1.0 Introduction

This project has been undertaken by Western Marine Limited on behalf of the Office of President for Fore-
Coast LLG in the South Fly District, Western Province for Construction of Proposed New Church Development
for Old Mawatta Village the Hon Butiam Koidawane Ward Member for Ward Six (6) Old Mawatta Village
Fore-Coast LLG in South Fly.
This project will be funded by the SFD Administration under the SFD DSIP, to achieve its priorities for the
infrastructure developments in the Province.
This part of works involves the scope of works documentation and plan drawing for construction. Attached
are the proposed construction design plan drawings and estimated costs of the Proposed New Church
Development

Associated Works for this Project will include the following:

- Identify Project Site to be undertaken.


- Site cleaning and to clear way for construction.
- Mark Project Site and set profiles.
- Dig holes to dept shown from work drawings.
- Place Universal Steel Columns in position.
- Mix and pour concrete to ensure steel columns are held firm, lined and leveled.
- Construct and erect all areas floor framing.
- Construct and erect external concrete block walls and internal walls including doors & windows
framing – Interior and Exterior wall linings fixtures.
- Construct and erect roof and ceiling framing and place all cover to complete
- Power for lighting and power points to be obtained from PNG Power Supplied Power, 2 x 9000 liters
Tuffa Water Tank for this building. However, under this contract the extent of services to provide
shall be to those specified in section 9.0 (Works Included)

Under this contract the materials for this building will be supplied by the contractor. The materials for this
building shall be built from work site, fabricate by their dimensions. The Universal Steel Columns, the wall
framings shall be fabricated on site. The concrete slab for steps landing, walkway, fascia, badges, roof,
flushing, ceiling buttons and all required materials shall be supplied in full and straight lengths of which the
contractor will supply to lengths and shape to ensure acceptable fitments are required etc. the quoted labor
lump sum shall include all these works and not additional shall be claimed by contractor.

2.0 Objective

The aim of this project is to construct 1 x New Proposed Church Building for the Binaturi Circuit in the Fore-
Coast LLG, the Church Minister needs a proper office within the Church Building to operate from and carryout
his mandatory duty as a Minister to provide basic church programs and services to the LLG as a whole.
Due to no proper office to operate from this request for a permanent Church building and an office within
the Church will definitely put a stop to Binaturi Circuit Members looking for the Minister’s Office of operation
to provide services to the Binaturi Circuit as a whole.
When funded and built, the Minister will use to operate from comfortably and will likely be having members
to address Binaturi Circuit’s improvements. The SFD and Western Provincial Administration for many years
have not done any improvement so this can become an improvement to the district in terms of Infrastructure
development.

3.0 Standards

Under this contract, all works shall be performed in accordance with the following standards and
specifications.

4.0 Materials not Used

All materials will be delivered to the site and will be closely site checked and will have to comply with
standard for use. Materials that do not comply with the plan will be subjected to non-usable
The materials shall be properly checked before the actual work starts/commences.

5.0 Safety and Environment

All workmen shall comply with all requirements of PNG Trades Standards Occupational Health and Safety
requirements upon work awarded to and shall comply with the decision on safety issues resolved during the
project safety review for this project.

The contractor shall ensure that all personnel involved in this project attend a site safety meeting arranged
by the contractor prior to the commencement of works. The meeting shall discuss and resolve issues within
the phase of construction including but not necessarily limited the following:

• Access Permits and Specific restricted area


• Personal Protective Equipment’s
• Portable Earth Leakage devices
• Personal performing task not qualified to do so
• Storage and Handling of Flammable substances
• Requirement for current tags on power tool and their extension leads and storage

Copies of the work progress and completion report will be forwarded to the office of the SFD MP (SFDDSIP)
funding the project from time to time during construction phase to completion and commissioning.

