1. Introduction
Health, Safety, Security and Environmental Plan (HSSE-Plan) is a document established as a framework
and guides the team to follow the requirements according to SEVEN and MBL HSSE requirements.
MGSA using this document to follow contractual requirements, SEVEN HSSE requirements, MBL HSSE
requirements and comply with all applicable Health, Safety, Security and Environmental laws and
regulations in Saudi Arabia.
2. SCOPE OF WORK
Project scope for MGSA to implement the Fit-out work involves all the activities such as: Fire Fighting,
Plumping, HVAC, Liquified-Petroleum Gas Piping, Electrical, Low Current, Concrete work, Metal work,
Thermal and Moisture Protection, Doors and Windows, and Internal Finishes.
Health, Safety, Security and Environmental Plan (HSSE-Plan) is a comprehensive document to managing
and integrating health, safety, security, and environmental considerations into MGSA scope of work.
3. PURPOSE

4. Definitions
Definition
Health in fit-out projects refers to the physical and mental well-being of
individuals. Health shall be managed to establish measures and protocols that

7. RESPONSIBILITIES
• MGSA Project Manager is responsible for ensuring that the content of this Health Safety Security
and Environmental Plan (HSSE-PLAN) is understood and always implemented.
• MGSA Project Manager is responsible for ensuring the necessary resources to implement the
approved Health Safety Security and Environmental Plan (HSSE-PLAN) have been allocated.
• Determine all the requirements needed to comply with quality and safety standards and
regulations as required.
• MGSA Project Manager is responsible for appointing site supervisor personnel to organize,
coordinate, and oversee the execution of the Health Safety Security and Environmental Plan
(HSSE-PLAN).
• MGSA Construction Manager is responsible for the organization and coordination with team
members to implement the Health Safety Security and Environmental Plan (HSSE-PLAN).
• MGSA Construction Manager is responsible to manage and provide all resources (Manpower,
Materials, Equipment etc.) to implement Health Safety Security and Environmental Plan (HSSE-
PLAN).
• MGSA Construction Manager is responsible to manage Fit-out activities and ensure that all HSSE
measures during fit-out activities are very well organized and controlled by the responsible
team as per approved Health Safety Security and Environmental Plan (HSSE-PLAN).
QA/QC (MGSA)
• Responsible for the level of compliance of implementation of this Health Safety Security and
Environmental Plan (HSSE-PLAN).
• Responsible for the arrangement of inspection, preparation of all needed documents.
• Assisting and advising the construction team to ensure all HSSE measures during fit-out
activities are very well organized and controlled.
• Monitor implementation as required.

• Ensure that all materials and tools related to fit-out are delivered, stored, and managed in
proper manners to avoid damage.
• Ensure that all related instruments have a valid calibration date (if required).
HSE (MGSA)
• The HSE Manager is responsible for implementing an effective HSSE management system in
accordance with MBL and SEVEN HSSE requirements.
• Ensures the HSSE management system requirements are implemented and maintained.
• Coordinates with the team to ensure effective implementation of the HSSE Procedures.
• Conduct regular safety inspections of fit-out activities.
• Store fit-out materials securely.
• Prohibit smoking in workplace areas.
• Assist risk assessment team to identify, manage risks and to do JSA for each activity.
• Lead the entire team, maintaining HSSE awareness and to create safe culture and working
environment through innovative ideas.
• Responsible for the HSSE Trainings and TBT for the project.
• Prepare and submit HSSE reports to client's representative whenever required.
• Carryout HSE inspections at workplace with reference to all HSSE issues
• Responsible for incident investigation and reporting of all Incidents.
• Monitor and assess HSSE measures and do proper inspection of the workplace.
• Ensure that all the activities are followed safely, and all workers use proper PPEs.
• Identify hazards and take hazards control measure and follow Job Safety Analysis (JSA) and
risk assessment (RA).
• Responsible for monitoring and assessing hazardous and unsafe conditions and risky situations.
• Correct unsafe acts or conditions through the regular line of authority.
• Coordinate with management to stop unsafe acts.
• Participate in meetings to identify any health and safety issues.
• Responsible for ensuring a hazard-free environment.
• Verify that all tools and equipment are adequate and safe for use.
• Promote safe practices.
• Respond to employees’ safety concerns.
• Advise and instruct on safety-related topics (noise levels, use of machinery etc.).
• Conduct risk assessment and enforce preventative measures.
• Issue and control the non-conformity cases.
• Ensure work permit activities are followed.

• Ensure that first aid is available on-site.
• Ensure that the eye washer station is available on-site.
• Ensure that Spill Kit is available on-site with proper MSDS.
• Establish procedures for seeking medical assistance in the event of an injury.

To ensure proper and comprehensive HSSE leadership and commitment in the fit-out project the following
items shall be followed:
- Ensure active involvement engagement with commitment of top management in HSSE matters.
- Ensure policies are well communicated to all team members to provide a framework for HSSE
activities, as a guiding toward continuous improvement.
- Taking overall responsibility and accountability for the prevention of work-related injury and ill
health and the provision of safe and healthy workplaces and activities.
- Ensuring that the resources needed to establish, implement, maintain, and improve the HSSE
management system are available.
- Communicating the importance of effective HSSE management and of conforming to the HSSE
management system requirements.
- Ensuring and promoting continual improvement supporting other relevant management roles to
demonstrate their leadership as it applies to their areas of responsibility.
- Developing, leading, and promoting a culture in the organization that supports the intended
outcomes of the HSSE-Plan.
MGSA wrote a Health, Safety, and Environment (HSE) policy to formally express commitment to creating
and maintaining a safe, healthy, and environmentally responsible workplace.
MGSA HSE policy serves as a foundational document that outlines the organization's values, principles,
and objectives related to health, safety, and environmental stewardship.

10. Health Safety Security and Environmental HSSE Requirements
Health Safety Security and Environmental HSSE Requirements in this fit-out project are listed below:
• Implement measures to prevent work-related injuries and illnesses.
• Provide adequate training on health and safety protocols.
• Ensure access to first aid facilities and medical assistance.
• Develop and enforce safety protocols, including fall protection, scaffolding, and electrical
safety.
• Conduct regular safety inspections and audits to identify and address hazards.
• Provide the needed personal protective equipment (PPE) for workers.
• Implement access control measures to secure the workplace and storage area.
• Safeguard tools, equipment, and materials against theft and vandalism.
• Establish security protocols for restricted areas.
• Conduct an Environmental Impact Assessment EIA to assess and mitigate potential
environmental impacts.
• Implement erosion control measures to prevent soil erosion during construction.
• Manage stormwater runoff to prevent pollution.

To do proper HSSE Risk Assessment for fit-out project MGSA shall follow the following steps:
1. Develop a risk Register to identify all risks.
2. Develop a risk matrix that includes likelihood and consequence scales to quantify and prioritize
identified hazards.
3. Evaluate the likelihood of each identified hazard leading to an incident or accident.
4. Assess the potential consequences of each hazard, considering the severity of injuries,
environmental impact, and damage to property.
5. Calculate the overall risk level.
6. Classify risks into categories.
7. Prioritize risks based on their levels.
8. High-risk activities and hazards that require immediate mitigation.
9. Identify and implement control measures to reduce or eliminate risks.
10. Develop emergency response plans for potential high-risk scenarios.
