumeze and 1 Nos 4” x 3.1km from
Well 9 in Omaraka community with both terminating at the Gas Plant manifold located north
of the Gas Plant.

The material of construction will be 4” Sch 80 (X52) line pipes, coated with 3 Layer
Polyethylene coating to be supplied by Aradel

The Contractor shall commence activities within two (2) days of mobilisation and complete
the project within twelve (12) weeks from the commencement date.

Bidder should specify the personnel and equipment to be deployed for the job including
consumables for the scope of work which shall be as set out in Appendix 1 & 2 below.

The Contractor will provide Compliance and Test Certificates for the machines, equipment and
tools as required by ARADEL.

Community Content
In contribution to ARADEL’s host community capacity development, the Contractor shall work
with ARADEL CASHES team to employ appropriate skilled and unskilled labour from the host
community.

Reporting
The Contractor shall keep ARADEL informed of the progress of the work and shall submit to
ARADEL for review and comment all relevant documents including but not limited to
calculations, sketches, drawings and reports in sufficient time to allow ARADEL reasonable
time to review and comment on them without delaying the performance of the WORK.

In addition, the Contractor shall maintain at the worksite a complete set of all relevant
technical information together with all relevant documents and drawings provided by the
Contractor for the purposes of the work. Such information shall be made available to the
ARADEL Representative, or any other person authorised by him.

DETAILED SCOPE OF WORK FOR THE CONSTRUCTION OF (TWO) 2 NOS. GAS


FLOWLINES.

(4” SCH 80 x 5.9km) GAS FLOWLINE WITH 3LPE PIPES

Introduction
The scope of work involves the construction of Two (2) in number gas flowlines with a combined
estimated total length of 5.9km, using 4” Sch 80 (X52) 3 LPE line pipes.
One of the gas flowlines will originate from Well #4 in Obumeze community and will terminate
at the Gas Plant manifold located north of the Gas Plant, measuring estimated 2.8km. The
second gas flowline will originate from Well #9 in Omaraka community and will terminate at
the Gas Plant manifold located north of the Gas Plant, measuring estimated 3.1km.
The material of construction will be 4” Sch 80 (X52) line pipes, coated with 3 Layer
Polyethylene. The work will be executed in the Ogbele field in Ahoada East Local Government
Area of Rivers State.

Detailed scope
a. Mobilize adequate personnel and equipment for the work. Set up site office and provide
adequate PPE for personnel.
b. Negotiate with all relevant trade unions & associations for the success of the project
and more specifically, the local Welders & Fitters Association.
c. Develop WPS & PQR and secure approval from Aradel’s QA/QC personnel.
d. Conduct relevant skill and qualifications tests to identify and select qualified welders
and other skills.
e. Receive all free issued pipes and other materials from Aradel’s stacking yard at the
facility in the Ogbele field and transport to the ROW for flowline construction.
f. Clear light bush along the Pipeline Right of Way.
g. Set out/Survey for the proposed flowline route along the PROW with reference to
existing flowlines: deploy a functional Pipe Locator for this purpose.
h. Supply adequate timbers for the construction of the flowlines.
i. String line pipes along ROW for flowline construction.
j. Fit up and weld flowlines between the Ogbele facility and the Well 9 Location in
Omaraka community.
k. Fit up and weld flowlines between the Ogbele facility and the Well 4 Location in
Obumeze community.
l. Execute all necessary tie-in(s) required to ensure continuity and completion of the
flowlines.
m. Supply 4” sch 80 insulation joint respectively to be welded at both ends of each of the
flowlines.
n. Carry out repair of all failed joint(s), at own cost, as revealed by 3rd party NDT
examinations.
o. Supply (Canusa) Shrink Sleeves or any other suitable and approved product for
application of field joint coating on all welded joints & bends.
p. Conduct holiday detection on the constructed flowline.
q. Carry out repair of all defective 3-layer Polyethylene coating, damaged during
construction, along the flowlines, at own cost.
r. Excavate 2m x 1.5m x 5.9km along the PROW and lower the flowlines into the ditch.
s. Carry out 2 (two) Access (Asphalted) road crossing for flowline construction by thrust
boring or any suitable and approved method without disturbing the integrity of the road
surface.

t. Carry out 3 (three) facility (Consolidated) road crossings by open cut or any other
suitable and approved method(s).
u. Carry out 1 (one) Access (Earth) road crossing by open cut or any other suitable and
approved method(s) and restore road.
v. Supply 4” x 1500# RTJWN flanges, Reducers, ½” x 6000# thread-o-lets, RTJ gaskets,
& stud/bolts required for riser fabrication and flowline hook ups to inlet manifold.
w. Supply 4” x 1500# RTJWN / Blind flanges, RTJ gaskets, & stud/bolts required for
isolation of flowlines post construction activities.
x. Backfill flowline ditch after properly lowering the flowlines.
y. Conduct hydrotest of the 2 x 4” sch 80 flowlines to 2,500psi respectively after
adequately flushing the flowlines and hold the flowline at test pressure for 24hours.
z. Fabricate temporary flowlines end facilities to execute pigging of each flowline (Pigging
sequence shall be: 1 (one) run each of low density, medium density, and high-density
foam pigs each per flowline).
aa. Dewater the flowline to minimize corrosion. Dewatering shall be achieved by pigging &
drying of flowlines with compressed air. (Pigging sequence shall be: 1 (one) run each
of medium density and high-density foam pigs per flowline)
bb. Develop and submit As-Built documentation for the constructed flowlines.
cc. Site cleanup; restoration and demobilization of equipment and personnel from site.

1. Important Information and Notes
a. The winning BIDDER shall source for adequate Funds to conduct the work as
payment shall be made only upon inspection and satisfaction on the part of the
COMPANY that the work meets its needs and specifications and the highest stands
of the Oil and Gas industry, 30 working days after submission of invoices.
b. Bidders will be expected to participate in a site visit on 19th January 2024.

c. Bidder’s personnel coming for the site visit shall comply with ARADEL’s Covid-19
guidelines for Operations and submit a medical fitness certificate and either
evidence of vaccination or a negative PCR Covid-19 test result prior to the visit.
The PCR test must be within 96 hours before the site visit.

2. Nigerian Content

a. ARADEL is committed to the promotion of the Nigerian Oil and Gas business in
alignment with the Nigerian Oil and Gas Industry Content Development Act
2010 (NOGICD Act 2010).
b. Bidders shall comply with all provisions of the NOGICD Act that relates to this
contract but in particular shall comply with the minimum Nigerian Content
percentage for the scope which are covered in the Schedule to the Act and any
other requirement that may arise from time to time not explicitly stated in this
Tender but which apply to the Tender in fulfilment of the Nigerian Content Act,
during the bidding stage.
c. The applicable NC target for this Tender is as set out in the Schedule to the
NOGICD Act 2010.
d. Bidders must include a plan/policy on the use of resources from the host
community.
