FOREWORD
The CLUP is a document that translates the vision of the municipal governance,
the municipal development goals, objectives and policies into a spatial plan indicating
the manner in which land shall be put into use and development effort shall be geared
into during the ten-year period from 2022-2031. It also serves as a guide in the efficient
and effective implementation of the programs and projects designed for sustainable
growth and development of Lavezares. It guides the implementation of various services
needed by its residents and in promoting the goals and objectives of the national
government and its various lead service agencies.
The CLUP also provides mechanism to resolve land use and land resource
management issues and concerns to achieve an efficient and equitable spatial
interrelationship among barangays and neighboring towns of Lavezares. It further
delineates the direction and extent of expansion of urban, suburban and other built-up
areas in the municipality, all major land developments proposed during the ten (10) year
period, the major locations of infrastructure projects, services and facilities and all other
development programs and projects.
Republic Act 7160 or the Local Government Code of 1991, which provides the
mandate of local government units on local planning, legislation and implementation,
states the importance of the CLUP as the primary and dominant basis for the future use
of land resources (Sec. 20). Following this law, Executive Order 72 was issued requiring
all municipalities and cities to prepare their respective CLUP and implement it through
the Zoning Ordinance after the approval of the Provincial Land Use Committee (PLUC).
The first part of the first volume of the CLUP presents a concise description of
Lavezares legal and socio-cultural history. It also provides sectoral and area profiles,
and their corresponding situation analysis. While the second part defines the land and
water use policies that guide and regulate the utilization of the municipality’s physical
resources, and classifies the proposed development programs and projects per sector
by timing of implementation, as prioritized by the community based on the urgency of
need and its scope of impact. It also discusses the implementation arrangement of the
CLUP and Zoning Ordinance by providing the institutional structure and procedures to
be followed, investment programs, information, education and communication (IEC)
plan, and the links to other CLUP implementation tools and instruments. Further, the
monitoring, review and evaluation system states the targeted outcome and the
benchmark indicators in order to measure the success and progress of the enactment of
the development plans.

INTRODUCTION
This part presents the location, land area, political subdivision, topography, soil,
climate, purpose of CLUP, how CLUP was prepared, and Demography.
Lavezares is 50 minutes away from Manila by plane and 16 hours by land. It is 45-
min to 1-hour ride to the capital town of Catarman, 10 min ride to Allen; 45 to 1 hour to
Biri Island, and; 5 to 6 hours to Tacloban.
Land Area
Land topography is generally composed of very rugged terrain with many steep
and elevated areas classified as undulating to hilly. The land of the Municipality of
Lavezares is predominated by coconut trees. The coconut plantation comprises almost
6,430.31 hectares based on the Department of Agrarian Reform. The soil of Lavezares,
Northern Samar consists of seven (7) different soil types. These are Hydrosol, Bayho
clay loam, Bolinao clay, Bugko Sandy loam, Bigaa loam, La Castellana clay, and
Libertad clay.

The CLUP also provides mechanism to resolve land use and land resource
management issues and concerns to achieve an efficient and equitable spatial
interrelationship among barangays and neighboring towns of Lavezares. It further
delineates the direction and extent of expansion of urban, suburban and other built-up
areas in the municipality, all major land developments proposed during the ten (10) year
period, the major locations of infrastructure projects, services and facilities and all other
development programs and projects.
Furthermore, it takes the form of a comprehensive development plan, an integrated
social, economic, infrastructure, environment, settlement, land use and land resource
management and local administration plan. Its serves as a guide of decision makers,
investors, business sector, property owners and agencies concerned in government and
private sector and the citizens as a whole in the development of the Municipality for the
next 10 years. The socio-economic and land resource characteristics of Lavezares and
the spatial relationship and implications are, therefore, highlighted.
There are three (3) major volumes constituting the CLUP document. Volume 1 is
the Socio-Economic Profile that covers the Historical Development, Physical Features
and Demographic Characteristics of the Municipality.
To be included in Volume II as Volume II is the Zoning Ordinance.
Volume 3 is the CLUP which embodies the Ten-Year Plan covering the Table of
Contents, Maps and Plans List, Tables List, Acronyms List and Executive Summary,
Introduction, Social Development Sector, Economic Development Sector, Infrastructure
Sector, Environment Sector, Land Use Sector and Institutional Sector.

In using this document, it would be easy to refer to the Table of Contents and select
what specific area or topic the reader is interested in. The CLUP can be used as a
guide in the identification of programs and projects that would be relevant in the
development of a specific area of barangay in Lavezares. It also tells what specific land
area or areas to choose in putting up the project as well as what consideration the
reader has to take. By using simple format and language and being sensitive to the role
of gender in development, the CLUP is, therefore reader-friendly.

Years passed, the islands of Bani and San Juan, Villahermosa, Urdaneta, San
Miguel, Macarthur, Libertad, Enriqueta, Toog, Malico-lico (Salvacion), Datag and
Sumisip (San Jose) were created into barangays. Chansvilla, Balicuatro, Magsaysay,
San Agustin, Kaluy-ahan and Libas by virtue of RA 2370 and 3590.
Later on Presidential Decree No. 86 allowed the creation of the districts inside the
Poblacion as independent quasi-government units which has the same juridical
personality as those created under RA Nos. 2370 and 3590. Those districts that were
made into barangays were Caragas, Ocad, Caburihan, Cataogan and Sabang-tabok, to
complete the present-day twenty-six barangays of Lavezares.
The population growth of Lavezares in the last decades is as follows: in 1903 the
total population of the municipality is 3,688. In 1918, it has increased to 5,953 with a
growth rate of 4.1. In 1939, it has increased to 9,501 with a growth rate of 2.8. In 1948,
the total population is 10,508 on a growth rate of 8.6, the highest recorded increase. In
the total population of the municipality is 15,186 and it has to 16,366 in 1970 with a
growth rate of 0.8. In 1975, the total population increased to 20,251 on a growth rate of
4.8. In 1980, the total population slightly declined to 20,007 on a -0.2 growth rate. By
1990, the population is down to 19,058 on a -0.5 growth rate. In 1995, it has increased
to 20,492 with a growth rate of 1.5. In 2000, it has increased to 23,991 on higher
growth rate of 3.4. In 2007, it has increased to 26,131 with a growth rate of 1.18. In
2010, it has increased to 27,464 and in 2015, it increased to 28,770 with growth rate of
0.89.

2. Population Size
The population of Northern Samar in 2015 is 589,013. Lavezares is the 8th most
populous municipality in Northern Samar where it constitutes 4.66% of the whole
population of the province and has a population of 28,353(NSO 2015).

4. Population Projection
The current and projected increase of total population in 2026 is 36,379 with a
.89 growth rate. Such increasing trend will mean more land for residential and
agricultural suffice future needs.

6. LITERACY RATE
Based on MPDS computation per PSA 2010, of the 22,934 who are ten years old
above, 22,574 are literate while there are about 360 are illiterate. This figure on illiteracy
must be dealt with by the education department.

Most of the population has attained elementary level of education which numbers
15,235. There are about 6,422 who attained at least high school level of education and there
are only 2,386 who are college graduates.

10. URBANIZATION
Of the projected population for 2017 which is 29,172, 8,991 are residing at the urban
center or Poblacion. The tempo of urbanization is computed at .31.
By the year 2026, it is projected that the population of Lavezares will be 32,479 and
the household population is 7,299. The growing need of the population in terms of social
services and economic opportunities will also be growing in the coming years. Pressures on
the environment like conversions of all types to lands into residential will be on the rise as
well.

The crude birth rate (CBR) in 2011 is 32; it has gone up to 44.1 in 2015 which is 7.9
higher than in 2014. The crude death rate in 2011 is 4 and in 2012, it is 5.5. The higher rate
was recorded in 2013 which is 6.1.

13 POPULATION DENSITY
The total population divided by the land area computes the population density.
The population density of Lavezares is three persons per square kilometers. The
most densely populated barangay is Brgy. Cataogan with 156 persons per km2. Brgy.
Cataogan is the main urban center of Lavezares. Being one of the barangays that
comprises the poblacion, most services and activites are located in this barangay. On
the other hand, Barangay Chansvilla has a population density of almost zero per
square kilometer, making it the least densely populated barangay. Aside from the
geography of Barangay Chansvilla, other social issues like safety and accessibility to

some social and institutional facilities are accounted as one of the major reasons why
people move away from their respective barangay.

