Note: this section can be completed after you have competed your risk assessment.
The risk assessment is conducted by observing work activities performed on workplace. Considering ILO
C167 Safety and Health in Construction Convention, 1988 (‘C167’), ILO Code of Practice. The HSE‘s
website (UK) www.hse.gov.uk and had the lots of resources International Standards Organisation (ISO)
was a good source of information.

After looking at sources of information, I visited the workers to take their views about health and safety in
workplace. They said that there was presence of high noise in the area, workers rarely using appropriate
personal protections, manual handling in the area, inappropriate movement of lifting equipment, accidents

Part 3: Prioritise 3 actions with justification for the selection
Suggested word counts
Moral and financial arguments for all actions: 300 to 350 words
For EACH action:
Specific legal arguments: 100 to 150 words
Likelihood AND severity: 75 to 150 words
How effective the action is likely to be in controlling the risk: 100 to 150 words

Moral and financial arguments for ALL actions

Moral, general legal and financial The actions that I am prioritizing are:

arguments
1. Installation of fencing around storage area and installation of spill kits under flammables
containers (hazards category “Fire hazards”).

2. Replacement of damaged ropes of rig BG-40 (hazards category “Work equipment hazards”).

3. Installation of guard rails around the pit/Borehole and covered by mesh and remove muddy soil
around the borehole to avoid slippage (hazards category “Slips, trips and falls hazards”)
IVCC Engineering (Pvt.) Ltd. has a moral duty to protect its workers life. This is morally unacceptable that
workers are harmed by any unsafe condition created by the employer. The workers go to earn livings safely
on workplace rather to get injured. The company has to protect lives of workers by all means. This is not only
its moral duty but a social responsibility as well. Not only this, the company should provide safe working
environment, safe equipment and tools to the workers as per its moral duty for its workers and others. As per
ILO conventions C-167 an employer should:

• Ensure workers are provided with appropriate working environment, work equipment, tools and
machinery.
• Ensure that workers are provided with appropriate personal protective equipment free of charge.
• Ensure the workers are provided with appropriate information, instruction, training and supervision.
• Ensure that the work routines do not put fatigue on workers

Learner number: 00567683 Learner name: Muhammad Nadeem Shahzad Page 11 of 16

The legal duty of the company is to ensure health and safety of workforce. The law prohibits company to
perform work activities without following the regulations. The company should ensure that the work
equipment, tools and machinery, any chemical or biological substances kept the company are safe and
without risk to health. If the company does not abide by the regulations, they have to face penalties by the
enforcement agencies.
If these hazards are not controlled, then the financial losses to IVCC Company will be as follows:

• Cost of medical treatment to workers, sick pay, cost of first aid provision, loss of production time due
to an accident, loss of finished products, repair to or replacement of damaged plant or equipment.
• Cost due to loss of productive duties, adhering to any enforcement actions served, business
contracts cancellation, penalty clauses activated due to not meeting delivery dates, loss of reputation.
• Cost related to enforcement actions, legal claims, insurance cover loss, strikes done by the workers
etc.

Justification for action 1

Installation of fencing around storage area and installation of spill kits under flammables containers (hazards
Action
category “Fire hazards”).
According to the Factories Act 1934:
Specific legal arguments
An employer shall:
• Conduct a suitable and sufficient fire risk assessment to protect the workplace, workers, work
equipment from threats of fire.
• Shall make arrangements to provide means of escape in case of fire.
• Ensure that the doors for opening of fire exit are not fastened so that they are easily opened in case of
fire emergency.
• Firefighting equipment is fixed in accessible locations and is inspected in routine.
• Provide special considerations to the disabled person during an evacuation from building.
The likelihood of harm to be caused by the fire is high. This is because the flammables storage is inadequate
Consideration of likelihood AND severity
where not only hot works are done nearby but also there is not segregation of flammable chemicals
When considering the severity. I set 4 categories:

Learner number: 00567683 Learner name: Muhammad Nadeem Shahzad Page 12 of 16

• Minimal: no injury or damage occurred.
• Minor: injury requiring first-aid and/or slightly damage cause to equipments/building
• Major: injury requiring hospital treatment and/or significant damage caused to equipments/building.
• Catastrophic: death and/or irreparable damage to plant/equipments/building.
The severity for this hazard has been set at “major” because those injuries will require hospital treatment e.g
burning of body. The damage to equipments or assets are also likely to be significant by catch fire. The results
can be in form of damage to the Property structure nearby, loss of workers lives.

How effective the action is likely to be in The hazards of fire can be controlled well by installation of fencing around the storage area. There should be
signages installed to warn workers about fire hazards present in the flammable storage area. No hot work
controlling the risk. This should include:
should be conducted near the flammable storage area. The flammable liquids should be segregated to
prevent any further damaged in case of fire. Furthermore, spill kits should be installed under the tanks of

• Suitable for the intended use.
• Safe for use, maintained in a safe condition and inspected appropriately in order to ensure it is
correctly installed and does not deteriorate in any case.
• Be used only by people who have received adequate information, instruction and training as per
requirement.

The results may also be in form of death or permanent disability to the workers.
How effective the action is likely to be in The hazards of work equipment (damaged ropes of draw works) can be controlled by replacement of ropes of

borehole to avoid slippage (hazards category “Slips, trips and falls hazards”)

The workplace health and Safety regulations 1992 says that:

Specific legal arguments
• The employer ensures that workplace should be safe for the work and for worker without any damage
or loss of live.
• Any opening which is subject to fall and may cause injuries to workers should be protected with
appropriate barrier of fencing.
The likelihood of accidents which are anticipated to be caused by fall of workers into borehole is high. The
Consideration of likelihood AND severity
borehole/pit is a dangerous opening which may lead to fall of workers in to the pit/borehole which is 30m

“catastrophic”. The results will be death of workers.

How effective the action is likely to be in The hazards of fall of workers into pit can be adequately controlled by the installation of guard rails around the

Worker should use safety harness while working around the borehole. This is the requirement of the system to

Suggested word counts for each section:
• Planned review date or period and reasoning for this: 50 - 100 words
• How the risk assessment findings will be communicated and who needs to know the information: 100 - 150 words
• Follow up on the risk assessment: 100 - 150 words.

reasoning risk assessment is 11-12-2021. However, I will also make sure that this will be reviewed before this date if
there is:
• A change in relevant legislation or other standards
• Any new equipments
• A change in working procedures brought in;
• A significant change to the number of workers
• A change in shift pattern

How the risk assessment findings will be The findings of the risk assessment will be first communicated to the project manager. This will be done by

the findings will be communicated to the construction manager for information. The findings will also be
communicated to Project Engineer in the form of safety meeting. Moreover, the supervisors, workers, chief
electrician, chief mechanic will be communicated about the findings by email. The findings will also be
discussed with these persons by conducting a meeting for review of safety performance during the whole
year.
