NARRATIVE
Narrative of Offense Committed
On or about the above stated date and time, the Defendant did
commit kidnapping in the second degree by confining or removing Bryson Duong from one place to another without the authority or the
consent of The State Of Iowa and/or Department of Human Services to do so, for the purpose of holding him/ her for ransom with the intent
to do one or more of the following: 1. hold such person for ransom. 2. use such person as a shield or hostage. 3. secretly
confine such person. 5. interfere with the performance of any government function.

I, the undersigned, being duly sworn, state that all facts contained in this Complaint and Affidavit, known by me or told to me by other reliable persons form the basis for my
belief that the defendant committed this crime
State all facts and persons relied upon supporting elements of alleged crime
On January 30th, 2024 at approximately 12:44 hours dispatch advised Brandon Duong was on the property at the Greene County Elementary School located at
401 East Russell Street in Jefferson. At approximately 12:45 hours, I arrived on scene and met with Principal Audrey Hinote. She informed me Mr. Duong had
approached the school today to take possession of his child, Bryson Lewis Duong. Ms. Hinote played surveillance footage of the incident. In the footage, I
observed Bryson running towards Brandon Duong and his Black 2015 Toyota Tacoma from the East Playground at recess time. Ms. Hinote informed me Mr.
Duong had then taken Bryson from the school after he ran to him. Bryson had been ordered out of Mr. Duong's custody on December 21st, 2023, at 03:27 PM in
case number JVJV001997. I spoke with the Department of Human Services Social Worker Paige Denadel who advised Bryson is in the custody of the State of
Iowa pursuant to the Court's order.

Later we found Mr. Duong had left his cellular phone behind to avoid being tracked and to secretly confine location of Bryson.

After a high speed chase ensued and ended with other agencies, I heard from radio traffic Mr. Duong had Bryson over his shoulder while Law Enforcement
Officers had their guns drawn. This shows he was using Bryson as a shield and a hostage.
