It is. Air pipes from equipment must be led out into the open air unless special conditions dictate a different
location.
f. Pipe burst valves or other impact reduction equipment must be installed if the consequences for the
surroundings after a pipe burst are large.
g. Process protection, emergency shutdown and emergency power systems adapted to the complexity of
the business must be installed if necessary to prevent abnormal conditions from developing into
dangerous situations.
h. A pressure relief system must be installed so that equipment and facilities are not exposed to
unacceptable pressure. The system must divert dangerous substances away in a safe manner.
i. Spillage of dangerous substances must be taken care of so that dangerous situations do not arise.
j. Security measures must be implemented to prevent unauthorized persons from gaining access to
dangerous substances.
k. A situation plan as well as the necessary safety and operating instructions must be prepared in
Norwegian and, in addition, in a language that employees and others affected in the business
understand when they do not understand Norwegian.
l. Equipment and facilities must be set up so that inspection, maintenance and repairs can be carried out.

Businesses must, as a minimum, implement the following preventive measures for atmospheric tanks:
a. Tanks that are filled by fixed connection must be equipped with an overfill warning. For tanks where
the filling speed is high or where the consequence of overfilling is great, an overfill protection device
must be installed.
b. Collection arrangements adapted to the volume of the tank and the properties of the dangerous
substance must be established if a release from the tank could have major consequences.

Businesses must, as a minimum, implement the following preventive measures for flammable gas:
a. Flammable gas destined for consumers, except for hydrogen and gas with a natural smell, must have
added odorants.
b. Filling of flammable gas in loose containers must only take place at facilities intended for such filling
and by personnel with the necessary competence. Self-service is not permitted.
c. Gas with unreduced pressure must not be fed into homes, holiday homes or public facilities

Businesses must, as a minimum, implement the following preventive measures for flammable and
reactive substances:
a. Oxidising substances must be stored separately from flammable and combustible substances and
products.
b. Organic peroxides and self-reactive substances must be stored and transported in the packaging that is
the basis for classification and that is approved for transport.
c. Organic peroxides and self-reactive substances must be handled so that they are not exposed to
temperatures higher than the control temperature, or to impact, friction or contact with substances that
can lead to a dangerous reaction.
d. Contaminated oxidizing substance, organic peroxide or self-reactive substance that can undergo a
dangerous reaction (decomposition) must be destroyed in a safe manner.
It is. Substances that develop flammable or toxic gas in contact with water, moisture or other substances
must be handled so that a dangerous atmosphere cannot arise.

Businesses must, as a minimum, implement the following preventive measures for pipelines for the
transport of petroleum over land:
a. A plan for the pipe system showing the route must be drawn up. Based on a risk assessment, the plan
must include spatial restrictions in the area around the pipe system.
b. For buried pipelines, a system must be established for instruction during excavation work.
c. The pipe system must be equipped with corrosion protection and corrosion monitoring that enables
safe operation throughout its lifetime.
d. Pipe systems with an operating pressure above 16 bar must be equipped with transmitter and receiver
options for cleaning and inspection tools. The sluices for sending and receiving must be designed so
that they cannot be opened under pressure.
It is. At operating pressures above 16 bar, the route must be divided into classes based on mapped risk in
order to establish an overall safety level for pipe systems. This safety level must be maintained
throughout the lifetime of pipe systems.
f. Immediately after the first landfall, an emergency shut-off valve must be installed for pipe systems
with an operating pressure above 16 bar.