5.1 Job Safety Analysis

Job Safety Analysis shall be completed for the following with the contractor having little or no experience
with any of the task listed below:

• Placing and fixing roof sheeting


• Fixing of Roof Sheeting, Guttering and Down Pipes
• Fixing and fitting of Sliding Door and Windows
• Fixing of Roof and Wall Framings
• Fixing of Ceiling Framing and Linings
• Painting and finish Fixtures

7.0 Materials Specification

All materials shall be types and grades shown on the drawings and list provided, the separate specification
handouts, they are in accordance with the relevant standards.
Unless otherwise noted the following grades and types shall be used.

• Generally, we will have 200x x 200 x10mm Galv. Universal Steel Columns
• Structural framing to be CCA Dar Hwd Treated timbers, must be seasoned and clean dry
• Structural Shapes and Plates – Grades 250 to AS 3678 or AS 3679
• USC 10mm RHS Grade to AS 1163
• Roof Cover Shall be – Zinc Corrugated Iron Sheeting
• 200x200x400 long Bricks for External Wall
• All Dar Treated Timber Required

8.0 Materials and Services Provided to Local Workmen

Under this works the client will supply those service materials specified in section 16.0 of document. It
shall be their responsibility to supply all the materials. The Contractor will supply Supervision, tools and
equipment necessary to bring this project a satisfactory completion.

All materials supplied by the Project Team Leader will be delivered to site. At the time of delivery, the
workmen and the PTL shall both check all the items and agree to the quantities being purchased and
delivered.
The Contractor shall sign of all receipt to accept responsibility for the materials. Materials deemed to
have been stolen, damaged and stolen after the contractor has accepted responsibility shall be replaced
by the contractor at the contractor’s cost.

It shall be the contractor’s responsibility also to organize freight costs for sea transport for the
movement of all materials and equipment’s from supply point to the project site. Under this contract,
the local contractor/workmen are not allowed to obtain materials or items from OTML, OTDF and
Government Warehouse for use in this project.

9.0 Works Included

Scope of Works to be executed under this contract shall involve the supply of items/materials not
supplied by working crew. For major and minor fabrication of Dar treated timber frames, assembling of
walls and roof frames, roof rafters are all part of the scope of works to drawings and specifications
referred to in this contract. The extent of works and services are necessarily limited to;

9.1.0 Site establishment, cleaning, preparation, mark project site and set profiles

9.1.1 Mobilization
9.1.2 Demobilization

The contractor shall mobilize all plant equipment, working tools, materials and labor personals within
Two (2) weeks upon receipt of an approved Service Order and payment.

9.1.2 Demobilization and cleaning up site

Upon completion of all works the contractor shall remove all construction tools, equipment’s all
temporary construction, rubbish, off cut materials, clean-up site and dispose all rubbish before leaving
the site. During demobilization all the access materials and tools supplied by Contractor, Workmen or
individuals, if applied shall be returned to the appropriate persons. Removal of good unused materials
from site by the contractor shall be deemed as the contractors erogative to dispose.

9.1 ADS: Contractor Supply Items/Materials

The Contractor shall supply local workmen and all materials, and not to be supplied by funding
organization or South Fly District Administration. All consumables, construction equipment’s, special
tools, transportation, accommodation and messing on site any other items necessary to bring all works
to a satisfactory completion.
The execution of this works will require from contractor, an extension lead and or 5KVA generator were
require, electric drills with bits, an electrical drop saw with metal cut off wheel, welding machine, tin
snip, rivet guns, paint brushes. All necessary hand tools, saw for woodwork, hammers, step ladders and
other tools to bring the work to a satisfactory completion. The list provided here is only a guide to assist
the contractor evaluate his total requirements for this project. All Trades Personals will have their own
tools for use during construction.

Materials to be supplied by contractor shall include the following:

✓ Dar Hwd “treated” timbers for all structure frame work and alike skirting, cover strips,
architraves, doors window jambs and etc.….
✓ All the paints, vanish, thinners, sealants, fillers compounds for interior finishing works.
✓ All materials specified on the plan drawings only shall be provided

9.2 Safety Supplies

The contractor shall supply equipment’s and all is personals with right/appropriate safety
equipment, tools and ensure that all works are executed in a safe manner.

9.3 Works – Excavation and Back Filling

The contractor shall supply all the labor and or equipment’s and carryout site excavation and
back filling where required for any underground services which can include all DNUPVC piping
work for the water tank and for electrical service.