The existing general land use and urban land use of the Municipality of Lavezares
is based on the data of the Department of Agriculture, Province of Northern Samar, from
the existing data of the Municipal Planning and Development Office, Municipal Assessors
Office, and land use survey of the team.
The major land use categories include urban areas, agricultural lands, forests and
other forest categories, agro-industrial, tourism, and water uses other uses.
URBAN AREAS
The total urban area in Lavezares is 216.23 hectares (2.16% of the total area). This
urban area which is spread out in the 26 barangays of Lavezares is composed of 51.03
hectares residential area; 7.35 hectares commercial area; and 64.83 hectares institutional
area.
The poblacion is the major urban use area of Lavezares. Its layout was based on
Spanish Period’s grid pattern which has the plaza complex at the center. The street
pattern provides accessibility of plots and structures that allows ease of movement to
each structure having numerous intersections.
At the town center is the Catholic Church, the Lavezares Central Elementary
School, the Lavezares Park, the Municipal Hall, and the Lavezares Public Market and Port
Area. These are being surrounded by the commercials centers and residential areas. This
urban model is a typical neighborhood design where everything is legible and convenient
to the people living in it. With increasing urbanization, several problems have been
cropping up. These include the unmanaged traffic as evidenced by choke points in the
intersection as well as congestion in the main collector road which is Rizal Street by the
side of the auditorium leading to the Public Market. Waiting sheds and sidewalks along
said portion of Rizal Street are now being virtually used as terminals for motorcycle and
tricycles. The rest of the street leading to the public market is now being occupied by
sidewalk vendors. These situations have been causing inconvenience to the people and
further exposing them to accidents.
The rest of the barangays, on the other hand, have a strip or linear development
patterns, characterized by a strip type of development parallel to and on both sides of
highways and coastal lowlands. As can be seen all over residential areas, the minimum
easements of public use and the required setbacks are not being observed. There are not
enough spaces along the streets for proper and efficient drainage system, for pedestrian
lanes and for urban greening. If these problems will not be addressed today, the safety
and convenience of the people will be put on the line. In addition to this, intense urban
heat due to lack of greeneries within residential areas will be all the more experienced by
the people due to global warming.

Residential
Also with increasing population, the demand for more houses and expansion of
residential areas are fast becoming a serious concern. In the last decade, an almost five
hectares of what used to be a productive rice production areas of Barangay Caburihan is
now filled with houses resulting to decreasing rice production. In Sitio Bunga, almost three
hectares of the mangrove area is being settled by 60 families notwithstanding the fact that
it is illegal and the area is prone to storm surge and tsunami. In Barangay Magsaysay,
settlements continue to reclaim a significant portion of its sea for residential purposes. In
all other coastal and island barangays, there continues an ongoing inch by inch or
creeping reclamation. In Sitio Pabahay in Barangay Ocad, the threat of landslide continues
to haunt the residents living in the area. Also, in Bani some houses are exposed to
landslides. Residents, too, in Barangay Chansvilla, have time and time again experience
flooding that can run up to the mid-height of their houses.
These scenarios have all spell an increasing concern for the safety of many families
since all these areas are prone to storm surge, tsunami and sea-level rise. It is good that
the local government in partnership with housing agencies of the government has been
implementing housing projects in four barangays which has benefited the underprivileged;
however, much has yet to be done so as to address the backlog thru the help of housing
agencies of the government as well as non-government organizations.
Institutional
For the institutional area, there remains a big challenge for government buildings to
be disaster-proof like the municipal buildings and its annexes as well as the schools. With
increasing number of patients coming each day to the Municipal Health Unit, time will
come when it can no longer conveniently accommodate all its patients. An expansion of
the building may be necessary in the coming years. The old municipal building, now more
than 50 years old, can now be declared an important cultural property. Efforts for its
preservation should be made as traces of dilapidation and decay are now very much
evident. One-stop shop has yet to be established in the municipality, a recreational
building for senior citizens remains a need as well as larger offices for the agriculture,
social welfare, disaster risk-reduction, police and fire departments.
Most schools have limited spaces hence, a challenge for them to plan for expansion
so that more classrooms, amenities, facilities and open spaces can be built. With the
increasing enrolment every year, Basilio B. Chan Memorial Agricultural and Industrial
School has been facing the problem of congestion and overcrowding. This problem
remains notwithstanding the establishment of Maravilla National High School which serves
as countermagnet to BBCMAIS as well as the presence of three private secondary
schools. The establishment of a new public secondary school in barangay San Miguel may
help ease this problem of BBCMAIS.
Some school buildings in the different barangays are not disaster-resilient. This
must be addressed in the sense that schools also serve as the evacuation centers of the
community. The Lavezares Central Elementary School and the BBCMAIS campus, being
the largest schools obviously hold the biggest number of evacuees, hence, the need for
them to be flood-free and to have classrooms that can withstand disasters. Another cause
of concern regarding schools being used as evacuation center is that there are some
schools that are highly prone to hazards based on 2015 MGB findings. These include

Maravilla National High School which is reported by the MGB as having sinkholes;
Maravilla ES and Bani ES which are both prone to storm surge, and Libas ES which is
exposed to landslide. The MGB has recommended nearby areas suitable for relocation for
these schools.
Commercial
With regard to road network, Lavezares is posed to have all its major roads
concreted in the next three years. This will spell rapid development of the municipality in
terms of agriculture and eco-tourism. With increasing population, the construction of the
long-stalled plan for diversion road, expansion or widening of existing roads, and
expansion of offices will be necessary.
Remarkably, all barangays of Lavezares are already energized and have signals
from either Globe or Smart. Barangays have either Level I of Level II sources of potable
water supply. It is good, too, that the local government unit was able to acquire some of
the lands where water sources are located. It has yet to discover and acquire good
sources of water supply to sustain current and future needs. Greening these areas would
be necessary to ensure safe and sufficient water supply for generations to come.
The biggest park and open spaces in Lavezares is located in the poblacion. These
parks and open field in the heart of the town center are owned by the church and by the
education department on the other side. In barangays outside the poblacion, each of them
has their barangay auditoriums and open fields located inside school campuses, not one
of them has a public park either. It appears that both the municipal government and the
barangay government find it difficult to look for vacant land that can be developed into a
public park or open spaces.

AGRICULTURAL LANDS
Coconut grows practically in all areas of the municipality since every barangay
utilizes a large part of agricultural area for such crop. On the other hand, large areas
devoted to rice production are found in the barangays of Barobaybay, Caburihan,
and Libas; rice development areas are sparingly distributed throughout the town with some
concentration on these barangays.
In the last decade, coconut and rice productions have suffered much damage due to
typhoons and climate change. Thousands of coconut trees were downed by four super
typhoons from 2013 to 2015. And, in the guise of clearing operation right after every
typhoon, tens of thousands of coconut trees all over the municipality were cut into lumber for
commercial purposes. Due to sea level rise, huge tracts of rice fields were now wiped out by
saltwater intrusion resulting to declining rice production; specifically in Barangays San Juan,
Bani, Barobaybay, San Isidro, Libertad, San Miguel and Urdaneta. Efforts to prevent further
intrusion have been done by the government in Barangay San Juan, Urdaneta and San
Miguel like building walls or concrete barriers but these are not enough.
In the abaca area of barangay Salvacion, there is an evident decline in recent years
in their hemp production due to recurrent attack of plant disease. It is good that the national
government thru the Philfida has been assisting the abaca farmers to contain this problem.
Noticeably, there is an increasing demand for pineapple in barangay Enriqueta. It is fast
becoming the pineapple capital in the province. More and more farmers have been
expanding their areas for pineapple plantation. This has resulted in the increased of their
household income.
FOREST AREA
Forestland is the next dominant general land use of the municipality. Forest area
covers 2,630 hectares of about 26.28% of the total land area. Woodlands or the upland
forests comprise 52.19% of the forest area mostly found in upland barangays of
Chansvilla, Toog, and some portions of Salvacion. However, the timberland has been
denuded rapidly for the past years caused by indiscriminate logging and conversion to
agricultural land for cultivation particularly for fruits and vegetables. Abundance of these
resources continuously declined, and the extent of which varied on the degree of
exploitation in the said areas. These areas were once known for abundance of timber, but
through time, overexploitation denuded the area. This has resulted, too, in the loss of its
biodiversity.
In the last three years, the government has planted thousands of trees in forestlands
of Chansvilla and Toog under the National Greening Program to reforest and recover the
lost densed greens in the said areas.

