12 whenever I votes in any federal election I never saw the RBA (Reserve Bank of
13 Australia) listed as a candidate to represent any citizen in the Federal Parliament. Meaning that
14 the RBA may exercise a certain “delegated” power it however cannot make any final decision as
15 it is the “responsible Minister” who is the ultimate person to determine what can be permitted
16 within the legal principles embedded in the Commonwealth of Australia Constitution Act 1900
17 (UK). Meaning, the RBA can recommend to a “responsible Minister” as to increasing or
18 reducing the interest rates, but it actually cannot itself apply it. Most people grow up with the
19 RBA deciding the interest rate level totally unaware that within our constitutional context this is
20 unconstitutional. The mere fact that the RBA may have certain authority provided to it cannot
21 overrule the true meaning and application of the legal principles embedded in the constitution.

35 permission to occupy a few minutes in discussing it.

38 Meaning that neither the federal cabinet or the purported National Cabinet (a constitutional non-
39 existing item) can override the legal principles embedded in the constitution. I am aware
40 however that with the “covid scam” this purported National Cabinet nevertheless blatantly
41 disregarded any constitutional constrains and we so to say ended up with the streets littered with
42 dead Australians.

2 principle that the Ministers of the Crown and their officials shall be liable for any
3 arbitrary act or wrong they may do, in the same way as any private person would be.

26 And I cannot discover any reference to the RBA in this.
27 More over, “for the peace, order, and good government” relates back to “The Parliament
28 shall” which “subject to this Constitution” can legislate.

30 Nothing in there to show the RBA has any powers. As such, it can act as an agent for the but
31 ultimately the “responsible Minister” but the ultimate final decision must be the “responsible
32 Minister”!

34 And then as it stipulates: “subject to this Constitution” and then considering Section 115 “115
35 States not to coin money A State shall not coin money, nor make anything but gold and
36 silver coin a legal tender in payment of debts.” Then the RBA cannot interfere with this and
37 neither can somehow accept for any bank to charge for cash trans\actions, etc. After all the
38 Commonwealth has the legislative powers as to “banking” “(xiii) banking, other than State
39 banking; also State banking extending beyond the limits of the State concerned, the
40 incorporation of banks, and the issue of paper money;” and by this bound to ensure there is
41 ample of gold and silver coins for Australians to use and so without any charges to use cash.
42 It was the Commonwealth who required to have pensioners and welfare recipients to have a bank
43 account for payments as it held the cheque payments were not trustworthy enough. It however
44 cannot reduce artificially then the payments a person is entitled upon. Banks therefore must at all
45 times provide cask for those entitled to receive their pensions or welfare payments without any
46 additional direct or indirect charges.

48 If a bank doesn’t desire to handle cash payments then it cannot accept pension and welfare
49 payments for and on behalf of the Commonwealth to the intended recipients!

1 If the RBA were to seek to implement a New World Order digital system regarding finances then
2 it in effect is committing TERRORISM and TREASON against the Constitution, this as an
3 Agent cannot exercise powers that the “responsible Minister” himself/herself cannot exercise.
4 As a matter of fact to align with any foreign (enemy) power such as the W.E.F., U.N., WHO, etc
5 itself in my view would be to commit TREASON. The “responsible Minister” by allowing this
6 in violation of the constitution by this would violate Section 44 of the constitution and by this
7 then by Section 45 of the constitution automatically lose his seat in the Parliament.

9 For this the nonsense of having a digital transaction system and outlawing cash is beyond the
10 legislative powers of the Commonwealth, the States, beyond the executive powers of any
11 “responsible Minister” and certainly beyond the powers of the RBA!

13 Again any decision by the Parliament and/or “responsible Minister” to violate the Constitution
14 would be committing TERRORISM and TREASON against the Constitution!

18 Mr. REID (New South Wales).-I shall strive to express anything I have to say in about
19 five minutes. Although I admit that it is a matter of very great importance, I entirely join
20 issue with my learned friend (Mr. Symon) in looking at this matter as one affecting either
21 the interests of the Senate or the interests of the House of Representatives. The object is to
22 relieve the Senate from a comparatively helpless state in reference to an amendment of the
23 Constitution, and to place it, as representing the states, in the position of being able to
24 appeal to the states on a question of an amendment of the Constitution. The view I take is
25 that, instead of degrading the Senate, it puts it in a position of absolute equality with the
26 House of Representatives in a matter which has hitherto loosely been supposed to belong
27 more to the House of Representatives than to the Senate. What this Senate is we do not
28 need to be told. The Senate will be a a popular body springing from the people of the
29 states; and surely the representatives of all the states, if they agree that a certain
30 amendment of the Constitution should be proposed to the people, should not be blocked by
31 the representatives of the nation in the House below. Surely cash has an equal right to put
32 an issue of that kind for the deliberate decision of the electors. Trivial proposals will, of
33 course, stand self-condemned. The expense and the inconvenience of taking the sense of
34 the electors of the Commonwealth over the enormous territory we will have will
35 completely kill any trivial proposals for the amendment of the Constitution. If the
36 proposals are serious ones, why should not the Senate have the absolute right, by an
37 absolute majority, of asking the opinion of the people upon a proposed amendment of the
38 Constitution? Surely the states, as represented by the Senate, have a right to take such a
39 verdict with regard to the proposed change. I think nearly all the writers of late years on the
40 Constitution of the United States have pointed to this difficulty of even proposing an
41 amendment of the United States Constitution as a serious inconvenience. We know, as a
42 matter of fact, that during the long time the Constitution has been in existence, the
43 amendments made in it have been very few indeed.

1 Those who don’t like how the constitution is framed can either follow proper legal procedures to
2 have it amended or simply pack up and leave to a country of their desirer but they cannot by
3 backdoor manner interfere with the rights of Australians as provided for in the constitution.

5 From now on the RBA no longer decides interest rates but rather recommend to the “responsible
6 Minister” what it advises would be the best way to go ahead. Ultimately the “responsible
7 Minister” is there to be “responsible” and not some unelected group of people whose interest and
8 alliances might to serve foreign (enemy) powers. This nonsense that a a “responsible Minister”
9 will deflect responsibility as to increase of interest rates to the RBA while when it goes in the
10 better way claiming the credit must be stopped. Let the “responsible Minister” be accountable at
11 all times!
