    MEMORANDUM

    Subject: - NEGLIGENCE IN OFFICE DUTY

    It is brought to the notice of the Authority that the electricity bill of Met. Observatory,
    Bagrot is pending / delayed since August 2022 till October 2023. Mr. Shair Hussain, Sub-Engineer,
    being dealing Assistant at billing section RMC, Gilgit, it is his responsibility to check / process the
    bills. Neither he asked the said observatory about the electricity bill, nor he informed the high-ups
    about the delayed / non-submission of electricity bills by Officer Incharge, Bagrot.

    2. The official is directed to explain his position why he failed to bring the matter to the
    Deputy Director (Controlling Officer) of RMC, Gilgit. He is asked to justify why disciplinary
    proceedings may not be taken against him as per the Civil Servants Efficiency and Discipline
    (E&D) Rules, 2020.
