B1 How do I apply for the Tuition Grant For eligible SC:
Scheme?
You will be awarded the Tuition Grant if you make a declaration on your eligibility using the Tuition Grant
Declaration Form. There is no need for you to apply for the Tuition Grant Scheme in the MOE TGonline
System.

You can approach your institution for more details on how you can be included under the scheme.

For eligible SPR and IS:

You will need to make a declaration on your eligibility using the Tuition Grant Option form, and apply for
the Tuition Grant Scheme through the MOE TGonline system during the stipulated Tuition Grant
application period.

You can refer to the online application guide (https://tgonline.moe.gov.sg/docs/Activation-

ApplicationGuide.pdf) for step-by-step instructions on how to submit an application in TGonline system.

Your application is subject to MOE’s approval. If you do not apply by the specified deadline, or if your
application is not approved, you will have to pay the non-subsidised fees.

Answer
If your appeal is unsuccessful, you will have to pay non-subsidised fees for your studies. However, you
can still apply for the Tuition Grant Scheme in the following academic year of study.
Yes, you can apply for Tuition Grant Scheme in the second or subsequent year of your studies. However,
the bond period will remain the same at three years.
You can login to TGonline system to make changes to the application details during the online application
period.
If the online application period has ended, you can email your institution with your FIN, name and the
changes you want to make to your application.
Yes, you are required to nominate two sureties to sign the Tuition Grant agreement with you. You and
your sureties will be jointly liable to pay the liquidated damages if you are not able to serve your 3 year
bond upon graduation.
Your surety must satisfy the two conditions below:
a. He/ she must be above 21 and below 65 years of age, and
b. He/ she must not be an un-discharged bankrupt.
You are strongly encouraged to get your family members to be your sureties. You cannot be your own
surety.
Your institution will inform you of the dates for you and your two sureties to show up in person to sign the
Tuition Grant agreement in the presence of the institution administrators.

i) Identity card and student/matriculation card for Singapore Permanent Resident, or
ii) Passport and student pass for foreigner.
Your sureties are required to bring the following documents for signing:
i) Identity card for Singapore Citizen or Singapore Permanent Resident; or
ii) Passport for foreigner.
You are required to inform your institution before the stipulated dates of the signing exercise. Your
institution will arrange for you and your sureties to sign the Tuition Grant agreement at an alternative
date.
Please follow the steps below:
i) Choose “Yes” for the Notary Public during the online grant application.
ii) Download the agreement (under “Portfolio tab) after the online grant application period has
ended and email it to your sureties who are overseas.
iii) Ask your sureties to print the agreement (single sided) on A4 size plain white paper and sign it
in the presence of the Notary Public, Commissioner of Oath or a practising lawyer. They must
also ensure that the witnessing party signs the agreement.
iv) Ask your sureties to send the hardcopy of the signed agreement to you by courier service.
v) Bring the original hardcopy of the signed agreement to the signing exercise during the
stipulated date where you will sign the agreement in the presence of your institution
administrator.

You can login to TGonline system to make changes to the sureties’ information during the online
application period.
If the online application period has ended, you can email your institution who can assist you to make the
changes in sureties’ information. The changes should be completed before the signing of Tuition Grant
agreement.
You are encouraged to get your immediate family to be your sureties. You will have to pay non-
subsidised fees if you are unable to find two sureties to sign the Tuition Grant agreement.
