I am grateful to Almighty God for His love and protection over me throughout the period of my
internship.

I am also grateful to my Supervisor, Mr. Clinton Amponsah (Assistant Land Administration


Officer), of the Public and Vested Land Management Division (PVLMD) at the Ashanti
Regional Lands Commission, Kumasi for his constant encouragement and guidance throughout
this internship.

My heartfelt appreciation also goes to the following officers of PVLMD for their immense
contributions in making this work a success; Mr. Augustine Gyasi, Mr. Emmanuel Ofori Darko,
Mr. Philip Owusu, Mr. Solomon Kwame Mintah, Madam Ellen Boateng, Madam Patience Bawa,

CHAPTER ONE

1.1 EXECUTIVE SUMMARY


The industrial attachment of the Department of Land Economy under the Faculty Built
Environment of the Kwame Nkrumah University of Science and Technology (KNUST) is
an integral part of the curriculum which begins from the month of September to November.

My industrial attachment program was undertaken at the Public and Vested Land
Management Division (PVLMD) of the Ashanti Regional Lands Commission, Kumasi from
4th September, 2023 to 30th November, 2023. The Lands Commission is a government
institution established in accordance with Article 258 of the 1992 constitution of the
Republic of Ghana and the Lands Commission Act 2008 (Act 767). There are Four (4)
Divisions making up the Lands Commission, namely;

a) Survey and Mapping Division


b) Land Registration Division
c) Land Valuation Division
d) Public and Vested Land Management Division

My presence in the Public and Vested Land Management Division (PVLMD) reduced to an
extent, the level of work load at the office I was assigned to and the entire division as a
whole. This helped the officers to focus on other major related and vital issues and this
brought about efficiency in the division. With careful allocation of duties to me, I was
directly under the supervision of Mr. Clinton Amponsah, an Assistant Land Administration
Officer of the PVLMD.

Duties assigned to me included;


 Assessment of Ground rent of State and Vested Lands
 Land inspection and report writing
 Summary of proceedings on files
 Movement of files to and from one office to the other on both the Lands
Commission Integrated System and Officers movement books.

Is the annual payment made by the lessee to the lessor for the use of land whiles the
State Vested Lands occurs where the state takes over the legal incidents of ownership.

The Lands Commission has an Integrated System that makes easy access in tracking of
files.

Additionally, the tasks performed at the division have given me knowledge of how lease
documentation starts and the processes it goes through before completion. Furthermore,
I have acquired knowledge in Land Administration processes.

CHAPTERTWO

INTRODUCTION OF THE ORGANIZATION

2.1 NATURE OF THE COMMISSION


The Lands Commission is a government institution established in accordance with
Article 258 of the 1992 constitution of the Republic of Ghana and the Lands
Commission Act 2008 (Act 767). The Commission is a body, corporate with
perpetual succession, a common seal and may sue and be sued in its corporate name.
The Commission may for the performance of its function acquire and hold movable
and immovable property and may enter into a contract or any other transaction.

2.2 BRIEF DESCRIPTION OF THE PUBLIC AND VESTED LAND


MANAGEMENT DIVISION (PVLMD)

PVLMD is the division charged with the management of all State and Vested
Lands. The division deals with land and land related services. The PVLMD seeks to
perform the following functions subject to section 23 of the Lands Commission Act
2008, Act767;

a. Facilitating the acquisition of land for government.


b. Managing state acquired and vested lands in conformity with approved land use
plan.

Other functions include;


a. Deed registration (Eg. Lease, mortgage, assignment)
b. Promote research into all aspect of Land ownership, tenure and operation
of Land development.
c. Established and impose all levies, fees and charges for services rendered
and any other duties that may be assigned by the Commission.

2.3 VISION STATEMENT OF THE COMMISSION

The vision of the commission is to;

a. Promote the judicious use of land by the society and ensure that land use is in
accordance with sustainable management principles and the maintenance of a sound
eco-system and,
b. Ensures that land development is affected in conformity with the nation’s
development goals.

2.4 MISSION STATEMENT OF THE COMMISSION

For the commission to achieve its vision or goals, it has to perform certain activities which
includes;
a. On behalf of the government manage public lands and any lands vested in the president
by the constitution or any lands vested in the commission.
b. Advise the government, local authorities and traditional authorities on the policy
framework for the development of particular areas of Ghana to ensure that individual
pieces of land are coordinated with the relevant development plan for the area concerned.
c. Formulate and submit to government recommendations on national policy with respect to
land use suitability and capability.
d. Advice on, and assist in the execution of a comprehensive programmer for the
registration of title to land throughout the country.
e. Provides land and land related valuation services and,
f. Perform such other function as the minister responsible for lands and natural resources
may assign to the commission.

