Description of the Work


The purpose of this method statement is to outline the activities involved in fence
installation works.

Location of the Work; Access, Egress, Traffic Management and Storage Areas
Locations as shown in the attached drawing:-

Approvals

1. Method statement to be approved by PDO

2. Dig permit to be obtained for all excavation >300mm

3. Induction to excavation team through Tric card by Site supervisor

Programme - The Sequence of Events

1. Fence post precast:

Separate area for making fence post precast to be made and barricaded.

Proper scaffolding to be erected for holding the fence posts in proper alignment and level.

Shuttering to be made for the size 300 x 300 x 750 mm deep as per the drawing and fence posts to be
placed inside the formwork.

Site mix concrete of grade C 20 shall be made as per the approved design and concrete shall be done.

The pre-casted post shall be striked next day and shall be cured for 7 days.

Type A fence posts (corner/strainer/end posts) to be pre-casted based on the approved drawing.

Following that, nitocote PE 135 shall be applied over the footing.

80 nos. of posts shall be pre-casted in the same above steps.

The posts shall be shifted and stacked using load all.

2. Excavation for footing:

The site area to be barricaded and enough sign boards to be erected

Fence layout setting out shall be marked using lime powder

All the operatives involved in the works shall be wearing appropriate PPE mandatorily

With class B permit, the excavation using JCB shall be carried out as per the permit and HSE
procedure.

JCB to be PDO spec and the competent operator to operate the plant.

Trained rigger to give instructions to the JCB operator for the work and 3.0 m rule to be followed.

Before carrying out excavation, the area to be checked for any underground services using Cable
detector and the nearby route markers to be identified before starting excavation.

In case of rock exposure while excavation, breaker shall be used to do the excavation.

During excavation, water shall be spread over the excavating area to avaid dust spreading in air.

Separate route for vehicle and pedestrian shall be maintained.

Excavation up to required depth shall be made and plant shall be moved to the next footing

Fence footing comes at every 3.0 m interval as per the drawing.

Excavation shall be done for plinth beam too along with footing for a depth of 300 mm all around the
fence line.

The excavated earth shall be used for backfilling and the excess shall be removed from the site.

3. Fixing fence posts:

The excavated area to be compacted well using plate compactor

The pre-casted fence posts shall be lifted using tele-handler and shall be placed into the excavated
area

Intermediate posts are placed at evry 3.0m interval and strainer posts are placed at every 30.0 m
interval

The posts shall be aligned for line and level before backfilling.

The side angle support to be fixed for the strainer posts and to be concreted for holding the entire
fence for rigidity.

Once the posts are set out, then backfilling shall be done and compacted

Following this, tension wires are pulled and tied using the eyebolt from one strainer to another strainer
posts for rigidity

The fence PVC coated G.I mesh shall be tied over this and pulled enough for getting the fence in line.

It can be tied using tie wires

Then barbed wire at the top shall be pulled and fixed using mobile tower.

With G.I mesh going 50 mm inside the plinth beam formwork, concreting to be done below the mesh
area in between the posts.

The formwork shall be removed and nitocote to be applied before backfilling the plinth beams.

The fence area to be well compacted using 1.0 ton plate compactor.

excavation operations and ensures that all necessary resources are
made available and allocated to site.

- Ensure Risk Assessment studies are carried out prior to commencement


of work and all control measures are taken.

provided to carry out the works in a safe and efficient manner
- To periodically review progress and discuss with Operation
Manager in case of any additional resources required.
- Responsible for control of the site operations, supervision of the
workforce and communicating the requirements of the temporary
work scheme to operatives.

- To set out the works to the required position and level within the
permitted tolerance stated in the specification and ensures that
these are worked to. review the drawings together with some of
the general points to be checked
- Walk the route, noting existing features and correlate with the site
drawings. Note and report any variations
- Note any potential setting-out or construction difficulties and
consider solutions
- Clear any discrepancies and agree the proposed method with the
supervising authority before proceeding with the detailed setting-
out
- Ensure that relevant quality control check sheets/ report formats
are duly completed where identified in Inspection & Test Plans.
- Ensure that foreman/charge hands are working to the current
approved issue of drawings and all old information is removed
from the place of work.
- Ensure all people at site adhere with comply with the contract or
regulatory specifications and inspection and test plans
- Ensure all people at site comply with HSE requirements.
- Complete a daily diary sheet recording an accurate and true
representation of the days activities
KULDEEP & PUNITH HSE ADVISOR
(HSE ASSISTANT) - Periodically inspect the works to ensure that they are being
carried out in a correct and safe manner, and advise the General
Foreman if changes are required or improvements can be made.
- Ensure activity specific risks to personnel involved are assessed
and risk analysis is carried out and men involved are briefed on
the hazards and adhere to the risk assessment.
- Ensure that all plant and transport associated with substructure
works are tested and inspected to comply with CA requirements.

- Ensure that all necessary permits are in place before start of
controlled activities.
- Ensure that all Plant and Equipment operators are qualified to
operate the equipment.
- Assist the General Foreman and Senior Engineer in conducting
job specific toolbox talks and maintains records.
- Check and ensure works progressing as per conditions of any
valid permit(s).

- Responsible for ensuring availability of detail design and checking
of the temporary works scheme in accordance with the Carillion
MENA temporary works policy.
- Responsible for issuing the permit to load once satisfied that the
assembly and works installation is in accordance with the
checked approved design.
- Responsible for issuing the permit to dismantle (where required)
when satisfied the criteria for dismantling have been met.

Responsible for ensuring than the temporary works scheme is assembled in
accordance with the designed and checked scheme.

approvals from PDO team.
Details of Method Statement to be communicated to operations team via toolbox talk, all stakeholders must
sign the Method Statement record and the end of this Method Statement.
Site Manager, Foreman to brief key points of this Method Statement to work force using the TRIC.

Welfare
Adequate shaded rest area, toilet facilities, assembly point, water and first aid facilities shall be provided at site for
workers.

If during the work this method statement fails to cover all aspects and risks the job must be stopped and new method
statement put in place authorised by the Project Director.

Additional Information
Project Manager, Engineers, Foreman and charge hand (In the language they understand) will be explained about
Risk Assessment of the construction works related to the substructure works

The Site Engineer and Foreman will instruct the plant operator, banks man and general site labour of any adverse
hazards and the required precautions.

The foreman will ensure that operatives remove themselves from any area when overhead lifting is taking place.