The remaining 47.81% of the total forestland are combined area of wetlands or the
lowland forest. Wetland forest that embraces the freshwater swamps and coastal forest
are categorized into three (3) types: the tree-type or mangroves covering 1,038.43
hectares and the palm type or nipa and the marsh swamps with 218.9 hectares. Also
regarded as forestlands are mangrove areas. Mangroves are mostly found in the portions
of coastal barangays such as Balicuatro, Villa, San Miguel, San Agustin, Libertad and
Barobaybay, and island barangays of Bani, San Juan and San Isidro. There is an existing
observance of non-fishing along the mangrove areas during the breeding season as one
of municipal fishing ordinance. However, these mangrove areas along coastal zones are
being continuously reclaimed as expansion for settlement and as a primary source of
firewood. On the positive note, the government as well as some non-government
organizations has planted thousands of mangrove propagules in the mangrove areas of
Lavezares. At this time, these are now growing up and are set to recover the lost green
cover of the mangrove areas.
Based on the latest barangay profiles, Sabang-Tabok, San Miguel, Cataogan and
Enriqueta are the only ones that have existing industrial land uses in the area, having a
total of 1.21 hectares or 0.01% of the total land area. This, however, is already accounted
as a portion of built-up areas. The dominant industry in the town is the copra processing
industry.
OTHER USES
SANITARY LANDFILL
Currently, the Local Government Unit has embarked on the conversion of the
dumpsite located at Barangay Macarthur as well as the rehabilitation of the Materials
Recovery Facility. This is in compliance with RA9003. It is envisioned that once the sanitary
landfill is done, Lavezares will be able to raise its banner again as a model municipality in

terms of waste management in the province and in the region. However, this will need the
cooperation of the barangays as the ones that should ensure segregation at source. As of
now, only six barangays out of 26 have an existing and functional Materials Recovery
Facility.
WATER USES
Being part of the Birilarosa Seascape and Landscape Protected Area pursuant to
Proclamation 219, Lavezares has judiciously managed its water resources. In Barangay
Barobaybay, there is the 50-hectare Fish Sanctuary. In Barangays San Isidro, Maravilla, and
San Juan, they have the 300-hectare Lalaguna Bay which is closed to fishing in the months
of March to May to give way for the breeding period of fishes. The 1,338 hectares of
mangroves areas are home to different marine animals and are being utilized for aquasilvi
culture. The remaining waters are all open for fishing and for navigation. As has been
happening for so many years, illegal fishing activities and overfishing remain unsolved;
hence, there is an observed decline in fish catch in all parts of Lavezares. Pollution from
domestic wastes remains uncontrolled in the coastal barangays which is of course
detrimental to the health of the sea.
In the last few years, ecotourism has remarkably flourished, specifically in the five-
hectare portion of the beach areas of Bani Island. This has generated employment for the
local people. Aside from these, the Lalaguna Mangrove Forests continues to draw interest
from nature trippers and adventurists. It is hope that with proper packaging, Lalaguna will
become a major destination. Not to be missed too are the idyllic Barangay Balicuatro and
Bankawan Island. Time will come ecotourism will become a major industry and main
economic driver of the municipality along with agriculture.
With regard to fishpond, there is a seeming decrease in interest in it. Large tracts of
fishponds are now abandoned, specifically in Libertad, Barobaybay, Villa and San Isidro.
Some of which were already planted with mangroves either naturally or by direct planting.
This has contributed in the restoration of the lost mangrove areas.
BARANGAY BALICUATRO
Competitive Advantage: Eco-Tourism
Located in tipmost part Lavezares by the northwest facing the San Bernadino Strait is
the fishing community of Barangay Balicuatro. Aside from the fishing ground and vast coral
reefs in which the livelihoods of the people much depend, the entire coastline of the
barangay is itself a tourist attraction.
Sprawled on it are big rock boulders, underwater corals, natural swimming pool, and
lots of picnic areas and the gigantic Statue of the Risen Christ. Total packaging and
promotion of this barangay would definitely boost the area as a major tourist attraction in
Lavezares. In terms of accessibility, the road to it from the national highway in Barangay
Libas is now all-concreted stretching all the way to Barangay Cabacungan of Allen
Municipality.
The agricultural area is quite small which is composed of coconut and rice lands.
These only give a small portion of income of the people.
The residential area is located by the shoreline of the barangay. Hence, they are
exposed to strong winds and storm surges. The barangay does not have a safe evacuation
center. The school either is not safe for evacuation. There are even some sink holes within
the campus. Hence, people would go to as far as the Poblacion to look for a safer place
during disasters.

BARANGAY BANI
Fishing and Eco-tourism
This island barangay is home to white beach resorts now fast becoming an important
tourist attraction in this part of the region. Among all the island resorts in the province, this is
the nearest and easiest to reach, hence, the increasing tourist arrivals in the area.
Fishing remains as the main livelihood of the people. Its agricultural area which is
dominated by coconut and rice are owned by few landed families. With current irrigation
project, it is expected that the rice production will increase. Any gain in the fishing and
farming sectors, however, is being wiped out during typhoons.
All the residential areas are located by the shoreline of Bani. Every onslaught of
typhoon and storm surge, all these houses are either partially or totally damaged. There are
no areas for evacuation in the barangays as schools are even advised by the MGB to be
relocated to a safer place since it is exposed to and has already experienced storm surges.
With the opening of Bani-Magsaysay Road, it is hoped that the future settlement or
even relocation of the people will be on the hills that is being traversed by the said road.
It is also good to note that the barangay thru the local and national government has
embarked on planting mangroves and trees along its beach areas as way of mitigating the
impact of climate change.
BARANGAY BAROBAYBAY
Eco-Tourism
Located 3-km away from the National Highway, this barangay is home to some
picturesque mangrove forests and small bays ideal for leisure water sports and fishing,
specifically in Sitio Rapak. It also has a small rock formation called Pagong. The barangay
also serve the significant role as jump-off point to the white beaches of the island of Bani.
Today, these white beaches have been attracting significant number of tourists resulting to
increasing income of the people. And so, today, people are no longer dependent on fishing
and farming, they are now earning from tourism industry thru provision of transport services.
Hopefully, in the coming years, the barangay will have its small commercial center that will
offer locally-produced food. The current port is quite small and is foreseen not to be enough
to accommodate more tourists in the months and years to come. There are no spacious
parking areas either, hence, the narrow streets leading to the port is being used as
temporary parking spaces. Most of all, the roads connecting the barangay to entry and exit
points of barangays Urdaneta and San Miguel remains non-concreted and can be very
muddy causing inconveniences to the people. The barangay also has a very small
auditorium which is no longer enough for barangay gatherings. This has now become even
more congested as the main road entering the barangay also passes by the side of the
auditorium.
Barobaybay is also known for its Fish Sanctuary. This was established by virtue of a
municipal ordinance pursuant to the recommendation of the BFAR and the Birilarosa
Protected Area Management Board. This is being maintained by the barangay officials and
people’s organizations. Today, the sanctuary has contributed in increased fish catch.
However, its preservation which requires the exercise of strong political remains a big
challenge to the agencies concerned.
Almost half of the residential area is located by the shoreline of the barangay. Every
typhoon which carries with storm surges, houses are either totally or partially damaged. The
elementary school which also faces the shoreline is not even spared from strong winds.

Effort to make its school buildings disaster-resilient is much needed so that it can
accommodate more evacuees. In addition to this, the barangay should preserve it vast
mangrove areas and plant more trees by its coastlines.
BARANGAY CARAGAS
Institutional Center
Located at the heart of Lavezares town center, Barangay Caragas is home to the
Municipal Hall, the town plaza and park, the church, central elementary school and a private
high school. Half of its residents are living within and around the vicinity of these institutional
centers while the other half are in Sitio Baribadon and Sitio Butig located within the
agricultural area of the barangay. Most of the people in the urban Caragas are earning from
practice of professions while those in the sitios are from farming. Copra, rice and pili are the
major crops of the barangay.
The plaza complex as described above are considered a heritage site in the since
that this is the legacy of Spanish urban design, hence, it is worth preserving. Perhaps the
local government unit and the church authorities who share ownership and management of
the area can discuss plans for its preservation and beautification.
With the increasing number of vehicles, congestion in the intersection of Rizal Street
corner National Highway remains a problem. The waiting sheds which were supposed to be
for passengers have now become a virtual parking area for motorcycles. By the side of the
Municipal Auditorium are small push carts which unarguably an eyes ores. This road which
leads to the central school should be free from vehicle parking and push carts and other
obstructions like repair shops. It is also observed that the residents have not observed the
proper easement when they build their houses. They already occupied what were supposed
to be sidewalks. It must be noted that approval of building permits should strictly observed
easements of public use.
Since the Lavezares Central Elementary School is also the biggest evacuation center
in the municipality, it has to make its classrooms disaster-proof. Its peripheries which run
thru the rice fields should be walled so as to minimize flooding in the campus.
In Sitio Baribadon, the settlement is not well-planned. Proper easements and right of
way were not observed when landowner sold the lots to current occupants. Houses are just
built without regard for proper entrance and exit. There are only very narrow pathways in
moving within the settlement.
One good thing about the barangay is that they continue to plant more trees in its
vast agricultural area. When they grew big, they will definitely help mitigate flooding in the
town center.

