GUIDELINES FOR CONDUCT OF


H. S. FINAL PRACTICAL EXAMINATIONS/PROJECT ASSESSMENT – 2024

In view of smooth and effective result processing works of the Higher Secondary Final
Examination-2024, the Assam Higher Secondary Education Council, Bamunimaidam,
Guwahati-21 has decided to collect the marks of Practical Examinations and Project
Assessment of the concerned subjects online through a portal. This arrangement has been
made keeping in view the correct and timely assessment of Practical Examination and
Project Assessment and to ease the result processing works for declaration of results within
the stipulated timeframe. The institutions having Practical Examination Venue and also the
institutions having subjects of Project Works shall have to submit the marks of Practical
Examinations and Project Assessments online. Necessary link/s for submission of the above
said marks will be communicated to the institution in due course of time.
For understanding the process of conduct of examinations of Practical and
Project Assessment of the concerned subjects for theHigher Secondary Final Examination-
2024 and to ensure correct submission of marks thereof in the above said purpose,
guidelines as given below have been framed for implantation of the same letter and spirit by
all such institutions having Practical Examination Venue and also the institutions having
subjects of Project Works. Separate SOP for uploading process of Practical/Project marks on
the portal will be issued in due course of time.

1. GENERAL

The Practical Examination/Project Assessment are being conducted by all the


institutions as per provisions given in the Scheme of Studies/Examination Bye- Laws
prescribed by AHSEC.
The AHSEC has a prescribed subject wise curriculum for Theory and Practical
Examination/Project Assessment. The curriculum also contains a breakup of the
maximum marks for the theory question paper and Practical Examination/Project
Assessment.
The institutions having 2nd year permission/ recognition of the Council shallhold the
practical examination/project assessment for their students in their respective

Venues already granted permission by the Council, and their students shall have to
appear in the examination/project work in their venues. However, the AHSEC may allow,
as special case, certain institutions equipped with satisfactory laboratory facilities and
having permission for the First Year to hold practical examination/project work.

2. DATES FOR CONDUCT OF PRACTICAL EXAMINATION/PROJECT WORKS


The dates for conduct of Practical Examination/ProjectWork shall be as follows:

24th January to 8th February, 2024.

The Examination(s) must be held within the time frame stipulated by the Council.

3. The venue for the practical examinations in respect of the examinees of the subjects like
Anthropology, Computer Science & Applications, Entrepreneurship Development, Fine
Arts, Geology, Home Science, Multimedia and Web Technology, Psychology, Sattriya
Dance, Bihu, Khol etc. in which number of examinees is very low(lessthan10)will be
finalized by the Council.
4. Arrangement of the External/Internal Examiner(S) for conducting the practical
examinations/project works shall be made by the Officer-in-Charge of the Practical
Examination Centre/Venue and the names and other details of them shall be sent to the
Council for approval through an Excel Sheet after receiving the link, which will be sent
through SMS or email from the Council.
5. Practical examination related materials such as blank answer-scripts and confidential
question papers along with instructions will be supplied by the Council to the Officer-in-
Charges of the Centers/ Venues in due course of time and the filled-in documents related
to practical examination(s) should be submitted to the Council as early as possible after
completion of the practical examinations(s).

6. DATES FOR UPLOADING MARKS

The marks in respect of all Practical Examinations/Projects shall be uploaded


simultaneously, starting from the date of conduct of examination by the Internal
Examiner. The uploading of marks shall be completed by last day of examination in the
Centre/Venue.
The External Examiner shall verify the already uploaded marks and on

verification, the External Examiner shall finally submit the marks. On submission of
marks by the External Examiner, Mark Foil(s) of the same will be automatically
displayed in the screen, which is required to get printed without fail. After printing of
the Mark Foil(s), same has to be signed by both the Internal and External Examiner
and the duly signed copy of the Mark Foil has to be handed over to the Officer-in-
Charges of the Centers/ Venues in sealed envelope(s) by both the Examiners.
On receipt of the sealed envelope containing the duly signed Mark Foil(s), the
center-in charge shall make necessary arrangement for submission of the same to the
Controller of Examinations, AHSEC immediately.

