TABLES OF ORGANIZATION
AND EQUIPMENT (TO&E)
ANCIENT BATTLES

COMPILED AND EDITED BY

Peter Frederick Model
Forward (Führen)
This Unit Organisation document structure is based on the excellent “Unit Organizations of World War II”, by David
Myers. While that publication provided to&e of formations, this provides the to&e of armies during major battles. The
objective is to allow figure-gamers the ability to create army lists for ancients rules, such as DBA or P17CW.

Rules (Regeln)
This document has been created to assist players who are refighting land conflicts, in this case the Napoleonic wars.

Structure (Struktur)
The rules set consists of a number of Parts, these are as follows;
Part 0: GUIDE – User Guide: To be used to assist players in learning the rules. (1 column)
Part 1: RULES – User Reference: To be used when playing the game (2 column).
Part 2: BASIC ORGANISATION – Army Lists (Gliederungen)
Part 3: EQUIPMENT DATA CHARTS – Equipment Lists (Ausrustung)
Part 4: QRS / REFERENCE – Quick Reference Sheets and Rules (3 column) / (Kurzübersicht)
Part 5: EXAMPLES – Examples of Play. (Beispiele)
Part 6: DESIGNERS NOTES – Designer Notes, commentary and overview of the Rules.
Part 7: SCENARIO’S – Scenarios (Kampagnen)
Part 9: THESAURUS - Player Thesaurus: To use used to find rules and related rules.

GREEK ARMY – Battle of Marathon, 490 BC

Overview
Herodotus does not give a figure for the size of the Athenian army. However, Cornelius Nepos, Pausanias and Plutarch all give the figure of
9,000 Athenians and 1,000 Plataeans; while Justin suggests that there were 10,000 Athenians and 1,000 Plataeans. These numbers are
highly comparable to the number of troops Herodotus says that the Athenians and Plataeans sent to the Battle of Plataea 11 years later
Pausanias noticed on the monument to the battle the names of former slaves who were freed in exchange for military services. Modern
historians generally accept these numbers as reasonable. The areas ruled by Athens (Attica) had a population of 315,000 at this time
including slaves, which implies the full Athenian army at the times of both Marathon and Plataea numbered about 3% of the population.

PERSIAN ARMY – Battle of Marathon, 490 BC

Overview
According to Herodotus, the fleet sent by Darius consisted of 600 triremes.Herodotus does not estimate the size of the Persian army, only saying that they were a
"large infantry that was well packed".[63] Among ancient sources, the poet Simonides, another near-contemporary, says the campaign force numbered
200,000; while a later writer, the Roman Cornelius Nepos estimates 200,000 infantry and 10,000 cavalry, of which only 100,000 fought in the battle, while the
rest were loaded into the fleet that was rounding Cape Sounion; Plutarch and Pausanias both independently give 300,000, as does the Suda dictionary.Plato
and Lysias give 500,000;and Justinus 600,000. Modern historians have proposed wide-ranging numbers for the infantry, from 20,000 to 100,000 with a
consensus of perhaps 25,000; estimates for the cavalry are in the range of 1,000.
The fleet included various contingents from different parts of the Achaemenid Empire, particularly Ionians and Aeolians, although they are not mentioned as
participating directly to the battle and may have remained on the ships. Regarding the ethnicities involved in the battle, Herodotus specifically mentions the
presence of the Persians and the Sakae at the center of the Achaemenid line.

ROMAN ARMY – Battle of Cannae, 216 BC

Overview
According to Polybius the roman force consists of
86,400 men (Polybius)
• 80,000 infantry
• 6,400 cavalry
While confirming numbers is almost impossible, this is about the best number we have. I suspect this is based on the romans raising 8 legions,
each of which consists of 5,000 infantry and 300 cavalry, with an accompanies allied force of 5,000 men and 900 cavalry.

CARTHAGINIAN ARMY – Battle of Cannae, 216 BC

Overview
Their infantry comprised an estimated 8,000 Libyans, 5,500 Gaetulian, 16,000 Gauls, mainly Boii and Insubres (8,000 were left at camp the day
of battle) and 8,000 of several tribes of Hispania, including Iberians, Celtiberians and Lusitanians.
He commanded 4,000 Numidian, 2,000 Iberian peninsular, 4,000 Gallic and 450 Libyan-Phoenician cavalry. Finally, Hannibal had an auxiliary
skirmisher contingent consisting of 1,000–2,000 Balearic slingers and 6,000 mixed-nationality javelinmen, possibly including Lusitanians
among them.