BARANGAY OCAD
Agriculture
Located within the Poblacion, Barangay Ocad boosts with its large tracts of
agricultural land which is dominantly planted with coconut. Lingering problem regarding
flooding in the residential areas is now mitigated by means of good drainage system and
flood control project. However, these are not enough to control heavy flooding brought about
by incessant and heavy rainfall. Hence, proper maintenance through regular dredging and
cleaning of the creeks and drainage system should be done. It seems that the creek wall is
already old and some portions have cracks already, hence, a repair or rehabilitation of this
should be given due attention. With the mudslide that killed a family in 2009 in the housing
project located on the slopes of a hill, government officials and the residents should find way
to avoid similar disaster from taking place.
With the opening and concreting of the Ocad-Sigad Road, there are now more
houses by the side of the feeder road. This is just natural especially here in the country. At
this time, there has yet to be a master plan for Sitio Sigad before everything becomes late
just what happened in Sitio Baribadon.
BARANGAY CABURIHAN
Agriculture
This barangay has one of the largest agricultural areas in Lavezares which is planted
with coconut, palay, pili, rootcrops and vegetables. This is where the people of the Sitios
Feeder Road and Ilo derive their daily sustenance. It is good that the barangay has a very
efficient irrigation system which contributed to the boost in rice production.
Since the urban part of the barangay is already dense, the expansion for settlement
is in Sitio Feeder Road extending up to Sitio Ilo and to the housing project in Sitio Butig.
These sitios, especially Feeder Road used to be a huge rice field but now is filled with
residential houses. Within it are smaller alleys which is just enough for people to walk
through. Since it is actually located in a rice field, waters coming from the irrigation and from
the hills as well as from the nearby river go directly to the residential area resulting to a
meter-high flood during heavy downpour. This is a very hazardous situation for the sitio
since there are no places for evacuation in the higher ground. This river overflow is also
being experienced by the residents living along its banks in the urban part of the barangay.
Due to either absence or defective drainage system, some portions of the barangay are
flooded during heavy downpour. An effective drainage system is much needed in this
barangay. The barangay also needs more trees to mitigate flooding.

BARANGAY CATAOGAN
Commercial Center
The Lavezares Public Market, Lavezares Port and some commercial complexes are
located in this barangay. With the steady increase of number of market goers and vehicles
going to and fro in it, the only major street leading to the port and the public market has
always been congested. The local government unit has yet to find a way to remove
obstructions and clear up sidewalks. There also now appears the need to reclaim and open
a new road that would connect entry and exit points from this barangay and Barangay
Sabang-Tabok. This road may actually perform as a diversion road meant to decongest the
current portion of the national highway that passes through the populated town center.
BARANGAY SABANG-TABOK
Agri-fishery
This barangay is abundant in terms of agricultural and fishery resources. Its vast
agricultural land is planted with coconut and palay. Its huge coral reefs and mangrove areas
as well as its fishing ground are where fisherfolks generate income. Aquasilvi culture in the
mangrove areas presents a great potential for additional income for them. However, their
livelihoods are affected by natural disasters like typhoon and storm surge.
One important concern in this barangay is the residential houses in the mangrove
area. They are considered as informal settlers in the sense that it is illegal to settle in an
area for protection, in this case, mangrove area. Also, they can be displaced if there is a
typhoon, tsunami and storm surge.
BARANGAY LIBAS
Agri-fishery
Barangay Libas is the most populated barangay in Lavezares. This might be because
it has the most area for expansion extending up to Barangay Villa and to the municipal
boundary in Allen. The agricultural area of Libas is so vast planted with coconut, rice,
rootcrops and vegetables. However, these resources are so fragile because time and again
these are being destroyed by typhoons. Though the barangay has a small fishing ground,
there is a significant number of fisherfolk here as they go to the fishing grounds of other
barangays or municipality.

The elementary school of Libas is so small that it can no longer build additional
structures like classrooms plus the fact that the location is partly sloping. Perhaps, the
school may consider having an extension school either in Sitio Tres or Sitio Cagumao as so
that children will now longer have to walk to as far as one kilometer just to get to school. The
street leading to the school is so narrow and so difficult for any vehicle to pass because of
the houses beside it. Perhaps, the government may consider relocating these residents to a
good location. To be relocated also are the residents at the water way near the school. They
are inundated in almost a meter high flood during heavy rains.
As the most populated barangay with a school that is not one hundred percent
suitable for evacuation, people would go to the town center or to a higher ground to
evacuate. Hence, a larger evacuation center in Libas may be considered.
BARANGAY VILLA
Agri-fishery and Ecotourism
This is one of the largest barangays of Lavezares in terms of land area. It has a vast
agricultural land which is dominated by coconut and rice. It has very productive marine
areas which include its fishing grounds and mangrove areas. It also has one of the best
white beaches in Lavezares, the Bankawan Island.
The island of Bankawan promises a great potential for ecotourism development. Total
packaging and promotion of the place will be of great help.
Being a coastal barangay, Villa is exposed to strong typhoons and storm surges. It
always sustained heavy damages to properties and agriculture during typhoons. The
elementary school is not even safe for evacuation since most of the school buildings are
already old and dilapidated. Hence, people would look for evacuation center in the
poblacion.
One challenge that has been facing the barangay is the need to close their current
cemetery which is situated along their sea shore and can be inundated in waters during high
tide. It must be relocated to a proper place. The barangay has enough space for this.
BARANGAY VILLAHERMOSA
Agriculture
Since this barangay is located on a high altitude, the wind is observably cooler than in
the lowland. Because of this atmospheric condition and fertile soil, farmers are producing
various agricultural products aside from coconut. They also have fruit trees, vegetables and
root crops which they sold to the lowland. With good road condition, it is now easier to
transport their products.
The elementary school has few classrooms and some are already dilapidated, hence,
construction of additional disaster-resilient as well as an evacuation center is needed so that
people will no longer rush to the poblacion to look for a safe place during typhoons.

BARANGAY URDANETA
Agri-fishery and Eco-tourism
This barangay used to be famous for its white beaches until recent developments by
private owners created an atmosphere of exclusivity. All the stretch of the white beach in
Urdaneta, from the barangay proper to Sitio Rapak, is now divided by concrete fences
constructed by private owners obstructing free movement of people in the coastlines. There
is also an uncontrolled reclamation of the shorelines which also obstructed the free flow of
water and movement of swimmers. This has resulted in a steady decline of tourist arrivals in
the area. What remains in the white beach in Urdaneta is the one located in Sitio Punta,
however, this has become unsanitary for some years already because of the presence of a
public cemetery in it.
Urdaneta is a copra producer with its huge tracts of coconut land. However, its
production continues to decline because of uncontrolled cutting of coconut trees for
commercial lumber production. It also used to have hectares of ricefields but a large portion
of this now has been wiped out by saltwater intrusion due to climate change and man-made
causes.
SAN MIGUEL
Agri-Industy
Barangay San Miguel has been the biggest producer of rice because of its huge
tracts of ricefields which borders with barangays Libertad and Barobaybay. There are rice
mills also in the area which are also serving adjoining barangays. It also has huge
agricultural land which is planted with coconut and root crops. However, there remains the
uncontrolled cutting of coconut trees for commercial purposes. Huge tracts of their ricefields,
too, are not spared from saltwater intrusion. The barangay which has a huge mangrove
areas have yet to fully utilize its potential for mudcrab production.
Being at the intersection of the interior barangays of San Jose, Datag, and Salvacion
as well as the coastal barangay of Barobaybay plus the fact that it is located at the National
Highway and closer to the poblacion can make this barangay potential to be developed into
a growth node in this part of Lavezares. This is an ideal site for agri-industry development,
specifically for rice, coconut, and abaca processing. A food terminal may as well be
established in the area. This is also an ideal site for a new public high school that will serve
as a countermagnet to the overpopulated BBCMAIS.
BARANGAY MACARTHUR
Agriculture
This barangay which is basically a coconut area is also home to Lavezares Integrated
Ecofarm, a dumpsite now converted into a sanitary landfill, and a public housing project. In
the coming months, an evacuation center will be constructed in the area. A cohesive and
orderly plan for the abovementioned structures have yet to be made to make it more
sustainable and eventually become a model for self-sustaining climate change mitigation
and adaptation measures.
The flat terrain of the barangay presents a huge opportunity including its being
located along the national highway. These areas have attracted and projected to continue to
attract more investments for agri-business ventures like poultry production, rootcrop,
vegetable and pineapple production, among others.

