Introduction
• The construction documents, specifically the technical specifications,
require the contractor to submit product data, samples, and shop
drawings to the architect and engineer for approval.
• This is one of the first steps that is taken by the contractor after
execution of the construction contract and issuance of the Notice to
Proceed.
• Shop drawings, material data, and samples generally are referred to
as submittals.

Types of Submittals

• Product data submittal


– Consists of manufacturer’s product information
• Manufacturer, trade name, and model number
• Use and performance characteristics
• Size and physical characteristics
• Finish characteristics
• Specific request for jobsite dimensions

Shop Drawings
• Drawing or set of drawings
– Produced by contractor, supplier, manufacturer, subcontractor, or
fabricator
• Not produced by architects or engineers under contract with owner
– More detail than construction documents
• Explains item fabrication
• Emphasis on particular product or installation
– Example: concrete reinforcing

– Notes of changes or alterations
– Information needed for fabrication
– Dimensions needing jobsite verification
– Placement or installation information

Samples
• Physical portion of specified product
– May be full product
• Used to confirm material quality and aesthetic level
– Usually required for finish selection or approval
• Stored at the jobsite
– Compared to material delivered

Requirements for Submittals,


Shop Drawings, and Samples

• Usually indicated in construction documents which product data


submittals, shop drawings, and samples are required by the
architect for a particular project.
– Required in General Conditions of the Contract
– Contractor can require them in purchase orders and subcontract
agreements
• Reference for monitoring quality control

• The Conditions also require that the contractor review these submittals
prior to transmitting them to the architect.
• The contractor is required to verify that the materials to be used are
the correct ones for the project.
• The Supplementary Conditions to the Construction Contract may add
provisions relating to the submittals required for the particular
contract.

Shop Drawings, and Samples
• Specification Section 013300 in the General Requirements section of
the Project Manual defines the information required in the product
data submittals, shop drawings, and samples.
• Many architects will list the required submittals for the project in this
section, providing a handy checklist for the contractor. A checklist can
be compiled by examining each product specification in the Project
Manual.

Review of Submittals, Shop Drawings, and Samples


• It must be noted that most contract documents indicate that the
architect’s approval of a submittal does not relieve the contractor from
meeting all contract requirements.
• If the submittal varies from the specified product, it must be brought to
the architect’s attention. If the variance is substantial, a formal
substitution request may be required.
• The contractor should manage the submittal process just like any other
process in the construction cycle.

Review of Submittals, Shop Drawings, and Samples


• Careful planning is necessary to ensure that the products are ordered
and delivered within the construction schedule so as not to delay any
activities.
• Effective scheduling of the submittal process is facilitated by a
dialogue with all of the parties involved, including the contractor,
architect, sub-consultants, subcontractors, and suppliers.
• The contractor must examine the construction schedule and determine
the timing of the submittals and shop drawings so that the material
will be delivered to the jobsite prior to the scheduled installation
activity.

The Procurement Schedule


• Schedule of activities for particular products
– From submittal through delivery
• Time frame determination factors
– Size and complexity of submittal package
– Timing of submittal and mailing time
– Number of consultants reviewing the submittal

The Procurement Schedule (cont’d.)


• Submittal log
– Used for tracking submittal progress
– Compares projected dates with actual dates
• Determines variances
– Used as documentation to indicate unnecessary delay

Submittal Review by the Contractor


• Although the submittal process is intended primarily for the architect’s
review of material and fabrications, the contractor is quite involved in
the submittal process.
• Contractor reviews submittals for:
– Compliance to specifications
– Dimensional conformance to construction assemblies
– Interface with other materials and assemblies
– Constructability of the assembly

The Use of Submittals During Construction

• Several different applications:


– Information for preparation and general construction details
– Quality control information to assure that the correct product has been
supplied
– Placement diagrams for installation
– Information for handling and equipment placement
– Jobsite reference for architect and owner
