1. INTRODUCTION

This statement is to document the method of Test & Commissioning works for Plumbing
System at SW3, SW2 and SW1a/DT5.

2. SCOPE OF WORK
Plumbing system testing and commissioning work at SW1a/DT5, SW2 & SW3.

3. ROLES AND RESPONSIBILITIES


1. Project Manager is responsible for the planning and management of the project and
ensuring that the processes are carried out under controlled conditions; with the necessary
scheduling, equipment, resources and process control in place for environmental
protection
2. Site Engineer is responsible for the environmental management of the project and
ensuring that the work is carried out with the necessary process control in place for
environmental protection.
3. Safety Supervisor (e.g., Workplace safety and health officer/coordinator) is
responsible for ensuring that the measures necessary to ensure the safety and health of
the person at work are taken and are in place at all times during the construction phase.
4. Site Supervisor is responsible for their respective workers that they follow the Method
Statement and ensure works carried out in correct manner.

4. WORK METHODOGY
4.1 Water Pipe Pressure Test (Underground & aboveground)

1. Fix the end cap with valves both sides. 1st point to release the Air/Water and 2nd point to fix
T-connection with stop cock/gate valve and pressure gauge.

2. Ensure pressure gauge have valid calibration certificate.


3. Fill water in the system through the stop cock/gate valve on the T-connection. Release
the Air from another end valve. Once Air fully releases close the valve.
4. Pump water in the system through the stop cock/gate valve on the T-connection by
means of manually operated test pump until a pressure of 175 ±3% psi is registered on
the dial pressure gauge and close the valve. Duration of pressure test 24 hours
Maximum.
5. Observe for any leakage by sight or by checking if there is any loss of pressure on the
pressure gage placed at the lowest point.

6. Submit Inspection Form along with calibration certificate. Call RTO for Inspection.
7. Take 1st reading with RTO. 2nd reading after 24hrs.
8. On successful completion of the pressure testing process, the T-connection shall be
disconnected from the pipe and the pipe properly plugged.

4.2 House keeping


1. Gather up and remove debris to keep the work site orderly.
2. Plan for the adequate disposal of scrap, waste and surplus materials.
3. Keep the work area and all equipment tidy. Designate areas for waste materials and
provide containers.
4. Keep stairways, passageways, ladders, scaffold and gangways free of material, supplies
and obstructions.
5. Secure loose or light material that is stored on roofs or on open.
6. Ensure structural openings are covered/protected adequately (e g. sumps, shafts, floor
openings, etc.)
7. Remove temporary hoarding and fix up permeant hoarding

5. CONTINGENCY PLAN
In an event of Heavy Rainfall;
1. All excavation works shall be suspended;
2. All tools and material shall be properly stored away from the edge
3. The trench shall be covered to prevent rainwater from entering
4. During the connection work overhead shelter/ tent provided at both connection
points.

If the trench is filled with rainwater;


1. Lower the submersible pump into the trench

8. SAFE WORK PROCEDURE


8.1 Safe Work Procedure for Water Pipe Pressure Test

1. To provide adequate sign board e.g. No Entry, Pressure Test in progress, etc.
2. To barricade the pressure test area.
3. Ensure calibrated record is available and submitted.
4. Ensure no one enters into the testing area without authorization
5. Ensure SWP & RA is briefed and made clear to all involved in operation
6. Due to overnight testing, ensure that proper and efficient barricade is provided with
warning sign
7. Testing Pressure is 177psi and duration is 24hrs.

8.2 Safe work procedure for Electrical tools

1. Before using the electrical tools must check valid LEW sticker place on it.
2. No cables are allowed to lie on ground or floor. If unavoidable, the cables shall be of
weatherproof types, with adequate protection.
3. Use proper warning sign.
4. All electrical installations & equipment are of good construction, sound material and free
from defects.
5. If any repair in electrical tools only qualified person can do all repair works.
6. Use proper PPE i.e., rubber gloves, non-conducting shoes etc.
7. Carry out electrical connection by the authorized and competent person.

