CONTENT ANALYSIS

I. INTRODUCTION AND DISCUSSION

In a CCTV footage at a pharmacy in Pasig City at 10 p.m. on November 11.

There were people and two police officers sitting inside the pharmacy when they

heard a series of gunshots. Suddenly a wounded man rushed and entered the

pharmacy. Everyone ran, including the two police officers. The wounded man fell in

the ground and almost trampled by the two police officers as they rush to the

crowded end of the pharmacy. The suspect peeked in through the door of the

pharmacy and pointed the gun to the wounded man but when the suspect saw the

two police officers, the suspect quickly run off. The two police officer are deployed

and armed that day. The victim, identified as Gregorio Cruz, later died. The Video

went viral on Facebook and most of the comments mocked the behavior of the two

police officers. The victim’s brother believes that Gregorio would still be alive if the

two policemen had only done or perform their duty.

II. IMPACT ON ORGANIZATIONS AND THE PUBLIC

A law enforcement officers has a fundamental duty to serve the

community; to safeguard lives and property; to protect the innocent against

deception, the weak against oppression or intimidation and the peaceful against

violence or disorder; and to respect the constitutional rights of all to liberty, equality,

and justice as stated in the paragraph one of Law Enforcement Code of Ethics. The

law enforcement officers oath to prevent and control crimes, to maintain peace and

order, and to ensure public safety and internal security with the active support of the

community. But in this case, the two police officers neglected their duties. The chief

of police stated in an interview that the two police officers are newly recruited and

still a novice at their work. In order to maintain the good reputation of the

organization, the organization dismissed the two police officers from work for

neglection of duty or the act of nonfeasance. As the CCTV footage has been posted

to Facebook and gain criticism and loss the trust of the people to the police officers

of Pasig City. The dismissal of the two police officers will help the organization to

gain the loss public trust of the people of Pasig City.

In my analysis, It is the right thing that the organization dismissed the two

police officers from their work as they are not doing their job or forgetting their

duties as a law enforcement officers. The organization must conduct a thorough

evaluations and trainings and promote those enforcers that are qualified, enforcers

that would follow the Law Enforcement Code of Ethics and also dedicated and

ready to risk its life in order to fulfill its duty.