7. ENSUREERROR FREE UPLOADING

While uploading the marks, the Internal/External Examiner shall ensure that
correct marks are uploaded,as no correction in the marks will be allowed, once marks
are finally submitted by the External Examiner.
8. A common ADMIT CARD for both the H S Final Practical/Project and TheoryExaminations
will be issued by the Council to all eligible examinees ahead of the date of commencement
of the practicalexaminations. The examinees concerned will collect the
samefromtheirrespectivePrincipal&Officer-in-Chargesoftheexamination venue/centre as
per their convenience.
9. ATTENDANCE SHEET
ATTENDANCE SHEET for recording of attendance of the Examinees will be provided to the
Principal & Officer-in-Charges of the examination venue/centre. The Principal & Officer-in-
Charges of the examination venue/centre shall neatly maintain the attendance sheet and
will record the attendance shift wise of the examinees clearly. It should be ensured that
the signature of each and every examinee must be taken in the attendance sheet.
Principal & Officer-in-Charge of the examination venue/centre shall submit the
attendance sheet to the Controller of Examinations, AHSEC immediately after completion
of the examination(s).

10. UNFAIR MEANS


If any examinee is communicating or attempting to communicate with Examiners
with any objective to influence them in any way whatsoever, or using any other
undesirable means for taking undue advantage during examination shall be deemed
to have used/attempted unfair means. Examiners are required to report such cases

along with complete facts/papers/witnesses immediatelyto theconcerned Officer-in-
Charges of the Centres/ Venues.
COUNCIL'S RIGHTS TO CANCEL THE PRACTICAL/PROJECTEXAMINATION
In case, it is observed that directions of the COUNCIL have not been complied with
by the CENTRES/VENUES, the COUNCIL reserve its right to cancel the
Practical/Project examination.

11. PAYMENTS

Remuneration to External / Internal Examiners will be paid by the


Councildirectlytothebankaccountsoftheexaminers (no offline TA bill will accept).
Remuneration of other staff has to be paid by the Venue in-Charge on the spot and for
this purpose, different Annexures are provided herewith. The Council will reimburse the
actual amount paid by the venue on submission of the payment bills as per the said
format along with the receipt details. The reimbursement shall be made through RTGS,
for which the Venue in-Charges shall have to furnish the following details to the Council:

12. NON-DISCLOSURE OF MARKS

The marks awarded to the students in the Practical Examination/Project works


have the same sanctity as the marks scored in the Council's Final Theory
Examinations and therefore same shall not be disclosed to the students or any person
under any circumstances.

13. ANSWER BOOK FOR PRACTICALS


After conduct of Practical/Project, the answer books of the students are required to
be submitted to the Council Office along with other documents as early as possible.

14. APPOINTMENT OF EXTERNAL EXAMINERS


The Centre/Venue authorities are not authorized to make alternate arrangement of
External Examiner for conduct of practical/project examination at local level without prior
approval of the Council. ·Practical examination can only be conducted by an External
Examiner approved by the Council.

All matters of any delay in conduct of practical/project examination due to non-


availability/refusal/non-reporting etc. shall be reported to Controller of Examinations
or Deputy Controller of Examinations immediately for further necessary directions.

APPOINTMENT OF INTERNAL EXAMINER

There will be an External Examiner as well as an Internal Examiner, as per the policy
for conducting Practical Examination/Project Assessment. The Centre/Venue shall
appoint an Internal Examiner having required experience and expertise in the
concerned subjects with prior approval of the Council.

INSPECTION OF LABORATORY AND EQUIPMENT BY INTERNAL EXAMINER

Principal/Head of the Institution is required to keep thelaboratory in respect of the


institution ready with the help of Internal Examiner for the Practical examinations. In
case of any shortcoming, the same should be brought to the personal notice of the
Principal/Head of the Institution. On receipt of such information from the Internal
Examiner, the Principal/Head of the Institution will immediately take step for proper
arrangements in the laboratory, as the Principal/Head of the Institutionis responsible
for making such arrangements.
The Principal/Head of the Institution shall upload the correct name of the examiners
as per the bank account maintained by the examiners.

15. RESCHEDULING OF PRACTICAL OF ABSENT STUDENTS

Students are required to be appeared in the Practical Examination/Project


Assessment during the given schedule only. In any case, if a student could not appear
in the Practical Examination/Project Assessment on the day of examination due to
any reason, the student be allowed to appear in the examination by rescheduling the
date of examination, but same has to be done only during the notified dates. In this
regard,no request for special permissionbeyond the schedule shall be entertained by
the COUNCIL.
IMPORTANT TO NOTE
Since council shall not allow conducting any examination beyond the notified dates,
due care should be taken while recording the Roll & No of the examinees in the

Attendance Sheet. For the purpose, the External Examiner shall verify the Attendance
Sheet carefully before final online submission of marks.

Any difficulties/inconvenience faced in respect of conducting the


examination(s) should be informed /contacted to the Council over Mobile Phone