BARANGAY LIBERTAD
Agri-fishery and Institutional
The economy of this barangay is fueled by its huge coconut land, rice lands, and
mangrove areas. As in other barangays, these coconut and rice lands are now threatened,
respectively, by uncontrolled coco lumber production and saltwater intrusion which now
render hectares of rice fields incapable for rice production. With the mangrove plantation
projects in last few years, mangrove areas have expanded now even occupying what used
to be rice fields.
Barangay Libertad also is home to Colegio de San Juan Samar, the only tertiary
school in Lavezares. This school has been a big help in providing college education degrees
to its students coming from low-income families and this has also serve as a countermagnet
to BBCMAIS with its high school department.
A public housing project is now being constructed in this barangay which will be a big
help in addressing housing backlogs for the homeless and underprivileged. Perhaps, this
project can be expanded in the future to accommodate more qualified households.
BARANGAY ENRIQUETA
Agriculture
Considered as the pineapple capital in this part of the province, Enriqueta has
dramatically increased the production of this fruit in the last decade. Its areas devoted for
pineapple production have of course expanded.
BARANGAY CHANSVILLA
Forestry
This is where the biggest forestland of Lavezares is located with its rich biodiversity.
As of now, agroforestry and forest rehabilitation project is underway to recover its lost
lushness caused by human abuse.
There is a small settlement in the barangay which is exposed to flooding due to river
overflow. Since the number of households is very small in number, it is possible to relocate
them to a suitable site near the barangay.
BARANGAY SALVACION
Agriculture
Known for its abaca plantation, this interior barangay is a significant contributor of
hemp in this part of the province. However, due to lack of government support and very slow
action when there is an attack of plant disease, their production area declined in the past
few years. Today, a massive abaca plantation project is being implemented by the
government to recover the lost areas.

The settlements of the barangays run through across a small river making it
inundated in flood waters during heavy downpour. The residents are used to it already and
have adapted to this natural occurrence by constructing houses with high floor elevation.
The barangay also has a forestland area which is now already planted with coconut.
The government has yet to come up with plan to preserve this area.
BARANGAY TOOG
Forestry
This barangay, thru its forests and springs, is the main source of potable water supply
not only to its own residents but also of the lowland barangays of San Miguel, Macarthur
and Libertad. With the ongoing, forest plantation project of the government, it is hoped that
the lost dense forest will be restored. Areas for agro-forestry and agricultural development
have yet to be clearly delineated and developed as these are where the potential for
economic development of the barangay rests. Toog Falls can also be developed as an eco-
tourism destination.
The farmers in this interior barangay derive their main source of income from copra,
root crops and vegetable production. It is now easier for them to transport their products with
the completion of concrete farm to market roads going to the barangay.
BARANGAY DATAG
Agriculture
Hectares of agricultural land in this interior barangay are devoted to coconut, root
crops, and vegetable production. With the completion of concrete farm to market roads
connecting the barangay to the main highway has boosted the income of the farmers in this
barangay.
This is a low-lying coastal barangay with all its residential areas built in sea-level
reclaimed lots. During strong typhoons, most houses made up of nipa and bamboos are
reduced to rubble. The school buildings are already old, hence, not strong enough to
withstand strong winds. So, the people would go to as far Barangay Libertad to evacuate.
The barangay has just acquired a half-hectare property on top of a hill nearby. This is where
they plan to establish multi-purpose hall cum evacuation center.
Current effort to restore mangrove areas in the barangay is underway. In fact, the
abandoned fish pond surrounding the church and the school is now filled with mangroves.
On the border of the barangay with the municipality of Rosario is the huge boulders
called Pagol. It has dive spots on it which present a good potential as a tourist destination in
this part of the municipality.
The barangay also has to manage their wastes as observably people would just
dump it into the sea. It also has to look for another place for their cemetery as this is located
along the sea shore.

Bordering along the municipal waters of Lavezares and the island municipality of Biri
is Barangay San Juan. People here are dependent on fishing for their livelihood. They
produce danggit and bolinao and other fishes sold to the market. Half of the residential
areas of the barangay are situated on top of reclaimed sea. It appears that the seawall they
built some years ago was already reclaimed now with settlements. And now, they are
building a new one which may not be the last one. Good thing that there is now a road
opening in the uphill connecting the barangay to Barangay San Isidro. Along this road are
agricultural land which has portions that may also be good for settlement or resettlement.
This will help reduce the pressure for more reclamation in the seas of San Juan. Ongoing
mangrove and beach forest reforestation will be a big help in protecting the barangay from
coastal erosion. The barangay also has to manage its wastes and has to relocate their
cemetery which is placed along the sea shore.
BARANGAY MARAVILLA
Fishery
Considered as the center of all the island barangays of Lavezares, it has with it the
Maravilla National High School which was established so that students from the islands
would no longer go to BBCMAIS in the mainland. However, the school has to be vigilant in
so far as its location is concerned because of the presence of sinkholes on it based on MGB
study. A good wharf for students’ use may be constructed behind the school site to ensure
their safety.
The barangay which is much exposed to strong winds, storm surge and coastal
erosion has to continue planting more trees along its shorelines. It is good that the schools
here have new school buildings which are designed for evacuation also. The barangay also
has to manage its waste so that it will not find its way to the sea.
BARANGAY BANI
Fishery and Eco-tourism
This is a fishing barangay that delivers fish to the public market on a regular basis.
This is also home to white beach resorts facing Barangay Barobaybay. It has yet to find a
way how to earn from these resorts, perhaps, by providing fish and other marine products to
the tourists.
This barangay, along with all the island barangays, is highly exposed to strong winds,
storm surge, and coastal erosion. Hence, it has to continue planting more trees and
mangroves along its coastlines. It also has to construct evacuation center and make their
school buildings disaster-resilient. It also has to manage its wastes and relocate their
cemetery to a place at least fifty meters away from the shore.
Future settlements for the barangay can be established along the road in the uphill
that connects it with Barangay Magsaysay so as to avoid further encroachment in the
shoreline for settlement purposes.

BARANGAY MAGSAYSAY
Fishery
Known for its good quality and high value marine products, this barangay has
transformed itself from a small-sized barangay in terms of settlement into what is now
perceivably the fastest growing island barangay. It has already emerged as a major island
barangay alongside the old neighboring barangays of Bani and Maravilla in terms of
population and settlement area. However, this development has come with environmental
cost as this barangay is being continually built and expanded up to its seas and mangrove
and nipa areas thru reclamation using coral rocks. Exposing themselves to strong winds,
people in this area have seen so much devastation during typhoons. With the opening of a
road that connects it with Barangay Bani passing thru its hills, it is projected that people will
now be attracted to have their permanent settlement here. This will reduce the pressure of
further encroachment into the sea for settlement purposes.
Proper waste management remains a challenge for this growing barangay. Also, the
construction of more disaster-resilient classrooms that can be used for evacuation
Barangay San Isidro prides itself with the Lalaguna Mangrove Forest, now being
projected by the government to be the major tourist attraction in Lavezares. This is a 300-
hectare of mangrove area sprawled in the Lalaguna Bay and good for water leisure sports,
picnic and nature tripping. Investments for its total development are much needed from the
government to achieve its desired status.
Being a protected area, Lalaguna Bay should be strictly managed so that the closed
and open season will be observed by the fishermen. The Kaluy-ahan Hill should also be
protected to preserve its wildlife which includes monkeys and wild birds. There should also
be an official declaration that it is a natural wildlife sanctuary.
With increasing population, people in this barangay tend to reclaim portion of its seas
into settlement area using hard coral rocks. This must be discouraged. Instead, people
should be constructing their houses in another settlement area in the barangay called Upper
Kaluy-ahan. The barangay also may relocate their school which is located in a landslide-
prone area. It also has to manage their wastes.
Lavezares’ comparative advantage is that it is endowed with natural bounties both from
the marine and upland biodiversity. Its varied resources are unusually found in other
neighboring municipalities. It has vast coco land, cropland, mangrove areas, fishing
grounds, eco-tourism and forestlands potentials. The presence of these resources is enough
for a community to be self-sufficient and self-reliant.
The location of Lavezares as the gateway to Biri Island presents great opportunities for
economic development of the municipality. Its accessibility to the commercial centers of
Allen and Catarman, and with just few minutes away to the Allen Port presents an open
opportunity for Lavezares in terms of delivery of goods and services.