9.4 Works – Concrete

The contractor shall supply all tools, labor, form ply, timber, nails and fabricate form work and
construct all slabs for pad footings, slabs for splash pads and slab for concrete. All works shall be
in accordance with drawings supplied and use the standard specification No. CS - 1021.
The extent of works will involve bending and tie fixing of F62 MESH wire on compacted floor
finish surfaces for concrete steps landing area only.
Y16 reinforcement bars on side of post, minor excavation and compaction, fabrication of
ply/timber from work and installation of form work on floor conc, slabs, water tank basement,
placement of water tight membrane, placement of mesh and reinforcement bars, placing
concrete and finishing works.
All mesh wire and reinforcement bars shall be placed in boxing before pouring of concrete.
(If much is required)

9.5 Works – Building

The Project Team Leader shall take receipt of all materials purchased, transport to site, clean-up
site, erect all Universal Galv Steel columns, NB80X6mm Pipe Post, beams above walkway, wall
and roof framing systems, interior and exterior wall linings, windows and doors, etc. The pre-
fabricated posts supplied to the contractor shall be erected to drawings so that the orientation
of bottom and top plates are in the correct position. After this steel trusses shall be erected.
Prior to erection of trusses and joints the contractor shall measure and cut to lengths and shape
to ensure that its members fit. All frameworks shall be erected as shown on the drawings that
form part of this document.
9.6 Works – Plumbing and Sanitation

The following works shall be carried out:

➢ Carry out all roof guttering and down pipe from roof to the water tank.
➢ Carry out piping involved with water supply from water tank and from main town supply
which shall include the installation of main 15mm valve and drinking tap
➢ Install water tanks and associated pipe work including drainage pipe outlet.

9.7 Works – Internal Wall

The workmen shall assemble all frames after fabricating on site and line all walls with exterior
and interior linings as specified on drawings. Such works shall include installation of office space,
shelves, office tables, chairs doors and door knobs.
The workmen shall install all ceiling and nail all ceiling with 4.5mm Versilux sheets, fixed under
ceiling frames. The internal lining wall linings shall be lined with 6mm Masonite sheets supplied
by contractor from hardware’s. All doors installed shall be equipped with door stops, hinges and
locks.

9.8 Works – External Wall

The workmen shall install bricks as external wall on site and line all blockwork as specified on
drawings. Such works shall include installation of lining Y16 reinforcements bars, security mesh
wire on windows, doors and door locks.
All external blockwork walls shall be lined with 600x300x6mm ceramic tiles for weather reasons,
to be supplied on site.

9.9 Works – Roofing and Fixtures

The workmen shall install all roof trusses and rafters and place them over the top plates in
accordance with drawings. The contractor shall then install roof purlins, galv. iron strap roof
brace, wire netting, sisalation, roof sheeting, ridge capping, fascia, badge board, end badge
flashings, gutter and down pipes to 4 x 9000 liters Tuffa Tanks and to concrete splash pads at
ground floor level. At the front roof over walk way does cover the concrete stairway.
The contractor shall provide or allow roof overhangs of 1000mm, 800mm also as to minimum as
shown on the construction plan drawings.

9.10 Works – Electrical

Limited on electrical connection to the building. The contractor shall supply all items alike power
switches and lighting to rooms and outside for the use at night. Cables, installation tapes, cable
clips, light bulbs and battens. Only licensed electrical trade persons are required to do all works
for installations.

9.11 Floor Works – Ceramic Tile and Paint finish

The workmen shall supply ceramic tile and paint to all exposed surfaces including building floor
color. Tiles and Paints shall be decided by the contractor and agreed prior to the award of Works
to contractor. Items the contractor has to supply for these works shall include but not limited to;

➢ All the undercoat and final gloss coat paints required


➢ Sealants (eg. No More Gaps)
➢ Fillers (eg. Spark Filler)
➢ Thinners and cleaning solvents and
➢ Rough and Smooth grade of Sandpapers

Final gloss and zinc coating protective for the steelwork, internal lining and ceramic tile exterior
cladding including the roof shall be as follows.

