In sheet Car service find out when was the LAST SERVICE DATE provided for each car in COLUMN H
In COLUMN I use the YEAR function to find out the year of LAST SERVICE DATE
COLUMN J YEARS NOT SERVICED = Year of Today's Date - Year of Last Service date
If YEARS NOT SERVICE >=2 then SERVICE COMPLETE else SERVICE DUE

In CAR PRICE sheet price of CAR is given and PRICE REDUCTION sheet the percentage of Sales price as per the year is given
Calculate the New Sales price = Car Price * PERCENTAGE of Value
