GOVERNMENT OF ANDHRA PRADESH PANCHAYAT RAJ & RURAL DEVELOPMENT DEPARTMENT Minutes of the Technical Committee meeting held on 15.04.2019 at 4.00 PM in the Chambers of the Engineer-In- Chief, PR, Vijayawada to study and recommend on the Techno- Economical modalities on adoption of Recycling of in-situ / borrow materials for soil stabilization road technology using latest machinery in AIIB project for two packages of Krishna District. The committee assembled in the chambers of Engineer-In-Chief, PR,Vijayawad and discussed to finalize the following Issues as mentioned in the G.O i.Hire Charges of Machinery. ii.Quantities of Chemical to be used on different traffic intensity and different ranges of Subgrade CBRs. i intensity and different ranges of Subgrade CBRs. Quantities of Cement to be used on different traffic iv.Cost of Chemical to be used. v. Any other useful data/information for adopting this technology: 1.Sri K.Prabhakara reddy, Technical consultant has explained the causes of failure of pavements in poor subgrade soils and need of alternative technologies for stabilization of soils by using StabilRoad technology. And also explained the guidelines for the design of stabilized pavements as per IRC-89(part-2)-2018. 2. Committee broadly discussed on the StabilRoad technology as per test results and design mix furnished by the Contractor i.e Megha Engineering & Infrastructures Limited. i.Hire Charges of Machinery: Based on the Guidelines of the Board of Chief Engineers, the hire charges of machinery are worked out for (a) Recycler(WR-240) (b)Cement spreader(c) Heavy Roller(20 Tons)(d)Additive spreader. Duly taking 350 Sqmtrs per hour as output of the said machinery combinedly, the hire charges are arrived at Rs.235/- per Sqmtr. As per the Board of Chief Engineers guidelines one Driver and one Helper per machine is allowed while arriving the above hire charges of Rs.235/- per Sqmtr. The Megha Engineering & Infrastructures Limited has submitted the hire charges of the said machinery as Rs.245/- per Sqmtr, which includes Rs.3.50 per Sqmtr as transportation cost and 2 Drivers and 2 Helpers for each machinery since it involves sophisticated operations. Finally the committee has agreed to allow Rs.240/- per Sqmtr as hire charges of the said machinery for adopting in the Rate analysis based on heavy duty imported specialized machinery & involvement of highly skilled & Sophisticated operations. The Megha Engineering & Infrastructures Limited has furnished the Design mix test results from “KOM Engineers (India) Pvt. Ltd” and from “Material Testing Laboratory of Govt Polytechnic, Nellore” with different percentages of cement and StabilRoad chemical(additive) for borrow soil from Eluru, Nuzividu and Kesarapalli. The Committee has discussed on the design mix reports. The Committee has reviewed the test results from “KDM Engineers (India) Pvt. Ltd” and “Material Testing Laboratory of Govt Polytechnic, Nellore” and agreed to adopt the above design mix with StabilRoad technology for the Package-19 of Krishna District with Thin White Topping with M-40 grade of 100 mm thick.The same design mix with StabilRoad technology to be adopted for all roads where similar properties are available for >= 5.00% CBR. soils i For Package-18 of Krishna District: (a) Subgrade CBR < 5 where the subgrade CBR is less than 5%,the Megha Engineering & Infrastructures Li ited has proposed soil stabilization with StabilRoad technology with the borrowed soil having CBR greater than or equal to 5% from Eluru and Kesarapalli quarries, since in-situ soil stabilization is not suitable as the CBR is less than 5%. The Megha Engineering & Infrastructures Limited has furnished test results for Eluru and Kesarapalli soils using different percentages cement and StabilRoad chemical(additive) for borrow soil. The design mix reports for the borrow soil furnished by the Megha Engineering & Infrastructures Limited is as follows. The committee has reviewed the prices of Chemical and agreed to adopt the same in the Rate analysis. v. Any other useful data/information for adopting this technology: Based on the above design mix, hire charges and cost of the chemical ,the cost analysis is worked out for both the packages ie 18 & 19 of Krishna District. The Megha Engineering & Infrastructures Limited has submitted their willingness to execute the StabilRoad technology stabilization on par with the conventional estimate rates with the tender percentages i.e 2.50% excess over estimate rates for the Package-18 and 0.01% excess over estimate rates for the Package-19, though the cost stabilization with StabilRoad Technology is over and above the Conventional methods. The committee has reviewed the cost analysis furnished by the Superintending Engineer, PR, Krishna & Executive Engineer,PIU, Vijayawada and recommended to implement the StabilRoad technology for the Packages 18 & 19 of APRRP(AIIB) in Krishna District in place of conventional provisions net exceeding the cost of pavements as per conventional methods as committed and agreed by the Megha Engineering & Infrastructures Limited in writing. Further the committee has recommended to submit the Hire charges of Machinery to the Board of Chief Engineers duly preparing the observed data for approval. Finall the concerned Executive Engineer with the Megha Engineering & it is opined that Tripartite agreement has to be entered by Infrastructures Limited and with the Technology provider for binding over the sustainability of the new technology for soil stabilization in Rural Roads, The Sections as per original provisions and as recommended for StabilRoad technology are enclosed.