These schemes reveal relative location of broad land uses including proposed new
growth and expansion areas. It also reveals, among others, the land uses to be retained,
conservation and protection areas, and new road links. All generated schemes are based on
the same set of development assumptions which include Lavezares’ vision of its future
growth and development. Other considerations include the overall development thrusts,
assessment of development issues and concerns, analysis of constraints and opportunities,
land supply-land demand balancing, and sectoral goals and objectives.
The vision of the municipality are translated through the following development goals:
Empowered and resilient citizenry with high quality of life anchored to
sustainable development where environment, economy, and equity
are properly balanced;
A globally competitive urban municipality with agriculture and eco-tourism as its lead
sector; and
Inclusive growth, and inclusive governance.
Provide an effective and efficient delivery of basic services, and access to food
production, livelihood and job opportunities to the basic sectors, ensure peace and public
safety, and judicious utilization and management of the natural resources including the
promotion of gender-friendly ecotourism.

1. Agricultural Development. Agriculture shall remain the major source of income and
employment for Lavezares. Hence, land allocation for agricultural use should remain
high. Development strategies should focus in addressing agricultural production
bottlenecks, and inherent vulnerabilities; and in promoting agribusiness to address
agricultural production constraints, post production handling, value-adding, and
distribution concerns.
2. Ecotourism Development. Lavezares is endowed with rich natural land and water
resources. These therefore shall be utilized to enable economic and social
development of local communities. Ecotourism corridors shall be developed, and
natural land water areas must be properly designated for ecotourism activities.
3. Coastal Resources Development. Lavezares long coastline boasts an opportunity for
development not only as a recreational area but for aquaculture as well. Spatial
planning and zoning will ensure that aquaculture operations stay within the
surrounding ecosystem’s carrying capacity, and to avoid conflicts in resource use.
4. Sustainable Forest Management. This thrust will ensure that land use for protection
areas are conserved so that forest resources could continue to provide social,
economic and environmental benefits to the present and future generations.

5. Urban Development. Lavezares will maintain a livable urban center. Hence, urban
land use will focus in providing seamless transportation system, promoting
interconnected green space, and allowing mixed-use development.
6. Disaster and Climate Change Resiliency. Resiliency will be pursued as a policy,
where programs and projects are measured not only on its intended outputs and
outcome but its capacity to increase its coping mechanism as well.
This part establishes the relationship of the CLUP with the Philippine Development
Plan, the Eastern Visayas Regional Development Plan and the Provincial Physical
Framework Plan of Northern Samar.
Within the ten-year planning period, Lavezares will pursue the following development
strategies:

AGRICULTURAL DEVELOPMENT
Given this huge potential, Lavezares has been identified as Special Area for
Agricultural Development by the Department of Agriculture. This augurs well for sufficient
investments from the national government directed to enhance and improve these locally-
produced crops.
Fishery
With 14 of its 26 barangays located in the coastal zone, Lavezares is one of the
centers for fishery trading in this part of the province. It is where one can find fresh, quality
and high-value fish and other marine products coming from the fishing barangays of
Maravilla, Magsaysay, San Juan and Bani as well as from the island municipality of Biri.
With proper implementation of fishery laws and sufficient support services and funding from
the government, Lavezares will definitely posed itself as a major producer of fishery
products.
ECO-TOURISM DEVELOPMENT
Recently, the Local Government Unit has been developing the Lalaguna Mangrove
Eco-Park located in Barangay San Isidro as its main tourist attraction. Complementing with it
are the white beaches scattered in barangays Urdaneta, Balicuatro, Bankawan Island, and
Bani.
In addition to this, Lavezares plays significant role as the jump-point to Biri which is
nationally-known for its rock formations. With the increasing tourist arrival, Lavezares needs
to pursue the plan of establishing a quality port for the tourists in Barangay Cataogan. A
quality promenade by the port area will be an added attraction. It also has to consider
establishing a better public market where tourists can buy local food and delicacies. Taken
as a whole, the entire port area will continue to deliver huge revenues and will serve as the
nerve center of economic growth in the municipality.
The multiplier effect of eco-tourism industry will definitely propel the local economy and will
spell high income for large number of households as they take part in this industry. This will
be made more possible if this will be done thru sustainable approaches within the framework
of an industry-led, community-based, gender-sensitive and resource-enhancing eco-tourism
program.
All current local efforts and the abovementioned development strategies of Lavezares
are in consonance with the Philippine Development Plan for 2017-2022, the Regional
Eastern Visayas Regional Development for 2017-2022 and the Provincial Physical

Framework Plan of Northern Samar as well as in the Samar Island Tourism Masterplan of
2011. This consistent vertical linkage and integration of the municipality’s development
strategies in the hierarchy of plans present a huge opportunity as it would attract more
public investments from each government levels.
With all these competitive advantages of the municipality coupled with its
comparative advantages of good governance and ease of doing business, among others,
this municipality will certainly see its vision turning into reality.
Different Growth Nodes will be identified and be developed. Each node will perform
specific role, complementing each other towards over-all development of the municipality.
The following are the identified growth areas and their function/s:
Barangay Cataogan is the main growth center. Other Poblacion barangays of Caburihan,
Caragas, Sabang-tabok, Ocad, and Libas will be the satellite barangays for these functions.
Taken as a whole, these poblacion barangays serve as the service center for the entire
municipality. Within it are the commercial center, institutional centers and health centers
needed by all the people of Lavezares. Sustaining these areas as the main growth center
are the 20 barangays that supply it with varied commodities from its rich fishing grounds and
productive agricultural land.
Specifically, the Municipal Building, Municipal Auditorium, Lavezares Central Elementary
School, and the Parish Church are all located in Barangay Caragas. The Lavezares Public
Market and the Port Area are located in Barangay Cataogan. This is the main center of
trading of all agricultural and marine products. The commercial center stretches along the
main highway, which is the Salvacion Street. The biggest secondary school, Basilio B. Chan
Memorial Agricultural and Industrial School is located in Sitio Bunga, Barangay Sabang-
tabok.
To enhance the Poblacion as the growth center, the government has to invest more in
improving its legibility, convenience, beauty, order, harmony and livability so that with
economic growth comes quality of life for the people.

Observably, some areas besides the National Highway stretching from Barangay
Enriqueta to Barangay Libas are now also virtually utilized as display area of their crops for
travelers to buy. It serves this purpose while maintaining its role as main economic highway
of Lavezares connecting the commercial centers of Allen and Catarman.
URBAN AREAS
These areas are comprised by cluster of structures or activities occupying sizeable
land area, at least more than a hectare. These areas are normally a mixture of residential,
commercial, industrial, institutional, recreational, and functional open spaces. Each
barangays possess such areas where institutions such as barangay hall, health center, day
care and auditorium aggregate.

In the next ten years, it is expected that there will be a significant change in the urban
land uses of Lavezares. From its current urban area of ---, it will now become---. The
residential areas will be increasing by ---; the commercial areas by --- …..The total urban
area in Lavezares is 216.23 hectares (2.16% of the total area).
Urban Center
The Poblacion will remain as the major urban area of Lavezares. It shall preserve its
urban layout which was based on Spanish Period’s grid pattern which has the plaza
complex at the center. The street pattern shall continue to provide accessibility of plots and
structures that allows ease of movement to each structure having numerous intersections.
At the town center is the Catholic Church, the Lavezares Central Elementary School,
the Lavezares Park, the Municipal Hall, and the Lavezares Public Market and Port Area.
These are being surrounded by the commercial centers and residential areas. This urban
model is a typical neighborhood design where everything is legible and convenient to the
people living in it. The government shall make every effort to preserve and enhance these
structures aesthetically as well as make them more structurally resilient and adaptive to
climate change and disasters.
To address the congestion in the main collector road along Rizal Street by the side of
the auditorium leading to the Public Market, the local government shall clear it from tricycles
and motorcycles and sidewalk vendors. So as not to deprive them of their livelihood, a new
terminal shall be constructed for them at the reclamation area in Barangay Sabang-Tabok.
All sidewalk vendors shall be relocated to a portion of the reclaimed area at the Public
Market.
The rest of the barangays, on the other hand, have a strip or linear development
patterns, characterized by a strip type of development parallel to and on both sides of
highways and coastal lowlands. As can be seen all over residential areas, the minimum
easements of public use and the required setbacks are not being observed. There are not
enough spaces along the streets for proper and efficient drainage system, for pedestrian
lanes and for urban greening. If these problems will not be addressed today, the safety and
convenience of the people will be put on the line. In addition to this, intense urban heat due
to lack of greeneries within residential areas will be all the more experienced by the people
due to global warming. To address this problem, the municipal government shall see to it
that the proper easements for urban structures as provided by the Building Code and other
existing laws should be strictly enforced by the Municipal Engineer/Building Official.
Residential
Since all the residential areas in the town center are now fully occupied, future needs
for residential areas shall be addressed by expanding the residential areas of Sitio
Baribadon and Sitio Butig in Barangay Caragas, Sitio Feeder Road in Barangay Caburihan,
Sitio Sigad in Barangay Ocad, Sitio Upper Bunga in Barangay Sabang-Tabok and Sitio Dos
and Tres, Borobagacay, Cagumao-as in Barangay Libas.
It shall also be the policy of the local government to disallow any construction of
houses in hazard prone areas. People currently living in the mangrove areas in Bunga which
are mostly coming from underprivileged families shall be relocated to a safe area like Upper
Bunga, specifically in the proposed socialized housing projects in Enriqueta, Libertad and
Macarthur. Housing projects in these areas as well as in Barangays Caragas should be
expanded to address the housing backlogs especially for the homeless and underprivileged.
For the coastal settlement of Magsaysay, Bani, Maravilla, San Juan, San Isidro, and
San Agustin and which are all exposed to storm surge, a relocation site for socialized
housing in the higher ground of the island shall be established as proposed by the Mines

