SUBJECT : 2024 JOINT REGIONAL LIGA GENERAL MEMBERSHIP ASSEMBLY
REGION 10, 11 & CARAGA

In light of the recently concluded Barangay elections and likewise the Liga ng mga Barangay
Municipal and Provincial elections, the LIGA NG MGA BARANGAY REGION 10, 11 & CARAGA will be
conducting a joint REGIONAL LIGA GENERAL MEMBERSHIP ASSEMBLY on FEBRUARY 26 to 28, 2024
at the WATERFRONT HOTEL CEBU CITY.
Article IX. Section 5 of the Liga ng mga Barangay Constitution and By Laws provides
“Section 5. Call for General Membership Meetings. The President of the Regional, Provincial,
City and Municipal Liga chapters may call for a General Membership Meeting and shall issue a
memorandum relative to such congress, a copy of which shall be furnished to the national Liga.
The National President of the National Liga may call for a National General Membership Meeting
without the need for securing permits from any agency and shall issue a memorandum relative
to such congress”

This MEETING IS CRUCIAL TO ORGANIZATION OF THE LIGA NG MGA BARANGAY

and ATTENDANCE IS HIGHLY & URGENTLY REQUIRED as mandated in the Liga Constitution and By
Laws under Article VIII on the Powers and Duties of the National and Local Executive Board that it is the
Local Liga Presidents responsibility to “represent the Liga Chapter in cases where such representation
is needed… “
The following important issues shall be tackled and your participation will be crucial in the
development of a more sustainable Barangay Based Covid Prevention Program:
1. THE LIGA NG MGA BARANGAY SA PILIPINAS CONSTITUTION AND BY LAWS
2. KATARUNGANG PAMBARANGAY
3. VAWC
4. GOVERNMENT PROGRAMS FOR BARANGAY AVAILMENT

Article XII Section 4.A of the Liga Constitution and By Laws, states “ Insubordination as
manifested by refusal to obey … directive, memorandum of the Liga…” is grounds for removal or
suspension

ATTENDANCE IS ALSO CRITICAL IN THE ORGANIZATION AND FORMATION INORDER TO UPDATE

AND COLLECT DATA AS A PRECURSOR TO THE NATIONAL LIGA MASTERLIST WHICH WILL
HAVE COMPLETE INFORMATION AND CONTACT NUMBERS

THIS IS CRITICAL IN INFORMATION DISSEMINATION SPECIAL IN EMERGENT CASES THAT WILL

REQUIRE INTER-LGU COOPERATION
 A registration fee equivalent to TWENTY THOUSAND EIGHT HUNDRED PESOS (Php
20,800.00) shall be collected per participant to defray the costs of the activity which shall include the
following:
2Nights Hotel accommodations
Full Board Meals as specified in the Itinerary
Congress Kit
THE 2022 LIGA CONSTITUTION
THE 2021 BARANGAY PRIMER
Other Logistic Necessities required for the safety and
conduct of the meeting.
