UCC BACKGROUND:
HISTORY OF NSTP
Started with the COMMONWEALTH ACT NO. 1 A.K.A NATIONAL DEFENSE ACT.
An act to provide to national defense of the Philippines penalizing certain violations thereof
appropriating funds therefore, and for other purposes.
Under the government of President Manuel L. Quezon (1935)
COMMONWEALTH ACT NO.1 requires:
1. College students, specifically male
2. Finish 2 years or 4 semesters of Military Training to be reserved cadets of the national defense of the
country.
AUGUST 8, 1980, the Commonwealth Act no.1 was amended to give existence to
Presidential decree no. 1706 or National Service Law
Mandates compulsory national service to all citizens of the country
Composed of three main component programs, namely:
1. Civic Welfare Service (CWTS)
2. Law Enforcement Service (LES)
3. Military Service
College students were given an option to choose one among these components to comply as a
requirement of tertiary education.
A new and latest amendment was brought for creating the REPUBLIC ACT 913
Also known as NATIONAL SERVICE TRAINING PROGRAM
Signed into law on January 23, 2002
Implemented in SY 2002- 2003
Comprises of three program components:
1. CIVIC WELFARE TRAINING SERVICE (CWTS)
2. LITERACY TRAINING SERVICES (LTS)
3. RESERVE OFFICER TRAINING CORPS (ROTC)
REPUBLIC ACT NO. 9163 – JANUARY 23, 2002, NSTP LAW
An act establishing the NSTP for tertiary level students, amending for the purpose of the RA 7077
and PD 1706 and for other purposes.
NSTP is designed to develop and enhance consciousness and defense preparedness among the
Filipino youth by developing the ethics of services, nationalism, and patriotism while undergoing
training in any of its three program components.
COMPONENTS OF NSTP
1. RESERVE OFFICER TRAINING CORPS (ROTC) - designed to give military training to tertiary level
students and aims to motivate, train, organize and mobilize them for national preparedness.
2. LITERACY TRAINING SERVICE (LTS) - designed to train the students to become teachers of literacy
and numeracy skills and focuses on school children, out-of-school youth, and other segments of
society.
3. CIVIC WELFARE TRAINING SERVICE (CWTS) - contributory to the general welfare and betterment
of life for the member of the community or for the enhancement of its facilities, especially those
devoted to improving health, education, environment, entrepreneurship, safety, recreation, and
morals of the citizenry.
CONSTITUTIONAL BASIS OF NSTP ART 2, 1987 PHILIPPINE CONSTITUTION
SECTION 4 – The prime duty of the government is to serve and protect the people. The
government may call upon the people to defend the state and, in the fulfillment thereof, all
citizens may be required, under conditions provided by the law, to render personal, military or
civil service.
SECTION 5 – The maintenance of peace and order, the protection of life, liberty, and property,
and promotion of general welfare are essential for the enjoyment by all the people of the
blessings of democracy.
SECTION 13 – The state recognizes the vital role of the youth in nation-building and shall promote
and protect their physical, moral, spiritual, intellectual and social weel-being. It shall inculcate in
the youth patriotism and nationalism, encourage and involvement in public their civic affairs.
CITIZENSHIP TRAINING
RA 9163 or The National Service Training Program Law.
This law is also known as “An Act Establishing the National Service Training Program for tertiary level
students.
Section 3 - refers to the program aimed at enhancing civic consciousness and defense preparedness in
the youth, by developing the ethics of service and patriotism.
RA 9163 has been signed by Gloria Macapagal Arroyo, which amended RA 7077 and PD 1706.
RA 9163 was Implemented effective school year 2002-2003 in all Higher Educational Institutions of the
Philippines

PHILIPPINE CONSTITUTION
Constitution- refers to the basic principles and laws of a nation, state or social group that
determines the powers and duties of the government and guarantee certain rights to the
people in it.
The 1987 Philippine Constitution
It is the supreme law of the Republic of the Philippines. It was completed on October 12, 1986
and was ratified by a nationwide plebiscite on FEBRUARY 2, 1987.
Purpose of the Constitution
It establishes a government based on the rule of law and which is limited by law. It
provides a legal basis for government operations and makes constitutional government possible.
