MUNICIPALITY WHO ARE TO BE FOUND AND IDENTIFIED AND OR CONFIRMED
MEMBERS OF THE CPP-NPA-NDFP OR COMMUNIST TERRORIST GROUP (CTG)
AS PERSONA – NON – GRATA IN CUYO, PALAWAN.”

WHEREAS; His Excellency Rodrigo Roa Duterte, President of the Republic of the
Philippines issued an Executive Order No. 70 for the institutionalizing the whole of
nation approach in attending exclusive and attainable peace, which shall prioritize and
harmonize the delivery of Basic Services and Social Development packages in conflict
affected areas and vulnerable communities, facilitate inclusivity and ensure active
participation of all sectors of society in the pursuit of the country’s peace agenda.

WHEREAS; Executive Order No. 70 mandates the establishment of Task Forces in the
Regional, Provincial, Municipal, and Barangay levels in the country to End Local
Communist Armed Conflicts to pave way for the development interventions in
communities and achieving lasting peace.

WHEREAS; the Local Officials of Cuyo fully supports the National Campaign of the His
Excellency Ferdinand Marcos Jr to end the country’s Communist Insurgency thru the
Executive Order Nr 70 otherwise known as “Institutionalizing the Whole-Of-Nation
Approach in Attaining Inclusive and Sustainable Peace, Creating A National Task Force
to End Local Communist Armed Conflict (NTF-ELCAC).”
WHEREAS; the Local Officials of Cuyo fully supports the initiative of the Local
Government to address the Communist Insurgency in Palawan thru the Palawan Task
Force to End Local Communist Armed Conflict (PTF-ELCAC) and join the government
in the promotion and maintenance of security, peace, and sustainable development in
our province.

WHEREAS; the Local Officials of Cuyo are fully aware of the Communist Party of the
Philippines-New People’s Army-National Democratic Front of the Philippines (CPP-
NPA-NDFP) and their deceptive infiltration and recruitment to the different sectors and
areas in Palawan, and on their extortion activities perpetrated against business
establishments and individuals.

WHEREAS; the Local Officials of Cuyo strongly denounces any form of EXTORTION
against business owners, government and private contractors, farm owners, private
businessmen, and even private individuals by the CPP-NPA-NDFP.

WHEREAS; the Local Officials of Cuyo supports necessary measures to prevent and
eliminate violent attacks against vulnerable targets in the conduct of extortion activities
against civilians and business establishments, conduct arson or burning incidents that
may affect government projects and continuously infiltrate the Youth and Labor Sectors
that can be utilized possibly to commit crime and other forms of lawlessness and
harassment in the community.

NOWTHEREFORE, with a deep sense of responsibility, we posture our strong resolve

and express our belief that the CPP-NPA-NDFP is not only a terrorist and criminal
organization but also the largest syndicate group in the country; that we are united in
declaring the CPP-NPA-NDFP as Persona-Non-Grata in the Municipality of Cuyo,
Palawan and we fully support EO 70 and the Palawan Task Force ECAC. On motion of
Hon. _______ and duly seconded by all members present, be it.

Resolved: As this body hereby resolved and pass the “RESOLUTION DECLARING
ANY PERSON OR RESIDENT OF THIS MUNICIPALITY WHO ARE TO BE FOUND
AND IDENTIFIED AND OR CONFIRMED MEMBERS OF THE CPP-NPA-NDF OR
COMMUNIST TERRORIST GROUP (CTG) AS PERSONA – NONGRATA IN CUYO,
PALAWAN.”

Resolved Finally to furnish copies of this resolution to all concerned offices for their
information and appropriate action.
