INTRODUCTION

• Development process
o commences at inception and
o ends with demolition,
• Classification of development process:

1. Traditional view
o commences at inception and
o ends at completion or
o the handling over of the project (as suggested by RIBA)
o Correct term - Capital Development

2. Modern approach
o emphasis on total or whole life analysis
o longer-term interest,
o maintenance planning and
o facilities management

o Consider the process in the context of a development cycle of a building or


even a construction site.

o The process is extended to include in-use aspect, demolition and the


subsequent redevelopment of site.

ONE STOP CENTRE (OSC)

- April 13, 2007 – OSC framework being introduced by the federal government of Malaysia to speed
up and standardise design approval procedures.

- Function to manage development proposals, covering planning permission applications, building


plans, land conversion, subdivisions and amalgamations, with the main objective is to shorten the
duration for approvals in the planning process.
