the concern of potential unemployment that may arise due to the capital-intensive
nature of renewable energy industries. However, the delegate firmly believes that
unemployment can be tackled by creating vacancies in companies and state-owned
enterprises. The major challenge is financing these projects. To address this, the
government can collaborate with private industries to undertake projects, which
would create employment and generate more capital.

The delegate suggests imposing taxes on carbon-emitting vehicles and using the
revenue to repair biodiversity and invest in research and development. Additionally,
handing over tasks to NGOs instead of creating a separate department could be a
viable option. The delegate believes that the establishment of a global biodiversity
fund could be a significant step toward conservation efforts. The fund could be a
world bank for biodiversity conservation, with taxes imposed on imports and exports
added to the fund. The United Nations Convention and Biological Department could
oversee this fund, ensuring it is not controlled by any particular country.