and Geosciences Bureau (MGB). The settlement of Chansvilla shall also be relocated to a
higher ground as also proposed by the MGB.
Mitigation measures shall be put in place in all coastal and island barangays.
Evacuation centers shall also be constructed in strategic areas.
In all areas of Lavezares, the local government shall strengthen the capacities of the
people to adapt to the changing climate and to cope up with disasters.
Institutional
For the institutional area, the government buildings should be disaster-proof like the
municipal buildings and its annexes. The municipal hall and the church should be preserved
as important cultural property. To cater to increasing population, a government center
should now be established in Barangay Caragas. It shall house all the local and national
government offices. The current Rural Health Unit should also be expanded in terms of floor
area so as to better accommodate the increasing number of patient; it should now be
reconstructed into a two-story building. Schools and classrooms also should be expanded
based on planning standards and its structures should be disaster-resilient. Schools located
in hazard-prone areas should be relocated to higher grounds like the elementary schools of
San Agustin, Bani, and Maravilla and even portions of Libas. To serve as a countermagnet
to BBCMAIS, a new high school in Barangays San Miguel and Barangay Enriqueta to serve
its neighboring barangays.
The barangays should also make an effort to have a multi-purpose hall as well as
their respective evacuation center.
Commercial
Expansion of the commercial center of Lavezares is now inevitable with increasing
population. It has to be expanded in Barangays Sabang-tabok to Barangay Cataogan.
Barangays also have to designate commercial centers in their respective areas to stimulate
economic activity in their communities.
In terms of potable water supply, the local government should acquire all the
properties where spring sources are located, either by way of donation, purchase or by
expropriation. This is to ensure sustainable water supply for the people. The local
government shall also make an effort to make all areas in Lavezares have electricity supply,
including sitios.

AGRICULTURAL LANDS
As a matter of policy, the local government shall not convert its productive agricultural
land into other uses. Expansion of infrastructure projects like diversions roads or road
networks and residential areas should only be made in non-productive and idle agricultural
lands. It shall also invest more in this sector so as to increase the productivity of its prime
crops like coconut, rice, abaca, pili, cacao, high value vegetables, banana and pineapple.
It shall also maximize the use of the Lavezares Integrated EcoFarm as a model of
organic farming in the province.
FOREST AREA
Forests and forestlands and its watersheds in Lavezares located in barangays Toog,
Chansvilla, and Salvacion shall be maintained and preserved. This will be done in
coordination with the DENR. The program on massive plantation activities in the protection
and production areas shall be continued in partnership with government and non-
government organizations.

AGRI-INDUSTRIAL USE
To boost the local economy, the local government should support thru investment
incentives the establishment and expansion of agri-industries like rice mill, cacao
processing, and corn mill, specifically in barangays Sabang-Tabok, Urdaneta, San Miguel,
Cataogan and Enriqueta.
OTHER USES
Cemeteries
Redesigning and redevelopment of the Roman Catholic Cemetery should be
supported by the local government unit so that it can be able to address future needs of
barangays Caragas, Sabang-Tabok, Ocad, Cataogan, Caburihan and Libas. Condo-type
niches shall be constructed in the cemeteries to maximize space. The cemeteries of
barangays Villa and San Agustin shall be relocated to another area since these are
unsanitary in its present location by the sea shore. The existing cemetery of Enriqueta shall
be redesigned and expanded up to one hectar and shall accommodate the dead of this
barangay as well as that of barangays Libertad, San Agustin and Chansvilla. The
cemeteries of Urdaneta and San Miguel shall be closed. A new one hectare-cemetery shall
be established in Barangay San Miguel to accommodate barangays Urdaneta, San Miguel,
Macarthur, Datag, San Jose, and Salvacion. The cemeteries of Barobaybay, Bani and
Maravilla shall be relocated from its current location at their sea shore to higher ground.
SANITARY LANDFILL
The local government unit shall maintain its sanitary landfill in Barangay Macarthur.
WATER USES
The LGU and the Protected Area Management Board shall continue to judiciously co-
manage its water resources being part of the Birilarosa Seascape and Landscape Protected
Area pursuant to Proclamation 219. It shall continue to preserve the 50-hectare Fish
Sanctuary in Barobaybay as well the 300-hectare Lalaguna Bay which is closed to fishing in
the months of March to May to give way for the breeding period of fishes in Barangays San
Isidro, Maravilla, and San Juan. The 1,338 hectares of mangroves areas shall be preserved
and may be utilized only for aquasilvi culture and ecotourism. The LGU also has to strictly
implement laws against pollution (RA9003) and illegal fishing activities (RA8550). It shall
also continue to invest in the development of its eco-tourism sites in Lalaguna Bay, Bani
Island, Villa (Bankawan Island), Chansvilla and Balicuatro and support private resorts.
Land and water use policies are expression of the government's perception of the
direction to be taken on major issues related to land and water use and the proposed
allocation of land and water resources over a fixed period of time.
A sound land and water use policy is effectively part of the enabling policy
environment and covers all uses and activities on land and water. To properly implement
this CLUP, the following measures shall be enforced by the local government of Lavezares
to promote sustainability and conservation of its natural resources. Generated by the
community through a participatory, integrative and iterative planning processes, these
policies cover all the land and water uses desired by the stakeholders.

The municipality’s croplands shall not be converted into urban land uses. Production
Agricultural Area shall be conserved to support the policy of maintaining some degree of
food self-sufficiency.
These areas outside of SAFDZ and declared by the LGU for agricultural use shall be
used for cultivation, raising and growing of staples such as rice and livestock raising. Other
land uses including structures shall be strictly regulated.
Forest buffer shall be established outside the boundaries and immediately adjacent to
designated protected forest areas. Forest buffers shall be under the control of the DENR
with the assistance of the LGU.
Agri-Tourism Area
Allowable uses and activities shall promote and pursue environmental conservation
and agriculture-based tourism development.
Allowable uses shall include integrated farming systems and nature appreciation.
Hazard-free buildable areas in slopes between 8%-18% shall be designated for this use.
Eco-Tourism Area

Ensure compliance with Department Administrative Order (DAO) No. 2013-19, which
was issued to support conservation efforts and sustainable use of natural resources in
protected areas with tremendous potential for ecotourism development.
Pursuant to the provisions of the Water Code of the Philippines (PD No. 1067), all
surface water bodies including rivers, creeks, streams and others that form part of the
natural drainageway or waterway, and their legal easement throughout their entire length
shall be protected.
No person shall be allowed to stay in these areas longer than what is necessary, or
build structures of any kind for whatever purpose.
Road widening or road construction on or along these areas shall be regulated by the
LGU to ensure that surface water bodies are protected and preserved.
Pursuant to existing laws, particularly RA 9003, all types of solid waste disposal and
management areas shall be located away from water bodies, including ground and surface
water sources.
No structures other than the MRFs shall be allowed within a 100-meter radius of the
buffer areas.
Pursuant to existing laws, cemeteries and memorial parks shall be located away from
water bodies, including ground and surface water sources.
A buffer zone of at least 50 meters shall separate them from surrounding urban uses.
These uses shall be promoted only in suitable areas of the municipality that are
hazardfree, buildable and accessible to the municipality’s road network. These areas shall
be properly drained of stormwater, and served by power and water lines. These areas shall
be kept a distance away from any type industrial use. A buffer zone shall be designated to
separate it from conflicting uses.
Industrial Areas
Open Space
Open space is a functional land use and a vital component in the development of
Lavezares. In the built-up area, public recreational open spaces such as parks and sport
fields serve irreplaceable functions. The policy is to ensure that existing open spaces are
maintained regularly for the recreational and health benefits/enhancement of its residents.

