Signing of the CAB on 27 March 2014 at the Malacaftan Palace in Manila B. Meeting of the GPH-MILF Joint Communications Committee on 4 January 2024 via video teleconference. Il, BACKGROUND A. Seventeen years of negotiations between the GPH and the MILF culminated with the signing of the CAB on 27 March 2014 at the Malacafian Palace in Manila. The CAB proposes a comprehensive political settlement that aims to provide a just and lasting solution to the armed conflict. FGVN/mscb/833 Page 1 of 3B. The signing of the CAB will hold its tenth anniversary on 27 March 2024. To commemorate this significant milestone in the history of the Bangsamoro peace process, the GPH Panel, through the GPIP-MILF Secretariat and in consultation with the MILF and other peace mechanisms, are planning to conduct a series of activities in March 2024 to commemorate this milestone. Proposed activities include the following. and its corresponding budgetary requirements are being finalized (short description are attached): 1. Junctures I Coffee table book on the GPH-MILF peace process . Book on the GPH-MILF Ceasefire Mechanisms ) Grand Iftar in Cotabato City g) MILF products fair in Cotabato City h) Bangsamoro arts fair in Metro Manila i) Golf for Peace in Metro Manila j) Run for Peace in Metro Manila k) Brigada Madrasah 1) Duyog Ramadan in MILF camps m) Solidarity activities in observance of Eid’! Fitr and Inter-Cabinet Cluster Mechanism on Normalization (ICCMN) caravan in the six previously acknowledged MILF camps in April 2024 2, Support Activities: a) Special episodes of the Boses ng Kapayapaan radio program on Mondays of March 2024 b) Online promotional campaign ©) Physical promotional campaign d) Media orientation on the GPH-MILF peace process on 4-5 March 2024 at the Island Garden City of Samal, Davao del Norte e) Partnership activities with the Bangsamoro Government f) Opinion-editorial pieces in major national and local newspapers on the transformative impact of the CAB C. During the meeting of the GPH-MILF JCC on 4 January 2024 via video teleconference, it was proposed that the theme for the commemoration of the 10" anniversary of the signing of the CAB shall be “CAB: Isang Dekada tungo sa Mapayapa at Masaganang Bangsamoro”. II. COMMENTS/ANALYSIS ‘A. The aforementioned proposed activities shall be spearheaded by Program | units with the aim to promote to the public the tenth anniversary of the signing of the CAB and its FGVN/mseb/833 Page 2 of 3impact among MILF decommissioned combatants and communities, peace and development focus areas in the Bangsamoro, and the greater public. B. The 10" commemoration of the signing of the CAB signifies both the achievements and the strong partnership of the GPH and MILF together with all peace partners to advance just and lasting peace and development in the Bangsamoro especially as the Parties tread on the next important milestone towards the new duly elected Bangsamoro Government in 2025. This special occasion is also a timely event for the Parties not only to demonstrate their shared commitment to bring to new heights their collaboration, but as well as to call on stakeholders to support the completion of the CAB. IV. COORDINATIONS MADE A. The GPIP-MILF Secretariat coordinated with Program 1 units and the CPAS for the preparations necessary for the conduct of the proposed activities, including finalization of budgetary requirements, concept notes, and operational plans. B. The proposed theme was also vetted with the MILF Joint Communications Committee. V. RECOMMENDATION The GPIP-MILF Secretariat respectfully recommends the approval of the following: 1. Proposed activities for the commemoration of the tenth anniversary of the signing of the CAB in March 2024. Upon approval, memoranda requesting for funding support for the conduct of the various activities shall be routed for approval. 2.
