A RESOLUTION EARNESTLY REQUESTING THE HONORABLE FERDINAND

ALEXANDER A. MARCOS III, SENIOR DEPUTY MAJORITY LEADER AND
CONGRESSMAN OF THE FIRST DISTRICT OF ILOCOS NORTE TO ALLOCATE
FUNDS AMOUNTING TO ONE HUNDRED FIFTY MILLION PESOS
(PHP150,000,000.00) FOR THE CONSTRUCTION OF REINFORCED CONCREATE
DAM ALONG BUOT RIVER, BARANGAY #14 ESTER, VINTAR, ILOCOS NORTE.
WHEREAS, the lack of a sufficient and effective irrigation system has forced
farming in the four (4) barangays of Pallas Valley, to rely mostly on rainwater irrigation;

WHEREAS, farmers from the thirty-five (35) zanjeras used to maintain an

improvised dam to raise the Buot River’s water level in Barangay #14 Ester, Vintar,
Ilocos Norte so that it could adequately irrigate and supply their farms, with an area of
three hundred (300) hectares and were cultivated by more than seven hundred (700)
farmer-members who depend on the improvised dam;

WHEREAS, the temporary dam was washed away by the powerful flash flood,
and it is no longer providing the farms with necessary amount of water;

WHEREAS, a Reinforced Concreate Dam along the Buot River will undoubtedly
erase and resolve the irrigation issues of farmlands in the Pallas Valley barangays of
the municipality;

WHEREAS, despite being a priority project, the aforementioned project cannot

be completed due to insufficient and the Sangguniang Bayan of Vintar decided to enlist
the help of His Honorable Ferdinand Alexander A. Marcos III to see that funding will be
available and construction will soon commence;

WHEREAS, the proposed structure’s project design, comprehensive estimates,

and program of work were all hereto attached for His Honor’s quick perusal;

RESOLVED, AS IT IS HEREBY RESOLVED, to respectfully request the

Honorable Ferdinand Alexander A. Marcos III, Senior Deputy Majority Leader and
Congressman of the First District of Ilocos Norte to allocate funds amounting to One
Hundred Fifty Million Pesos (Php150,000,000.00) for the construction of Reinforced
Concreate Dam along Buot River, Barangay #14 Ester, Vintar, Ilocos Norte.