9.12 Works – Slab Floor

(a) Polish slab, apply cement adhesive and lok-crete on floor surfaces of the building.
(b) The contractor shall supply and apply cement adhesive and lok-crete on walkway and
complete.

9.13 Safe Keeping and Storage of Purchased Items

Upon receipt of materials on site, the contractor shall ensure that all items and materials are
stored under cover in secured location. All items damaged as a result of exposure to the
extremities of heat and wet weather conditions, deemed to be missing after the contractor has
taken responsibilities over the materials, shall be replaced by the contractor at its cost. It shall
be the contractor’s responsibility to keep all items in safe place.

10.0 Inspections

During fabrication and construction, the organization funding this project with the Project Team
Leader of this project reserves the right to inspect the workmen’s work on site anytime to assess
the quality of work and its progress.
Minimal level of inspection would be for visual assessment of fabricating and materials fitment
quality, there is no variation on this work. All checks associated with fitment of materials
structures and dimensional accuracy for all fabricated items shall be the responsibility of the
workmen to have the job completed to time schedule.

During Construction on site Mr. Junior Ash requires the inspection of the following;

✓ Inspection of all preparatory work for concrete slab for floor, water tank basement and for
concrete pad for main concrete landing, this shall be carried out before placing of concrete.
Pouring of mixed cement concrete without the inspection and subsequent approval by the
Inspector shall be reworked at the contractor’s time and cost.
✓ Inspection of the internal cabling arrangement and roof plumbing fit-out prior to linings.
Particular attention will be given for use of grommet and conduits to support and protect
electrical cabling. Mounting of electrical switches, ceiling fans and the method of securing and
fittings to wall, ceiling and water service pipes.

11.0 Commissioning

The Contractors Project Team Leader together with the License Electrician shall carry the following
test works during commissioning.

(a) Test all electrical circuits and items installed in the building. This part of testing should be done
and witnessed by trades personal with the appropriate electrical trade licenses.
(b) Limited works on electrical and plumbing, drainage and water service line but prefer there is a
must for an inspection at work site

12.0 Project Completion

The Project shall be recognized as being completed, when all the work has been performed
meeting the entire requirements in accordance with drawings and specifications. There upon
the contractor will complete a Certificate of Practical Completion and facilitate handing over
documentation and all Keys of the building to the client representative.

13.0 Authorization

The contractor shall not commence work described herein unless so authorized by the Project
Team Leader through the issue of their Service Order (SO)

14.0 Materials Supplied by the Contractors Project Team Leader

Items/Materials included are: Cement for ground floor and tank basement, Universal Steel
Columns, ND80X6mm Galv. Pipe Post, bolts, nuts and washers, Dar Hwd treated timbers
needed for walls and ceiling framing, trimmer, blockings, horizontal steel beams, front seating,
side arm rails. Ceramic tiles on entire concrete slab floor finish, 4.5mm Versilux sheet on ceiling.
600x20mm thick construction sheet for all sides around boxing, tank basement, pipes post
bracing and welding rods, galv. iron strap wall brace, 6mm Masonite plywood for internal wall
linings. Dar treated to walls framing, galv. Iron roof bracing, galv. wire netting, sisalation paper,
galv. Corrugated roofing iron, ridge capping, badge end iron flashing, galv. Iron roof strap
bracing, ex head roof metal screws, jolt galv clout nails.
Door and window frames, security fly screens, skirtings, cover strips, door hinges, locks, door
handles, Adj. steel louver frames, dual and clear louver glasses, screw packets. Required
electrical fittings and finish fixtures, paints others consumable items to get the job to successful
completion.

15.0 Project Key Dates

Under this contract the contractor shall ensure that all efforts to all works are to be completed
within Five [5] Months period.

Duration of Mobilization: Two [2[ Weeks

Duration of Project: Five [5] Months

Liquidated damages shall apply if the contractor fails to complete work before the due date.

The Project Team Leader retains all rights to appointing another contractor to complete all works