CHAPTER 3

INTRODUCTION AND IMPORTANCE OF THE ATTACHMENT

3.1 INTRODUCTION
The industrial attachment has been in the Department Land Economy under the Faculty of Built
Environment as a university curriculum and is of great importance to students of the university.
This program lasts for Eight (8) weeks and it seeks to expose students to some industrial
experience in their field of study to enable them acquire the requisite knowledge and skills. This
will assist students on the job market in the near future.

3.2 IMPORTANCE OF THE ATTACHMENT

The industrial attachment is relevant to students in many ways and some of these are;
a. It exposes students to diverse work method which may not taught in class
b. It provides students with an opportunity to acquire the knowledge and skills which will
help our future careers
c. It builds the confidence level of students in embarking on activities which will be
beneficial to institutions they will join in the future.
d. It helps students to equip themselves with different working environment thereby
preparing for task in the future.

3.3 PERSONAL CONTRIBUTION I MADE TOWARDS THE COMMISSION

During my period of attachment as an intern at the Public and Vested Lands Management
Division (PVLMD) of the Ashanti Regional Lands Commission, I made immense contribution to
the commission in diverse ways. These include;

1, Assessment of ground rent and assurance of Rent Demand notices to tenants.

2, I was responsible for Site Inspection Report Writing.

3, I made entries of lessee’s name and address for the payment of rents.

4, With the academic knowledge and experience in property valuation, I was given the
opportunity to make calculations using the six interrelated functions of GH₵ 1 of valuation and
how to derive the rate.
3.4 IMPACT OR EXPERIENCE GAINED FROM THE ATTACHMENT

The industrial attachment programmed has given me new experience about the working
environment. It has given me the exposure to what has been taught in school. Below are some of
the knowledge I acquired over the period;
1. I acquired knowledge on how to prepare valuation report.
2. I also acquired knowledge on lease preparation.
3. I gained an experience into office management.
4. I acquired the knowledge on how to make an official search.
5. The most important experience I gained is how to network yourself with others in the
commission. Since there is a cordial relationship with the workers in the institution from
each department, it is difficult to know who is superior and who is subordinate.

3.5 IMPLICATION FOR FUTURE STUDY


The knowledge and experience acquired during the attachment has given me the practical
knowledge of all that has been taught in class and will have a positive impact or add values on
the years ahead in my academics and any endeavor I may found myself.

3.6 SWOT ANALYSIS OF THE COMMISSION

This is an acronym which stands for Strengths, Weakness, Opportunities and Threats.

STRENGTH are the internal factors that affect operations of the commission positively. These
include the positive internal resources, capabilities, competencies and situation which the
commission requires to achieve its objectives and fulfils its missions.

WEAKNESS are the negatives internal characteristics that place the commission at a
disadvantage relative to other.

OPPORTUNITIES are the external factors which are favorable and provides possibilities to
achieve the commission objective.

THREATS are the external characteristics which are unfavorable and poses danger to the
achievement of the commission’s objectives.

CONCLUSION AND RECOMMENDATION

4.1 CONCLUSION

In conclusion, this internship was a useful experience. I have gained new knowledge, skills and
met many new people. It has enabled me to acquire practical knowledge about the theories taught
in school and improved my thinking ability as well as human relations. Also, it has exposed me
to the working environment where teamwork, integrity and responsiveness is the drive to
achieving targets.

Related to my study, I learned more about the service rendering and how the land tenure and
administration works. I therefore wish the Department of Land Economy of KNUST to continue
with this agenda and also wish to advice students of the Department to take the Industrial
Attachment seriously for it can open chances for them in the near future.

4.2 OBSERVATIONAL IMPRESSION OF THE ATTACHMENT

The industrial attachment being offered very this year by the department of real estate and land
management has given me the opportunity to have a practical knowledge and amount of
experience about the job market and it will again add value to my curriculum vital (CV)and this
has impressed me a lot.

Notwithstanding on this alone, through there was the presence of the superior at the workplace, I
felt free to operate and move about every employee at the commission. The access to the
commission information was not restrictive but accessible to any employee who needs it and I
was not exception. Though superior the highest level of professionalism, every at the
commission felt like they were at the same pace and could discuss anything bothering them with
their superior (Madam Adwoa Prempeh) Deputy Head of Public and Vested Lands Management
Division The commission employee relationship is one of the best I have seen so far.