Areas of temporary shelter and evacuation centers shall be located on the hazard-
free areas of the municipality.

Enforcement of Presidential Decree No. 1067 (Water Code of the Philippines) and
designation as protected areas to all categories of surface waters such as water flowing
over lands, water from rainfall whether natural, or artificial, and water from agriculture runoff,
seepage and drainage; atmospheric water; subterranean or ground waters;
Based on PD No. 1067, waters found on private lands belong to the state. The owner
of the land where the water is found may use the same for domestic purposes without
securing a permit, provided that such use shall be registered, when required by the National
Water Resources Board (NWRB). NWRB may regulate such when there is wastage, or in
times of emergency such as: (a) Continuous or intermittent waters rising on such lands; (b)
Lakes and lagoons naturally occurring on such lands; (c) Rain water falling on such lands;
(d) Subterranean or ground waters; and, (e) Water in swamps and marshes.
Aside from waterways, the legal easements of all waterways and channels shall form
part of the municipality’s protected areas. Waterways and their legal easements shall have
equal status with urban land uses. Their character shall be maintained as “open to the sky”
and, as such, be preserved in perpetuity. The minimum legal easements are prescribed in
Article 51 of P.D. No. 1067.
In line with the municipality’s thrust to protect its natural waterways, the following land
and water use policies shall be adopted:
Enforce Article 51 of the Philippine Water Code in order to recover legal easements;
Prohibit any construction of permanent structures on waterways and along their entire
stretch;
Reclaim legal easements if they have been destroyed or built upon; Redevelop
portions along these waterways as linear or pocket parks, and areas for active and
passive recreation; Protect the waterways through tree planting and vegetative
protection; Ensure preservation of visual corridors in line with the municipality’s open
space program.
Environmentally-Constrained Areas
Areas that are at high risk to flooding and other hazards, as determined by the LGU
or relevant national agencies, shall be designated as environmentally-constrained and
therefore shall be classified as open space.

Code) shall be enforced. This will prevent the popular practice of building too close to the
road, even to the extent of encroaching on the RROW.
Policy action shall focus on preserving historic landmarks that reflect the heritage of
the people. The LGU shall tap technical experts to guide them in enhancing local heritage
sites and monuments.
Considering the natural and human-induced hazards discussed in the previous chapters, the
following are DRR-CCA proposed policy directions:
1. Adoption of intercropping patterns and different farming systems to promote higher
diversity, and sustain farm livelihoods;
2. Construction of, or relocation of post harvest facilities outside highly susceptible to
natural hazard areas;
3. Provision for irrigation facilities to help grow agricultural crops, maintain landscapes,
and revegetate disturbed soils in dry areas and during periods of inadequate rainfall;
4. Expansion of forest cover, mangrove plantation, and coral reefs to increase natural
protection;
5. Establishment of “no build zone” in areas highly susceptible to flood, strom surge,
tsunami, and landslide in order to minimize exposure of population and property, thus,
reducing the likelihood of disaster;

Upon approval and adoption of this CLUP, the Sangguniang Bayan of Lavezares
shall initiate the process of enacting a Zoning Ordinance (ZO) based on the approved
CLUP. The implementation of the CLUP and ZO will require the enhancement of existing
organization as well as establishment of new offices.
Foremost is the strengthening of the MPDO which current composition will have to be
reinforced. The strengthening of the MPDO will ensure more effective and empowered office
to (1) formulate integrated economic, social, physical and other development plans and
policies for consideration of the Municipal Development Council; (2) integrate and
coordinate all sectoral plans and studies undertaken by different functional groups or
agencies; and (3) monitor and evaluate the implementation of different development
programs, projects and activities in accordance with the approved development plan. One
important aspect for the strengthening of the office is the creation of a Zoning Office and
designation of a Zoning Officer. The Zoning Officer will ensure both enforcement and
planning coordination in the implementation of the CLUP and ZO. Specifically, the Zoning
Officer will perform the following duties:
The effective implementation of the CLUP and ZO is not only dependent on the
MPDO and Zoning Office, it is a coordinative effort with other departments/offices such as

the Municipal Engineering Office and Municipal Assessor’s Office. The Municipal
Engineering Office shall ensure that Locational Clearance was secured prior to the issuance
of Building Permit while the Municipal Assessor’s Office shall consider the approved CLUP
and ZO in the assessment and valuation of land.
In addition to the thirty (30) created and reinstituted councils, committees, groups,
teams and boards, the Local Zoning Board of Appeals (LZBA) and Local Zoning Review
Committee (LZRC) will be established.
The LZBA shall be attached to the Municipal Development Council to ensure policy
coordination. It shall primarily act on the submitted applications for Variances, Exceptions
and non-conforming uses. Complaints and oppositions to applications shall also be acted
upon by the LZBA. It shall also act on appeals on Grant or Denial of Locational Clearance
by the Zoning Officer. The LZBA shall be composed of the following:
The MPDO shall be the Secretariat of the LZBA. The board may opt to invite
resource persons to support performance of its functions.
The Local Zoning Review Committee (LZRC) shall be created to ensure periodic
review of the approved CLUP and ZO. It shall determine amendments or revisions
necessary in the ZO because of changes that might have been introduced in the CLUP, as
well as recommend changes to be introduced in the CLUP and ZO in the light of permits
granted such as variances and exceptions, and increasing applications for rezoning and
reclassification. It shall be expected to recommend to the Sangguniang Bayan the
necessary legislative amendments on the needed changes in the ZO because of the
conducted review. It shall be composed of the following sector representatives:
The need to improve the capability of different departments in program and project
management will be addressed. The MPDO shall be freed from involvement in project
implementation to concentrate on performing its various planning and programming tasks.

Program or project management and implementation should be the concern of the other
offices such as the Municipal Engineering Office for infrastructure project implementation,
Municipal Agriculture Office for the implementation of projects on agricultural development,
etc. Hence, a training program should be designed for the concerned department heads and
personnel on all aspects of project development and management. This training will prepare
them to manage projects that are to be implemented by the administration. In case some
projects will be contracted out, the same officials and personnel should be equally
conversant on the mechanics of contract management.
It is also very evident that in order to effectively implement the CLUP and ZO, the
municipality will have to strengthen the Municipal Environment and Natural Resources
Office as well as the Municipal Tourism Office. Consequently, the establishment of Tourism
Development Council is also needed.
INVESTMENT PROGRAMS
The preparation of the medium term and annual public investment program is one of
the functions of the Municipal Development Council as mandated in the Local Government
Code (Sec. 109, a, 2). The public investment programming is an intermediate process that
links the development plan to the municipal budget. With a functional local development
investment program (LDIP) translated into its annual component or the Annual Investment
Program (AIP), local budgets can truly operationalize the approved local development plan
as directed by the code (Section 305, i).
The IEC Plan will focus on the explanations of the following provisions of the
approved CLUP and ZO:
⇒ Adopted Vision;
⇒ Development Goals;
⇒ Spatial Strategies of the approved CLUP;
⇒ General Land-Use Policies and Allocation Adopted;
⇒ Development Controls; and
⇒ Zoning Arrangements to be Implemented.
The municipal government shall implement a comprehensive IEC Plan to disseminate
to different LGU departments/offices and barangay centers, using the different strategies
enumerated below:
Develop a popular version of the CLUP and ZO in local dialect;
Produce easy-to-read pull-out supplements such as brochures or flyers for the
general public;
Display maps in conspicuous places within the municipality;

Hold orientations using audio-visual aids for different stakeholders such as the
business sector, non-government organizations, people’s organizations and civil
society groups within Lavezares; and
Posting of CLUP and ZO in the official website of the Municipality of Lavezares.
Integrate, coordinate and link the activities of its different departments or units and
various sectors of the constituency;
Provide up-to-date information on the overall status of its programs, projects and
activities;
Identify problems and issues confronting the PPAs being implemented for remedial
action;
Provide information of lessons learned in project implementation of future similar
PPAs;
Provide venue for participation of the non-government organizations, people’s
organizations and civil society groups in the PPA monitoring and evaluation process.
Proceeding from the above mechanisms, the MRE body shall annually evaluate results
of the monitoring activities, guided by the following:
