ORAL SESSION (OS 1-D)

Distinguished participants and guests, welcome to the 4th


International Conference on High Voltage Engineering and Power
System 2023 (ICHVEPS 2023). In August 6-10, 2023, School of
Electrical Engineering and Informatics, Institut Teknologi Bandung
(ITB), Indonesia, organize this biannual conference with the support
from IEEE Indonesia Section, Power and Energy Society Indonesia
Chapter, IEEE ITB Student Branch, PT. PLN (Persero), and PT. PLN
Energi Primer Indonesia. The conference is designed to be an
international forum for exchanging ideas, discussing, and
disseminating research results and technologies in High Voltage
Engineering and Power System among power utilities companies, universities, research
institutes, and industries. The conference received a large number of abstracts/papers
submissions. After reviews, finally 164 papers from 11 countries (Indonesia, Malaysia,
Japan, India, Thailand, Germany, United States, Namibia, Algeria, Peru, and France) will
be presented in 3 invited plenary sessions, 20 technical sessions, and 1 poster session.
All accepted and presented papers will be submitted to IEEE Xplore (Scopus-indexed),
and selected papers will be published in the International Journal on Electrical Engineering
and Informatics.
My sincere gratitude goes to all invited speakers who are willing to share invaluable
knowledge with us, our sponsors, colleagues from Electrical Power Engineering research
group as the main organizer of this wonderfully managed conference, and of course last
but not least all of the participants who make this conference happen. I wish you a fruitful

ORAL SESSION (OS 1-D)

Dear participants, welcome to Bali, welcome to Indonesia,


welcome to the 4th International Conference on High Voltage
Engineering and Power Systems 2023 (ICHVEPS 2023) which will
be held in Sanur-Denpasar, Bali, Indonesia on August 6-10, 2023.
This is a biannual conference organized by the Electrical engineering
Research Group of The School of Electrical Engineering and
Informatics, Institut Teknologi Bandung, Indonesia and technically
sponsored by IEEE Indonesia Section, Power and Energy Society
Indonesia Chapter and IEEE ITB Student Branch and supported by
Indonesia Electrical Power Company (PT. PLN Persero). The
conference is designed to be an international forum for exchange ideas, discussion and
dissemination of research results and technologies in the field of High Voltage Engineering
and Power Systems especially to support the energy transition. The previous conferences
have been held successfully with large number of papers, participants and participating
countries. The 1st ICHVEPS 2017 and the 2nd ICHVEPS 2019 were held in Bali in October
2017 and October 2019, respectively, while due to the Covid-19 pandemic, the 3rd
ICHVEPS 2021 was held as a virtual conference in Bandung, Indonesia, in October 2021.
In this 4th conference, we have received 249 submissions where all abstracts and
papers have been rigorously reviewed to ensure the high quality of this conference. There
are 85 reviewers in total from 43 different universities and research institutes and 8
companies from 16 countries that have been taking part in the review process. I greatly
appreciate their great work. After the review process finally 164 papers from 11 countries
will be presented in 3 invited plenary sessions, 20 parallel technical sessions, and 1 poster
session. Invited lectures will be given by 9 prominent speakers such as Prof. Guan-Jun
Zhang from China, Prof. Ahmed Abu-Siada from Australia, Prof. Zenichiro Kawasaki and
Prof. Masahiro Kozako from Japan, Dr. Syarif Hidayat from Indonesia, Dr. Laurent Canale
from France, Prof. Udaya Madawala from New Zealand, Prof. Eduard Muljadi from USA,
and Dr. M. V. Reddy from Canada.
As the conference general chair, I would like to thank to ITB, especially Dr. Tutun
Juhana, The Dean of The School of Electrical Engineering and Informatics, Institut
Teknologi Bandung, all international advisory and organizing committee members,
reviewers, all sponsors, and supporters. Also, to all invited speakers, session chairs and
all our guests. I hope all participants in good health and can enjoy Bali and Indonesia.
Please enjoy the discussion in the session but also the non-formal discussion during social
events and coffee breaks and establish a network for cooperation in the future. I hope all
of you will greatly benefit from this conference.