8.3 Other general safety measure and precaution

1. Foreman to ensure workers to put on safety helmet, safety shoe, safety belt and hand
glove at all time.
2. Tool-box talks to be conducted before the start of work on the safety measure and
precaution of the job by foreman.
3. If hand-tool were to be used, check physical condition of the hand-tool. Do not use damage
tool.
4. If power-tool were to be used workers need to be in-house trained and register with the
main-con, safety dept. If hand held grinder to be used, follow strictly on the SWP for hand
held grinder.
5. If hand held grinder to be used, follow strictly on the SWP for hand held grinder.
6. Inspect all power cords for wear and damage. Do not use equipment with damaged cords.
7. Do not let wire cords laid on the floor or any metal object. Hung up wire with non-metallic
object such as timber.
8. Wear eye protection, hearing protection and dust mask if hacking or chiseling is required
for the job. Material handling- use proper lifting techniques. Ask for help or assistance
when moving heavy or bulky object.

9. ENVIRONMENTAL CONTROLS
1. Prior to work commencement, the proposed work area shall be assessed for
suitability to carry out the works by the Environmental Manager.
2. All workers shall be properly inducted and undergone required training prior to work
commencement.
3. Where necessary, noise barrier will be installed around the pipe jointing area to
minimize the construction noise.
4. All works carried out shall be normal working hours (between 0800-1700hrs) on
weekdays, and may be further worked around park operations in order to avoid
disruptions. Where works are required to be carried out during the night (e.g
shutdown as required by WRS), the works shall be assessed in accordance with
EMMP requirements and measures implemented accordingly.
5. At all times, the T&C work team shall be accompanied by an authorized Expand
staff and/or delegated MPD/stakeholders’ representative. Entry into restricted
areas shall be strictly with the permission from MPD/stakeholders.
6. Any water collected in sump pit should be pumped into the ECM tank. After
treatment the water should discharge to drain.
7. Wildlife response plan shall be adhered during construction works.
8. Food shall not be consumed on site, but only at designated rest area (with
designated bins for proper disposal of food waste).
9. All food waste shall be contained in plastic bags before disposal into wildlife-proof
bins. They should be removed daily to prevent attraction of pests and smell
nuisance.
10. All workers and visitors shall be educated to ensure that all workplaces are kept
clean and waste materials are not left in open areas.
11. If possible, windows or openings facing the forested areas will be sealed with
acoustic sheets at designated work sites to prevent light spillage (and provide
screening effects to noise generated from the construction works.
12. Keep windows and doors closed during indoor overnight construction works,
whenever safe to do so, to reduce extent and intensity of light escaping buildings.

13. Ensure temporary lighting used indoors for construction activities located near
glass walls as well as open windows or doors are blocked with acoustic sheets and
pointed away from vegetated areas including CCNR, Eco-Link, Track 15 Stream
and TPZ.
14. Restrict outdoor movements by workers to use of designated sanitary facilities (or
in the case of an emergency, evacuation from buildings), workers will remain
indoors from 6 pm to 10pm. When workers step outside of buildings,
flashlights/headlamps for walking to and from sanitary facilities for safety purposes
will be kept pointed towards the ground and away from the CCNR and other
vegetated areas.

10. SAFETY AND HEALTH


1. All necessary safety precautions shall be taken to ensure the safety of the person(s)
carrying out the work. Safety and environmental induction shall be carried out to any
persons to ensure that those persons at work have adequate instruction, information,
training & supervision as is necessary for them to perform their work.
2. At all times, the person(s) shall be escorted while within the site. Approval shall be sought
from the relevant stakeholders for entry to carry out the survey;
3. The survey shall be limited to existing structures in public accessible areas. In restricted
areas, this shall be carried out with approval from MPD/stakeholders; and
4. All personnel are to follow strictly to the ECPL’s Safety Management System, which will
be disseminated to them through an initial safety induction program followed by
compulsory daily toolbox meetings.
