The plan, a road map to ensure strategic, systematic and coherent actions towards the full implementation of functions, services and facilities to be fully developed by National Government Agencies (NGAs) concerned, starting FY 2024. BARANGAY CAPDEV AGENDA - Page 95 ered: [Type text] 1.1 Rationale Local government units are mandated to provide basic services to promote the overall development of the community and its people. However itis reality that most rural communities do not have the financial capability to implement the identified demand driven programs and projects. Hence the need to prioritize the projects in order to maximize the utilization of limited funds. 1.2 Objective of the Plan ‘The plan is primarily aimed at presenting and appreciating the existing situation by the constituents themselves, analyzing the situation using standards and other means of measurement to come up with identification of needs and corresponding interventions. 1.3 Scope of the Plan The scope and coverage of the plan is limited to the Barangay Butong, Manjuyod Negros Oriental for the period of three (3) years. The plan is composed of two (2) parts, the barangay profile which is the result of the participatory of data gathering in Barangay Outcome Planning Information ‘System (BOPIS) which defines the collective ideas of the residents in terms of the history, culture and traditions, and resources as well as their strengths, weaknesses, opportunities and threats. The second part is the barangay development plan that starts with the expression of the collective vision and mission and presentation of their sectoral programs and projects. 1.4 Methodology ‘The participatory approach in plan formulation was used giving weight to the data and experiences shared by the workshop participants. The data and information were provided by the people themselves and processed using the BOPIS capture form and the problem solution. However in spite of this, cannot avoid mistakes and deficiencies. This effort is just the beginning of an organized and orderly journey towards development. Page 2 2.1 Historical Background A long time ago, there was a one of the little barrios in Manjuyod, Negros Oriental. One day, there was a heavy rain which caused a big flood. The flood washed out and carried all the crops along the stream. People felt sad for they harvested nothing from what they have planted. A week later, there was an unusual plant growing along the stream. The plant was unfamiliar to them. As it grew bigger and taller, they knew that it was a bamboo tree. The bamboo tree grew and grew until it became myriads of them. People were happy because the plant was very useful most especially in building a house. The tree became useful to them because it was used for exchanging other goods in the market. But the people were amazed about this bamboo tree, it has no thorn on its twigs. This made that bamboo tree unique and special. One of the ancestors told the people in the barrio that it was a “BUTONG", a variety of a bamboo tree. Because of this bamboo tree, the barangay was then named and called “BUTONG”. Barangay Butong was named after that bamboo tree. Most people think that “BUTONG” was derived from the “BUKO” from the coconut tree, but definitely not. This was the unique history and origin of Barangay Butong as told by the older ones in the Barangay. The residents had already elected their leaders even before Barrio was officially declared as a Barangay. When it eventually became a barangay in the late 1940's, it followed the electoral system of national government in the barangay elections. Majority of the leaders of Barangay Butong. The least number of households reside in Sitio Cabadiangan, and Sitio Proper. The concentration of households in sitio Proper is attributed to its accessibility to institutional facilities, such as the Barangay Hall, Elementary school, Barangay Health Station and Chapel as well as the Barangay site where the households were relocated. Others are engaged in various vocations either in part-time or full time basis particularly driving single motorcycle, dressmaking, manicurist, carpentry and the like. The problems on out-of-school youth lessen on all levels of education and child laborers have already been addressed due to the help of the previous NGO, and Pantawed Pamilyang Pilipino Program. The following reasons namely: poverty, lack of interest, and parental encouragement are no longer barriers since the project has rendered forums and parenting seminars as well as awareness on the different laws on child labor. 2.3 BIO-PHYSICAL CHARATERISTICS Natural Features a. Total Source: Barangay Survey, 2022 ‘An area of 351.7888 hectares is classified for agricultural land use. The major crops grown are Sugarcane, Mango Coconuts and Corn. The areas devoted to the production of corn and mango are to be maintained, while the existing areas cultivated to upland, and Sugarcane can still be expanded to maximize agricultural land resource utilization. (see table 16) In order to fully develop the agricultural land resources, the following issues and problems have to be resolved and addressed. Cropping Pattern and Labor Requirements 4.1 Cropping Pattern ( Corn) ‘Com is produced twice a year, the “PANUIG ” which is the wet season and ‘PANGULILANG' which is the dry season, During the dry season, land preparation starts in December, planting in January, and maintenance in February and Mareh, and harvest time in April. “PANUIG" land preparation starts in June, planting is done in July, care and maintenance in ‘August — September. The livestock are disposed of during emergency cases usually medical and educational needs of the family members. Livestock are also raised and domesticated for butchering during celebration of patron fiestas and family events such as weddings, birthdays, school graduations and deaths, including anniversaries which are annually observed by the constituents Like other agricultural products the bulk of animal and poultry products are sold to agents (buyers) coming from outside of the barangay and municipality. Some farmers of the remote area of barangay Tubod encountered problems to deliver their products especially rainy season. Some of them engaged triple hauling from their fields to the buying station. 7.2.2. Big haulers also damaged thoroughly the barangay annex roads. 7.2.3. Barangay annex roads should be maintained every now and then but the barangay IRA could not suffice the gravelling expenses. 8. Analysis: Education and training attended by farmers in this barangay is not a full guarantee in achieving higher production and profitability because the priority consideration in the farm is the capital to be used in the implementation of the introduced technology. Capability building among legislator is highly needed on this particular barangay. By doing so, there is a big possibility that all laws and ordinances shall be implemented 12. Their duties and responsibilities are to protect and provide safety on the life and properties of all the constituents in the barangay.