TECHNICAL
GENERAL ORAL SESSION (OS 1-D)

Indonesia is one of the very few nations on earth to span such a broad spectrum of world
history and human civilizations from its ancient Hindu-Javanese temples to Bali's modern
luxury resorts, and from the stone - age lifestyle in West Papua to immense metropolis that
is Jakarta. The population of nearly 234 million people is derived from 300 ethnic groups
people who speak over 250 distinct languages. The common element is the national
language of Bahasa Indonesia

Situated almost in the middle of the Indonesian archipelago, Bali is approximately 5,620 sq
km (2,170 sq miles) in size with a population of almost 3 million. One of the eight regencies,
Bandung, is the urban and commercial center. Here, most tourists spend their holidays at
the beach, playing and partying, most often in the tourist enclaves of Nusa Dua, Sanur or
Kuta/Legian. But even here, despite blatant commercialism, traditional undercurrents
remain.

Bali lies between the islands of Java and Lombok and is nonfemoral than 17,000 islands that
makes up the Indonesian Archipelago. Bali is small, stretching approximately 140 km from
east to west and 80 km from north to south. Slightly off center, and running east to west,
are a string of volcanic mountains. Lying just 8° south of the Equator, Bali boasts a tropical
climate with just two seasons, wet and dry, a year and an average annual temperature of
around 28° C. The rich volcanic soil and healthy monsoon season make this island
extremely fertile, and a range of crops are grown here. The wide and gently sloping
southern regions play host to Bali’s famed rice terraces, among some of the most
spectacular in the world. In the hilly, northern coastal regions, the main produce is coffee,
copra, spices, vegetables, cattle, and rice.

The Balinese people have strong spiritual roots and despite the large influx of tourists over
the years, their culture is still very much alive. Naturally creative, the Balinese have
traditionally used their talents for religious purposes and most of the beautiful work to be
seen here, has been inspired by stories from the Ramayana and other Hindu epics. With a
reputation as being one of the most beautiful and diverse tourist spots in Asia, Bali attracts
almost 1,000,000 visitors a year, from all around the world.

Indonesia Government had granted visa on arrival favor to 52 countries to be able to


purchase the visa on arrival facility upon their arrival in Indonesia's designed
“International Gateway” at 15 airports and 21 seaports.

CUSTOM
Customs allow entry per adult, a maximum of one liter of alcoholic liquor, 200 cigarettes
or 50 cigars or 100 grams tobacco and reasonable amount of perfume adult.

AIRPORT TAX
An airport departure tax of Rp. 240.000, - is levied by the airport authority for travelers
on international flights and Rp. 120.000, - for domestic flights. The tax must be paid in
Rupiah.

BUSINESS HOURS
Government offices open at 8 am every day except Sunday, Monday to Thursday they
are open to around 3 pm. Fridays to 11.30 and Saturday to 2 pm. Shops in Denpasar
and other towns close in the afternoon for a siesta (usually 1 pm to 6 pm) and open in
the evening until 9 pm.

CLIMATE
The average temperature in Bali in August is between 28°C - 30°C and the relative
humidity is about 88%. There is comparatively little difference between the daytime and
nighttime temperatures.

CURRENCY
Only Rupiah (Indonesian currency) is acceptable at regular stores and restaurants.
Certain foreign currencies and major credit cards are accepted by most hotels.
Restaurants and souvenirs shops. The exchange rate of 1 US$ is about Rp. 14,997.47

TRAVELERS CHECK AND CREDIT CARDS


Travelers checks are accepted by leading banks and hotels in principals’ cities. The use
of travelers checks in Indonesia is as popular as in any other countries. Dinners Club
and American Express, Visa and Master Card are widely accepted at hotel, department
stores, shops, restaurants, and night clubs. According to the Indonesian banking
regulations, payment of credit card should be charged in local currency.

ELECTRICITY
The electricity used in Indonesia is 220 volts at 50 Hz.

SHOPPING
Main tourist roads are often lined with shops and stalls selling crafts of all types. Ubud
(25 km north of Denpasar) and the surrounding villages of Pengosekan. Mas and Batuan
are breeding grounds for arts, ranging from wayang style paintings, polished wood
carvings and antiques to traditional Balinese carvings made from volcanic pumice. For
those who don't' like to wander too far from the beach, Kuta and Legian have more
modern shopping areas.

DANCE AND DRAMA


Performance forms an important part of nearly every ritual in Bali. Ubud offers classical
dances (Joged Kecak Pendet, Topeng, Gabor, etc) held in princely mansion and
neighborhood halls. The Art Centre shows at 6 pm daily in Denpasar are the best for
Kecak.The venues at Singapadu and Batubulan are excellent for Barong and Keris.
